3. Introduction
The SEEMP Part III has been developed in accordance with the standards described in MARPOL
Annex VI, Chapter 4: Regulations on the Carbon Intensity of International Shipping, Regulations
26.3.1.
required annual operational CII, an implementation plan documenting how the required annual
operational CII will be achieved over the next three years and a procedure for self-evaluation and
improvement required by Regulation 26.3.1 of MARPOL Annex VI.
SEEMP complies with Regulation 26.3.1 of MARPOL Annex VI prior to collecting any data.
4. Scope
Each ship of 5,000 gross tonnage and above, which falls into one or more of the categories in
regulations 2.2.5, 2.2.7, 2.2.9, 2.2.11, 2.2.14 to 2.2.16, 2.2.22 and 2.2.26 to 2.2.29 of MARPOL
Annex VI, shall have on board a Ship Operational Carbon Intensity Plan (SEEMP III) describing the
plan documenting how the required annual operational CII will be achieved over the next three
years and a procedure for self-evaluation and improvement required by Regulation 26.3.1 of
MARPOL Annex VI.
A copy of the examined Ship Operational Carbon Intensity Plan (SEEMP III) shall be provided on
board on or before 01 January 2023, and this shall be done prior to performing any calculations
under Regulation 28 of MARPOL Annex VI to ensure that the methodology and processes are in
For a ship rated as D for three consecutive years or rated as E in accordance with regulation 28 of
MARPOL Annex VI, the SEEMP III is to include a plan of corrective actions to achieve the required
annual operational CII and reviewed in accordance with regulation 28.8 of MARPOL Annex VI.
5.
The attained annual CII of individual ships is calculated as the ratio of the total mass of CO2 (M)
emitted to the total transport work (W) undertaken in a given calendar year, as follows:
Attained CIIship = M / W
fuel oil consumed on board a ship in a given calendar year and is calculated as
= ×
Where:
- j is the fuel oil type.
- FCj
IMO DCS:
- CFj
-
In the absence of the data on actual transport work, the supply-based transport work (Ws) can be
Ws= C×Dt
Where:
-
- For bulk carriers, deadweight tonnage (DWT) should be used as Capacity.
- Dt represents the total distance travelled (in nautical miles), as reported under IMO DCS.
annual fuel consumption (in metric tonnes) and the distance travelled (NM) and these values are
reported at the end of the calendar year (or earlier) within the first three months of the next calendar
year to the administration/RO. Should there be a difference between the reported values and the
verified values (by the RO), the latter will be used for ascertaining the attained CII for the reporting
year.
Once the verification of the attained CII is completed by the RO, the standardized data reporting
format for the Data Collection System and Operational Carbon Intensity in Appendix A is used to report
to the Administration.
5.2. , for Voyage Adjustment
When the vessel encounter a situation as described under " , for Voyage Adjustment" in
Appendix C of this plan then Fuel consumed ( , ) may be deducted from the calculation of
attained CII, by applying to the same in the formula mentioned in Appendix C of this plan.
Only in such a scenario the Attained annual operational CII calculation will involve the methodology
detailed in Appendix C with relevant voyage adjustment factor.
Once the relevant correction factors were applied to calculate the attained CII and verification completed
by RO, the data will be reported to Administration in the formats prescribed under Appendix A and
Appendix B of this plan.
1. Voyage Adjustment
During the events, full or in part, as mentioned in section 5.2 of this plan, the distance covered, and fuel
consumption recorded will form a part for Voyage adjustments.
Vessel has to collect and report full data related to Time of Start, Time of End of the event along with the
Total Fuel consumed by all consumers onboard and the Total Distance covered during the event. All data to
be recorded in relevant Log book and to be reported in Shipsure 2.0 or any equivalent system installed
onboard. The reporting to be having sufficient comments about the events.
The consumptions may be collected in way of Bunker Fuel Oil Tank Soundings or Flow meter readings as
applicable.
Any instructions or communications justifying the initiation of the event, if available, as applicable to be
recorded.
The distance travelled over ground in NM for voyage periods will be recorded in Log-book in accordance
with SOLAS regulation V/28.1 and submitted to the Administration.

Use of voyage adjustments and correction factors require changes to be made to the overall attained annual operational CII
(CIISHIP) formula as follows:
{ ,+ ,+ ,+ , ))}
( )
Where:
- j is the fuel oil type.
- represents the fuel mass to CO2 mass conversion factor for fuel type , in line with those specified in the 2018
Guidelines on the method of calculation of the attained EEDI for new ships (resolution MEPC.308(73)), as may be further
amended;
- is the total mass of consumed fuel of type in the calendar year, as reported under IMO DCS, converted to grams.
- , is the mass (in grams) of fuel of type , consumed in voyage periods during the calendar year;
- ) , represents the quantity of fuel j removed for STS or shuttle tanker operation, where ,=
for shuttle tankers and , is the total quantity of fuel j used on STS voyages for STS vessels.
In case the above voyage exclusion or correction factors are applied, the ship should still report total fuel oil consumption (t)
of each type of fuel, total hours underway (h) and total distance travelled (nm) to the Administration pursuant to regulation
27 of MARPOL Annex VI.
All relevant data should be recorded in the ship's logbook. Each parameter, if used, should also be reported to the

Fuel consumed ( , ) may be deducted from the calculation of attained CII in case the ships encounter one of the
following situations:
