3. Introduction
The SEEMP Part III has been developed in accordance with the standards described in MARPOL
Annex VI, Chapter 4: Regulations on the Carbon Intensity of International Shipping, Regulations
26.3.1.

The purpose of the plan is to develop a ship-

required annual operational CII, an implementation plan documenting how the required annual
operational CII will be achieved over the next three years and a procedure for self-evaluation and
improvement required by Regulation 26.3.1 of MARPOL Annex VI.

SEEMP complies with Regulation 26.3.1 of MARPOL Annex VI prior to collecting any data.

Each ship of 5,000 gross tonnage and above, which falls into one or more of the categories in
regulations 2.2.5, 2.2.7, 2.2.9, 2.2.11, 2.2.14 to 2.2.16, 2.2.22 and 2.2.26 to 2.2.29 of MARPOL
Annex VI, shall have on board a Ship Operational Carbon Intensity Plan (SEEMP III) describing the

plan documenting how the required annual operational CII will be achieved over the next three
years and a procedure for self-evaluation and improvement required by Regulation 26.3.1 of
MARPOL Annex VI.

A copy of the examined Ship Operational Carbon Intensity Plan (SEEMP III) shall be provided on
board on or before 01 January 2023, and this shall be done prior to performing any calculations
under Regulation 28 of MARPOL Annex VI to ensure that the methodology and processes are in

5.1. Calculation methodology for attained CII without correction factors

For all ships to which regulation 28 of MARPOL Annex VI applies, the operational or attained annual CII
is calculated each year as below:

emitted to the total transport work (W) undertaken in a given calendar year, as follows:

reported at the end of the calendar year (or earlier) within the first three months of the next calendar
year to the administration/RO. Should there be a difference between the reported values and the
verified values (by the RO), the latter will be used for ascertaining the attained CII for the reporting
year.

Once the verification of the attained CII is completed by the RO, the standardized data reporting
format for the Data Collection System and Operational Carbon Intensity in Appendix A is used to report
to the Administration.
5.2. , for Voyage Adjustment
When the vessel encounter a situation as described under " , for Voyage Adjustment" in
Appendix C of this plan then Fuel consumed ( , ) may be deducted from the calculation of
attained CII, by applying to the same in the formula mentioned in Appendix C of this plan.
Only in such a scenario the Attained annual operational CII calculation will involve the methodology
detailed in Appendix C with relevant voyage adjustment factor.

Once the relevant correction factors were applied to calculate the attained CII and verification completed
by RO, the data will be reported to Administration in the formats prescribed under Appendix A and
Appendix B of this plan.

5.3. Methodology of Data Collection


Ship staff to exercise care during collection of data and towards the accuracy of the calculation, as the
recording is important to have the successful application of these deductions. Distance covered and fuel
consumption recorded for each event will form a part for respective Voyage adjustments and Corrections
factors of Fuel Consumption reported during the submission period.
The methodology for calculation of consumptions may be in way of Bunker Fuel Oil Tank Soundings used as
Primary Method or Flow meter readings as Secondary Method. This will be decided as applicable to the
vessel and operations. The distance calculations are as per the standard calculations followed onboard
during voyages.
All data collected will be recorded in Relevant Log book and in Shipsure 2.0 or any equivalent system
installed onboard.
The collected data are being recorded in the format as per Appendix A and Appendix B and submitted to
Administration together with the evidence of Log Book Entries.

1. Voyage Adjustment
During the events, full or in part, as mentioned in section 5.2 of this plan, the distance covered, and fuel
consumption recorded will form a part for Voyage adjustments.
Vessel has to collect and report full data related to Time of Start, Time of End of the event along with the
Total Fuel consumed by all consumers onboard and the Total Distance covered during the event. All data to
be recorded in relevant Log book and to be reported in Shipsure 2.0 or any equivalent system installed
onboard. The reporting to be having sufficient comments about the events.
The consumptions may be collected in way of Bunker Fuel Oil Tank Soundings or Flow meter readings as
applicable.
Any instructions or communications justifying the initiation of the event, if available, as applicable to be
recorded.
The distance travelled over ground in NM for voyage periods will be recorded in Log-book in accordance
with SOLAS regulation V/28.1 and submitted to the Administration.
6. Three-year implementation plan

Hull Resistance Optimization:


The roughness of the Hull structure will be effectively reduced by proper hull surface preparation and
coating. Proper Coating Scheme will be discussed with the Paint Manufacturer based on the trading
pattern of the vessel. By selecting the appropriate coating scheme during docking the Hull roughness shall
be maintained minimum for a longer period between dockings. Optimising the Hull Resistance on a
continuous basis through Main Engine Performance Monitoring. The increase in consumption is a measure
to assess the Hull condition.

6.5. Monitoring of Data


At Sea, vessel to record fuel consumption and Speed made good for every 24 hours period. The Data will be
recorded in respective Log book and Shipsure 2.0 application. This data will be monitored on voyage basis and
the current CII Rating of the vessel will be ascertained and compared with the Required CII rating for the
relevant year.
For vessels on short voyages the comparison to be made on monthly basis. Necessary corrective measures like
Speed adjustment or weather forecast will be shared with the vessel for minimizing the fuel consumption.

Main Engine Performance to be recorded on monthly basis under Loaded voyages. Analysis of Performance
report will provide the plotting of the load on engine on Load Diagram, which will assist in understanding the
hull condition. Consistent plotting on Heavy Propeller conditions to be planned for hull inspection and
cleaning.
