8811 - Technical Specifications For Truck Loaded Elevating Aerial Work Platform
1.0 GENERAL
This section shall cover the “tTruck mMounted eElevating aAerial wWork pPlatform”
where indicated on drawings (if any) and specified herein. Any conflicts between the
requirements in this specification and the codes, drawings, standards and specification
referred to herein shall be brought immediately to the attention of the Engineer for
resolution.
The Contractor shall submit through SupplierNanufacturer, the technical data sheets,
outline drawings and printed technical literature to fully elaborate offered equipment with
the submittal for review and approval of the Engineer.
If not otherwise stated in the contract, the Contractor’s scope of work shall include
design, engineering, manufacture, shop fabrication, assembly, testing and inspection at
manufacturer’s works, packing, dispatch, transportation, delivery to site, receipt, required
fabrication at site, installation, testing & commissioning completion of facilities,
performance guarantee testing, final painting at site, remedy of defect or damage during
during defect liability period and handing over to Client as per specifications and scope
defined in this documents complete with all accessories and drives, which are not
mentioned specifically but are required for the efficient and trouble free operation of the
equipment / system.
The equipment shall be complete in all respect and in assembled working condition. Its
purpose is to provide a means of access for staff to lighting poles.
The Contractor shall submit dimensional layout of equipment showing minimum and
maximum operational dimensions.
This scope of Work shall cover but not necessarily be limited to the following:-
a) Design and preparation of all relevant shop drawings, obtaining government and / or
Employer’s required approvals and / or certificates, fabrication, transportation to site,
testing / commissioning, training of Employer’s staff and maintenance (during defects
liability period) of equipment.

c) All other miscellaneous equipment and / or work required to ready for continuous,
safe and efficient operation.

[e)] All necessary operation and maintenance manuals, lists of spares and tools,
drawings, diagrams and inspection & test certificates.
The Contractor shall also be responsible for the following works and other works
mentioned in this specifications in later sections:
ii) The Contractor shall also furnish all labor, erection equipment, erection tools,
appurtenances, and materials etc. necessary to supply, placement, test and
commission the complete “Truck Mounting Elevating Aerial Work Platform System”
set all in perfect operating condition in accordance with these Specifications.
iii) Supply of consumables like first fill of lubricating oils, fuel etc. for the initial operation
of the equipment till handing over.
vi) List of recommended spare parts for (5) five years trouble free operation and
maintenance.
ix) Painting of complete equipment (including final painting before handing over to the
Client).
xi) All drawings / documents along with operation and maintenance manuals as per
requirement mentioned elsewhere in the tender document.
xii) Getting approval of design / drawings and any other design calculation related to the
equipment from the Engineer.
xiii) Carrying out any modifications / deletions / additions / alteration in design / drawings/
documents as required by the Client & the Engineer for proper execution of works at
site till completion and handing over of the project to the client.
All the facilities required for proper functioning of the system and achieving the rated
production shall be deemed to be covered in the technical specification, unless
specifically excluded from the Contractor’s scope.
All equipment & materials under this works shall be furnished in conformity with latest
editions of applicable standards and applicable Government and Local Codes governing
the same. In case of conflict, the stricter requirements shown / specified shall govern. All
equipment shall be rated and tested as per relevant standard.
Where possible, the same codes and standards shall be used throughout the particular
equipment. However, the final decision on which codes and standards shall be applied
shall remain with the Engineer. The standards and codes applicable to only a portion of
the works specified in this section are referred in the relevant clauses of this section. The
works shall generally conform to standards & codes (latest editions) listed hereunder:

Other authoritative codes and standards which ensure equal or higher quality than those
referenced above may also be acceptable subject to approval of the Engineer.
All other the major bought out items / components shall be from USA, Western Europe,
Turkey & or Japan origin will only be acceptable. Equipment manufactured in other

then tTo guarantee a high quality standard in the field of designing, fabricating and
manufacturing the said equipment; only manufacturers and supplier with a proven record
of following criteria may be considered. as an approved equivalent subject to approval of
the Engineer:-
5.1 Manufacturer:

standard products of the manufacturer’s latest design and suitable to
perform the functions intended.

5.2 Supplier:
iv) The Supplier manufacturer will carry out all required fabrication /
manufacturing atin his own facility.
Provide references of projects of similar scope that have been successfully completed
within Pakistan. References shall include project name, scope description, cost of works,
address, date of substantial completion and contact details of facility manager to verify
the manufacturer’s / supplier’s experience.
All equipment, machinery, gears, controls, exposed and un-exposed steel work shall be
thoroughly be cleaned, free from oil, grease, debris and other foreign substances
detrimental to good finishing.
Apply approved primer, intermediate / under coats and finishing coats on a properly
prepared surface in accordance with the paint manufacturer’s recommendation and in
accordance with recognized international standards.
The type and shade of paints, particularly of the finishing coat shall be subject to the
Engineer’s / EmployerClient’s approval.
Complete set of special tools shall be provided supplied by the Contractor for use with
the truck mounted elevating aerial work platform It shall include at least one set (1) of the
following:-

A. GENERAL
The truck mounted elevating aerial work platform shall support the design loads
over the entire range of operation and under the most severe combinations of
specified loading and operating conditions.
B. DESCRIPTION OF EQUIPMENT
The truck mounted elevating aerial work platform shall be complete in all
respect. Assemblies shall include rotations, supports, articulating / telescoping of
boom, work platform, drive mechanisms and controls.

rotation as specified.

G. STRUCTURAL REQUIREMENTS
The truck mounted elevating aerial work platform shall have a design life of not
less than 20 years, adequate protection against corrosion shall be provided
especially for the life of inaccessible parts.
a) Materials: Structural steel plates & shapes etc. shall conform to ASTM A
36 or approved equivalent.
Fasteners: ASTM A 307, Class 2A thread fit for bolts and Class 2B
thread fit for nuts. All fasteners shall be cadmium plated. Unless
otherwise specified, fasteners shall be locked with lock nuts / check nuts
or lock washers. Lock nuts shall be used wherever a hazardous situation
could result from failure of individual connections by loosening or
separation. When the nut is seated a minimum of three threads shall be
exposed on the bolt shank.
e) Insulation: Selected Portions shall be insulated with fire proof & elrctric
shock proof material as per manufacturer standard and code
requirement. Formed plastic insulations such as polyurethane &
polystyrene or / isocyanurate will not be permitted.

C. CABIN:
1.1 General
The Contractor shall ensure that the manufacturer continuously conducts his
own thorough inspections of all equipment during manufacturing.
The Engineer shall have the power at any time to inspect, examine and test any
part of the works, or any materials or plant intended to be used in the works,
either on the site or at any factory or workshop where such parts, materials or
plant are being constructed, manufactured or from which they are being
obtained.
The Contractor shall submit tests procedures / protocols for approval of Engineer
well in advance to the set date of pre-shipment inspection. All relevant
submittals, shop drawings and requisite technical data should be approved by
the Engineer prior to start production.
The Contractor shall give atleast 2 (two) weeks notice to the Client/Engineer for
attending such inspections/tests.
The Engineer shall inspect the works in progress as and when considered
necessary by the Engineer and the Contractor shall provide full access and
The Contractor shall be responsible for any damage of the equipment / material
during transportation to site (if applicable), storage and installation until
satisfactory handing over the works to the Client. The Contractor shall replace
any damaged equipment/materials at his own cost.
2.0 TRAINING
On completion of all works, but prior to final taking over, the Contractor shall arrange
for free training and instruction to be provided to the Client’s operation & maintenance
staff. This training shall cover all aspects of the operation and maintenance of the
equipment and shall ensure that the trainee is provided with at least the necessary
fundamentals required for the safe and efficient operation of the equipment in question.
The instructor(s) must be competent and experienced personnel, well acquainted with
the task of lecturing. The schedule of offered training high lighting the details of syllabus
indicating number of hours for training and field instruction subject to be taught and
number of Client’s personnel to be trained shall be enclosed with submittal.
The Contractor shall submit two copies of written guarantee, endorsed in the name of
Client, that the material and workmanship of the equipment supplied & installed is
according to recognized international standards and conform to all contractual
requirements of this specification that he will make good without extra cost any defects
not due to ordinary wear and tear or improper use, which may develop until the issuance
of Defect Liability Certificate.
However, during the last month of the Defect Liability Period, the Contractor shall
demonstrate to the Engineer that all equipment and accessories are operating as per
required specifications.
In case if equipment remains out of order for more than 10 days or more or as mentioned
in particular conditions of Contract, Defect Liability Period will be extended accordingly.
11.0 WARRANTY
Contractor / Supplier manufacturer must consider the cost of after sales service, trouble
shooting and parts replacement in their Bid, without any extra cost to Employer / Client.
11.1 General
c) Supply of all accessories, miscellaneous tools, Spare Parts etc., required for
proper operation of the Truck Mounted Elevating Aerial Work Platform by the
Supplier / manufacturer.
11.2 Measurement
Measurement shall be made for the total number of completed unit(s) as given in
Bill of Quantities acceptably supplied by the Contractor at site.
11.3 Payment
Payment shall be made at the Contract rate entered in the Bill of Quantities for
the items accepted by the Engineer.
