SUBJECT Reiteration of the Rules on Office Attendance under Administration Sector


(AS) Memorandum No. 2022-002' dated March 21, 2022, and AS
Memorandum No. 2022-002-A dated March 25, 2022

AS Memoranda Nos. 2022-002 dated March 21, 2022, and 2022-002-A requires
employees holding positions with salary grade 25 and below to record their attendance using
the Contactless Attendance Module (CAM) with the employee's facial identification and COA
Identification Card (ID) seen in full view of the camera. However, based on the random check
conducted by the Human Resource Management Office (HRMO), there are employees who
are not compliant with the requirements provided for in the afore-mentioned guidelines.

To ensure the effective enforcement and strict observance by all employees concerned
on the rules on office attendance, the following policies under the afore-mentioned AS
Memoranda are hereby reiterated:

1. Recording of office attendance of employees shall be through the CAM and/or the
use of the Logbook of Daily Record of Attendance, as follows:

C. Medical Doctors assigned in the Medical and Exempted Office Logbook


Dental Unit, Human Resource Management
Office (HRMO), holding SG 24 position

D. All other employees who are holding positions CAM Office Logbook
with SG 25 and below

In addition thereto, and pursuant to Item IV (2) (b) of COA Memorandum


No. 2019-008° dated March 8, 2019, holders of Attorney positions, and other
positions performing functions of an Attorney position assigned at the Legal
Services in the Central Office and Regional Offices, are exempted from the use of
CAM but shall register their attendance in the office logbook.

2. Time entries shall be recorded in three instances as follows:

• Time-In
• Noon-time
• Time-Out

3. Recording of time entries in the CAM shall be the sole responsibility of the
concerned employee. In no case shall an employee be allowed to do any or all
of the following acts:

• Record time entries for another employee.


• Reproduce the QR code.
• Picture/Scan the QR code and/or the COA ID with QR Code.

4. In logging in and out of the CAM, the employee is required to place the ID with
QR Code in the webcam with the employee's facial identification and COA
ID seen in full view of the camera. He/she shall make sure that his/her COA ID
with QR Code and the QR Code is clean, as provided under Item 6 of the same
memorandum.

5. The maintenance of the Logbook of Daily Record of Attendance shall be strictly


enforced in every Sector/Cluster/Office/RO/Auditing Unit for record and
validation purposes.

Consequently, all Sector Heads, Cluster/Office/Regional Directors, Supervising


Auditors and Division Chiefs are reminded of their responsibility to ensure the proper
recording and monitoring of the office attendance of employees under their supervision.

Any employee found remiss in the compliance on the use of the CAM shall be
administratively dealt with in accordance to Civil Service rules and other applicable rules.
