I. Mandate: In view of R.A. 11032 requiring all government agencies to have a
Citizen’s Charter, the different offices under the Authority have worked together
to craft its own Citizen’s Charter with the aim to communicate the service
standards of the external and internal services that we provide to our clients.
Further, we ensure that we need to meet the deadlines that the law has set for
all government agencies and being the Authority, we recognized that no one is
above including ourselves and in no way exempted to what the law mandates.
Under Section 17 of R.A. 11032 or the Ease of Doing Business and Efficient
Government Service Delivery Act of 2018, the Anti-Red Tape Authority shall be
created to ensure the attainment of the objectives of the said Act which will be
attached to the Office of the President and be responsible for the following:
(a) Implement and oversee a national policy on anti-red tape and ease of doing
business;
(b) Implement various ease of doing business and anti-red tape reform
initiatives aimed at improving the ranking of the Philippines;
(c) Monitor and evaluate the compliance of agencies covered under Section 3 of
this Act, and issue notice of warning to erring and/or noncomplying government
employees or officials;
(d) Initiate investigation, motu proprio or upon receipt of a complaint, refer the
same to the appropriate agency, or file cases for violations of this Act;
(e) Assist complainants in filing necessary cases with the CSC, the Ombudsman
and other appropriate courts, as the case may be;
(f) Recommend policies, processes and systems to improve regulatory
management to increase the productivity, efficiency, and effectiveness of
business permitting and licensing agencies;
(g) Review proposed major regulations of government agencies, using submitted
regulatory impact assessments, subject to proportionality rules to be determined
by the Authority;
(h) Conduct regulatory management training programs to capacitate NGAs and
LGUs to comply with sound regulatory management practices;
(i) Prepare, in consultation with the appropriate agencies, regulatory
management manuals for all government agencies and/or instrumentalities and
LGUs;
(j) Provide technical assistance and advisory opinions in the review of proposed
national or local legislation, regulations or procedures;
(k) Ensure the dissemination of and public access to information on regulatory
management system and changes in laws and regulations relevant to the public
by establishing the Philippine Business Regulations Information System;

(l) Enlist the assistance of the CSC, DTI and other government agencies in
the implementation of its powers and functions provided for in this Act; and
(m) Perform such acts as may be necessary to attain the objectives of this Act.

II. Vision: A premier Food Basket and a tourism destination with empowered and peace-
loving San Josenians living in a modern infrastructure and ecologically- adaptive
environment sustained by a fully developed and dynamic economy, and nurtures by God-
centered and Proactive leaders.

III. Mission: The Municipal Government of San Jose shall promote the general
welfare of its people through effective delivery of basic services with a strong
political will full and active multi-sectoral participation development of tourism
and agro-industrial sectors under an atmosphere of peace and sustainable
prosperity.

IV. Service Pledge: The Municipal Government of San Jose through Municipal
Disaster Risk Reduction and Management Office commit to a holistic, effective
and efficient disaster risk reduction and management services through
empowering partner agencies from the provincial level offices down to the
barangays;

Ensuring firm adherence to disaster risk reduction and management protocols and
procedures at all times;

Expeditiously responding to the requests of our clients for disaster prevention,


preparedness and response services to guarantee the safety of our constituents;

Educating the public on disaster awareness by utilizing traditional and


modern technological platforms.

1. Processing of Request for Capacity-Building Trainings
This service processes the DRRM capacity-building/ trainings and workshops to all
members of the community, partners and stakeholders. Several Trainings are processed
by the office to make them accessible to the municipalities and their communities, such as
the following:
 Health or Medical Trainings which will need Medical Certificate, advanced
medical trainings will require the Certificate of Completion of Prerequisite
trainings.
 Search and Rescue (SAR) Trainings which will need Medical Certificate,
advanced SAR trainings will require the Certificate of Completion of Prerequisite
trainings.
 Safety Trainings such as the 8-hour Mandatory OSH
 Incident Command System (ICS) & Emergency Operations Center (EOC)
Management Trainings which will need advanced ICS & EOC trainings will
require the Certificate of Completion of Prerequisite trainings.
 Other DRRM-related, DRRM-related Assessment and DRRM Planning Trainings

As mandated by the National Disaster Risk Reduction and Management Council
(NDRRMC) Memo 147 s. 2017, Municipal DRRM Plans are to be reviewed by the Provincial

FEEDBACK AND COMPLAINTS MECHANISM
How to send feedback If a client for any reason during the course of
securing a particular service may feel that s/he
has not been served as expected, the following
actions are encouraged:

a. Report the unfriendly service and provide


the particulars of the complaint to the
Head of Office. The Head of Office will
then call the attention of the concerned
employee.
b. Fill up the Customer feedback Form (see
Annex A), which may be obtained from the
information desk. Drop the accomplished
CFF in designated suggestion boxes within
the MDRRMO Headquarters and MDRRMO
Liaison Office.

Section (A) may be done personally/ verbally,


through a formal letter, telephone call or through
mail.

If you choose to write a formal letter of


complaint, you may send your letter to:

MDRRMO Directory (see Annex B) and look for
the office and / or officer concerned;

Comments and suggestions aimed at improving


policies, programs and services are also welcome.
Should you decide to provide personal
information such as your name, address, email
address or telephone number, expect a

response from the
concerned office/s informing you of actions taken
to resolve the issue/s raised within 48 hours upon
receipt of your complaints, comments,
suggestions.

How feedbacks are processed Every Friday, the Admin personnel shall open the
drop box and compile and record all feedback
submitted. Feedback requiring answers are
forwarded to the relevant divisions which are
required to answer within three (3) days of the
receipt of the feedback. Answer to the feedback
given is relayed to the client.

Concerned division/s will act upon the feedback


the soonest time possible. Feedbacks received
shall be processed properly and proposed course
of action shall be provided.

The head of each division/s shall see to it that all


feedbacks are checked, reviewed and considered
for any actions or measures for improvement to
be taken upon.

How to file a complaint The same as feedbacks, complaints shall be filed


the same way. Either by sending an email, writing
a formal letter, making a personal complaint or
via phone call.

Clients may also answer the client Complaint


Form and drop it at the designated drop box of
the offices.

Please do not forget to include the following


information:
a. Name of person being complained
b. Incident
c. Evidence

How complaints are Complaints shall be processed by the Admin
processed personnel of MDRRMO. Each complaints are to be
taken with utmost consideration and the division
concerned shall ensure that proper and
appropriate action will be taken.

The Complaints Officer (Admin personnel) opens


the complaints drop box on a daily basis and
evaluates each complaint. Upon evaluation, the
Complaints Officer shall start the investigation

and forward the complaint to the relevant


division for their action/explanation.

The Complaints Officer will create a report after


the investigation and shall submit it to the Head
of the Office for appropriate action. The
Complaints Officer will give feedback to the
client.
