5 AN ORDINANCE AMENDING CITY ORDINANCE N0. 97-048 SERIES OF 1997 AND 2003-
6 029 SERIES OF 2003 AND FOR OTHER PURPOSES;

9 WHEREAS, rabies is an infectious viral disease which is uniformly fatal;
10
11 WHEREAS, there have been several deaths among the constituents of Laoag City
12 and the province, caused by bites of rabid dogs, which could have been prevented;
13
14 WHEREAS, there is an intensive campaign to eradicate and control rabies in the
15 country by the Bureau of Animal Industry, Department of Agriculture and Department
16 of Health, in coordination with various government agencies and representatives of
17 local government units;

19 WHEREAS, rabies could be controlled and eradicated by the vaccination of all
20 dogs and the immediate diagnosis and treatment of infected individuals;

22 NOW, THEREFORE, BE IT ORDAINED, THAT ____________

25 SECTION 1: That Section III and Section VI of Chapter 1 is hereby amended to read as:

29 SECTION III. MEMBERSHIP. The CRCA shall be composed of the following
30 members subject to additional members as the need arises:

32 a. City Mayor – Chairman
33 b. City Vice Mayor – Vice Chairman
34 c. Chairpersons of the Committee on Health and Public Sanitation, and the
35 Committee on Agriculture of the Sangguniang Panlungsod. In the event that a
36 person is both chairperson of both committees stated above, the vice
37 chairperson of either committee shall be one of the members of the CRCA, to
38 be determined by a majority vote of all members of the Sangguniang
39 Panlungsod.

42 f. City Chief of Police
43 g. City Schools Division Superintendent
44 h. President, Association of Barangay Councils

56 SECTION VI. DOG REGISTRATION OR LICENSING
57 There shall be an annual mandatory registration and licensing of all dogs within
58 the City of Laoag. Registration and Licensing fees shall be in the amount of FIFTY PESOS
59 (P50.00) per dog per year and shall be collected by the barangay. Fifty (50%) percent of
60 the license and registration fees shall go to the account of the barangay concerned and
61 the other fifty (50%) percent to the coffers of the City Government. Said fees shall be
62 used primarily for the improvement and maintenance of the City/Barangay pound. The
63 registration officer shall provide the owner with a certificate of registration for the dog.
64 Certificate of registration forms shall be supplied by the City Government.

66 SECTION 2: That Section I and Section II of Chapter 2 is hereby amended to read as:

71 SECTION I. CITY POUND/PUBLIC POUND
72 City Pound or Public Pound is hereby established and maintained under the
73 supervision of a licensed Veterinarian. The site shall be designated by the City Mayor.
74 In the absence of a recognized and permanent City Pound, a makeshift or an
75 improvised enclosed large cage shall be provided by the barangays as a barangay pound.

79 SECTION II. DEFINITION OF TERMS
80 a. City Pound shall refer to an establishment where stray animals or “animals
81 running at large” shall be impounded, confined or restrained.
82 b. Barangay Pound shall refer to an area identified by the CRCA as a safe place to
83 put up temporarily an enclosed cage large enough to accommodate stray
84 dogs in identified clustered barangays in the absence of a City Pound.
85 c. Stray Animals or Animals Running At Large – shall be understood to mean an
86 animal which is loose, unrestrained, unconfined or not under the complete
87 control or its owner or the one in possession thereof.
88 d. Animal or Dog Catcher – an individual who shall perform actual catching of
89 stray dogs or stray animals and other functions related thereto as may be
90 assigned to him by the City Pound Office. Animal or dog catcher shall be
91 appointed at two (2) persons per pound vehicle every eight-hour-service.

95 SECTION 3. Any Ordinance, Resolution, motions or parts thereof not consistent with the
96 provisions of this ordinance are hereby amended, modified or superseded accordingly.
