1.1 Background
The project aims for re-development and construction of the railway station building and supporting
Facilities, including its surroundings, on the entire Railway land along with commercial exploitation
of land parcels.

The Consultants have already submitted the Inception Report, the Situation Analysis report, & the
Preliminary Land Due Diligence Report of the first deliverable KD1 of the Mandate. This document,
the Infrastructure Development Report, is a part of the second deliverable KD2.

1.2 Purpose of this report


This report forms the second part of deliverable for Key Deliverable 02, as outlined in the Terms of
Reference of the contract.
The purpose of this report is to document and furnish the project requirements regarding
Infrastructure, based on the analysis of existing Infrastructure, conditions of assets, capacity,
location, passenger estimation etc. Data collected and surveys done for the initial studies, like:
• Topographical Surveys,
• Building condition assessment,
• Major issues concerning land
• Geotechnical Survey
are studied. Based on the same improvements, upgradation, and the requirements of additional
infrastructure are planned.
This report determines availability of land for mandatory and commercial development along with
any additional land which can be taken for joint development where required.

1.3 Structure of the report

2.1 Methodology

The Infrastructure Development Report has been created with the objective of reviewing the existing
assets at the Station in terms of condition assessment, capacity, location, etc. and then suggesting
improvement, upgradation and/or relocation of the infrastructure. Inputs from topography survey,
geo-technical survey, building condition survey and utility assessment has been taken into
consideration before suggesting the infrastructural development.

The methodology applied in infrastructure assessment and improvement recommended is provided


below –

Estimation of traffic
The future traffic projection at Nanded City Railway Station is a key determinant of the requirement
of infrastructure facilities at the station, as the passenger facilities, station amenities and utilities
would primarily cater to the passenger traffic. The future footfall at the station has been projected
based on historical traffic numbers at the Station as well as growth factors with various other
relevant factors considered. The growth of traffic at Nanded Railway Station has been estimated,
driven primarily based on the organic growth which the station would witness due to growth of the
city, along with the increased tourism due to the development of better basic and tourism
infrastructure, improved upon by the planned capacity augmentation of the railway station itself.

Assessment of current infrastructure


The current infrastructure at the Station such as station area, platforms, parking, etc. has been
assessed and the utilities such as water supply, drainage and electric supply have also been evaluated.
The built-up area of various station facilities, condition assessment of buildings and utility evaluation
have been provided in the report.

Estimation of Requisite Infrastructure


The infrastructure sufficiency and improvement required have been assessed for railway
infrastructure based on the projected traffic at the station. Infrastructure requirement for utilities
and connectivity infrastructure is however based on two categories – traffic due to passenger footfall
at the railway station and traffic due to proposed high density development at the site.

Proposed Interventions
As per the assessment by following above steps, the Consultant has suggested improvements and
upgradation by assessing the impact on infrastructure demand including the services for the station.
The Consultant suggested to maximize the commercial returns from the land & air space after
assessing the requirements.

Further, the Consultant has suggested improvements and upgradation in the form of relocation of
structures and their uses, land acquisition, diversion of services, trees to be felled or transplantation.

The proposed interventions have been suggested with the following key considerations –
i. Clean-up of the site and aggregating of site facilities which are presently spread across the
site.
ii. Station building on both North and South side of the station road to reduce congestion on
Station Road, facilitate easier pedestrian and multi modal access and to encourage
uni-directional circulation in the Site.

iii. Two-level terminal building suggested for segregation of arrival and departure with
concourse spanning across east and west station building.

Summary of existing land situation – Topography and Building Condition Assessment Survey

A team from the Consultant organized a topographical survey of the Project Site to establish the
GTS benchmark, Triangulation Network points, detail survey of the site and the surrounding areas,
and the boundaryextents.

After having studied the topographical survey of the site, a visual inspection and a general review
of the Site was conducted to establish Building condition survey. The inspection addressed
conditions of the built structures based on the existing building uses, recent construction, type of
properties and any apparent encroachments.

The findings from the surveys have been provided in the report.

Summary of Geo-technical Investigation Report


Geo-technical investigation has been conducted at the site to find about the soil condition,
recommendation of foundation type, etc. and a report has been prepared for the same as part of
the KD2 deliverable. The findings from GIR have been provided in this report.

Additional land requirement


The requirement of additional land for improvement of circulation by widening the existing roads
have also been evaluated and discussed in Land Redevelopment Report. The key highlights are
provided in this report as well.

3.1 Traffic Analysis

3.1.1 Summary

Based on the above, the most likely values are the CRIS values; hence the same has been considered for peak
hour calculation for future, based on the CAGR values following growth of passenger is assumed :

3.2 Current Site Infrastructure


The Project site is spread across ~ 66.7 Acres of land. For the purpose of Railway Station
Redevelopment, part of the land is being considered and discussed in further pages. Below is the
existing site plan with station building, residential buildings and offices marked.

3.2.1 Station Building

3.2.1.1 Station Building

Hazur Sahib Nanded railway station is located on the Secunderabad–Manmad line of Nanded railway
division of the South Central Railway Zone (SCR). The station building is G+1 structure partially. The
station building consists of GRP office, RPF Office, toilet,Booking Office, Parcel office.

3.2.1.2 Platforms

The Station currently has 4 platforms. Platform connected via 03 no.s existing FOB.

Front side of the Station is used for parking and for taxi stand and on the right and left side of station
building it caters parking for 2-wheeler and cars.

3.2.2 Ancillary Development

The site consists of various offices and structures like Mahila carriage work, trolly hut & Vyapari
room etc. Eastern part of the site also has a railway hospital.

 Most Residential Quarters are either G structures or G+1 structures.
 Most of them are not habitable while some are in good condition.
 Access road around the residential building is of asphalt and are very narrow.

3.3 Estimation of Required Site Infrastructure

3.3.1 Station

3.3.1.1 Station Area Requirement

Existing station building and FOBs are being proposed for demolition, while new concourse and
Departure blocks are proposed, on both North and South sides.
Arriving passengers would be kept segregated from departing passengers with separate passages
and Foot Over Bridges.
The area planning has been done as follows –
Concourse 9504 sq m
Main station block - South 15840 sq m
Main station Block – North 11880 sq m
Total 37224 sq m

3.3.1.2 Parking area requirement

Different types of parking are observed within station premises and around the vicinity of Junction
Railway Station, i.e., off street parking and on street parking. the Off- Street parking is seen within
the existing Railway premises compound accommodated daily around 336 Equivalent car spaces
comprising of Two wheelers, Cars & Auto rickshaws, apart from this unauthorized and haphazard On
Street parking can be noticed on almost all roads of the study area. Unauthorized parking can be
noticed within the premises. Off-street Parking is unscientifically managed. The dedicated parking

slot to a respective mode is not utilized. The existing parking management adopts null intelligent
system.

According to parking analysis the designated area for parking amounts to total of 336 Equivalent Car

As per the analysis the present parking capacity is insufficient and the same can be seen through the
vehicles parked in private site and also Auto rickshaws parked outside the gate.

3.3.2 Utilities

This Section provides the indicative demand assessment for water supply, sewerage and electricity for
the project. As several aspects of the study, including the existing supply assessment have not been
finalized, the analysis is limited to broad estimation of the Utility demand.

3.3.2.1 Water Demand

Water Demand is calculated for Portable as well as Recycled water. Piped water supplies for
communities should provide adequately for the following as applicable: Domestic needs such as
drinking, cooking, bathing, washing, gardening and individual air conditioning. Recycled water can be
used for flushing of toilets and gardening.
The main driver of Demand Assessment is Railway infrastructure
Primarily the demand is assessed based on two criteria: Population and Area. Population is estimated
based on certain benchmarks and assumptions. The design population estimation is a combination of
both residing and floating population on the site.

4.1 Development Sequencing


Detailed Relocation analysis has been done in Chapter 4 of Land redevelopment report. A brief
summary and inference of the same is being discussed below.
The relocation, improvement of existing facilities and development of new facilities will be done in a
sequential manner as explained below.
i. Operation 1- New proposed FOBs serving passenger Arrivals will be taken up. Areas earmarked
for construction of new station building would be acquired and cleared out of any existing
structures.
ii. Operation 2- Construction of new Departure building and Concourse be taken up.
iii. Operation 3- Shifting of station operations to the new Departure building and repairing/reuse
of the old station building and other structures to pave way for the integration and
development of the remaining station premises can be taken up.
iv. Operation 4- Construction of the remaining station premises is taken up. Once completed, all
the operations and offices will be put to use as designated.

Whereas sequencing/ phasing must be taken up by the concessionaire as per their feasibility and
convenience.

4.2 Relocation of Buildings and other structures

Majorly Station building and Parking areas will need to be dismantled for the purpose of
redevelopment. Apart from these, most of the structures requiring dismantling are structures with
dilapidated condition while some offices and ancillary buildings will also need relocation with utility
structures i.e., DG shed, power grid, fire buckets, dustbin sheds, pump houses will need to be
relocated. Residential quarters will also be relocated providing better living standards.

4.3 Proposed Site plan for Relocation


The relocated structures are demarcated in figure 15. The Proposed station will remodify the arrival
/ departure of the station building. Apart from the built , a big area is proposed for commercial
activities and also demarcated areas for relocation of quarters, railway offices and ancillary building.

5.1 Topographical Survey Report


The Topographical survey of the area covered, is as under:
The site survey of the works for allotment of Topographical Detail Survey for the Nanded Railway
Station
i. Carried out on the basis of the boundaries shown by the client.
ii. The entire Topographical survey was carried out with the help of latest survey equipment.
iii. Sufficient Benchmarks were provided in the area to enable the execution of further
architectural and project works.
iv. The Topographical survey was developed with a grid interval of 10m X 10m in reproducible
on ground compatible media i.e., in Auto Cad drawing using software Auto Cad and auto
plotter.
v. Topographical plan of the works for Allotment of Topographical Detail Survey True scale and
1:1000 scale.
vi. The list of Benchmarks Control points enlisted in Table '6' may be taken into consideration
during execution of the project.
vii. Drawing of the surveyed area is presented here in Annexure - 1 as attachment.

7.1 Geotechnical Survey


Type of foundation to be adopted for a particular structure depends upon the loading intensity at
the foundation level and the configuration of loading points.
According to the bearing capacity calculations for BH-1 and BH-2, raft foundation is
recommended at 4.0 m depth with 13.0 t/m2 capacity.
If desired capacities are not reached, structural designer is suggested to adopt end bearing pile
foundation at 7.5 m depth as per pile capacities given in Table 2.
