SECTION 8811

MULTIPURPOSE TRUCK MOUNTED ELEVATING AERIAL WORK PLATFORM

1.0 GENERAL

This section shall cover the “tTruck mMounted eElevating aAerial wWork pPlatform”
where indicated on drawings (if any) and specified herein. Any conflicts between the
requirements in this specification and the codes, drawings, standards and specification
referred to herein shall be brought immediately to the attention of the Engineer for
resolution.

The Contractor shall engage a specialized Sub-Contractor / Authorized Distributor local


manufacturer of the equipment herein after called ‘Supplier’ Manufacturer’ which shall
carry out all supply / delivery and testing / commissioning of the equipment including
training of EmployerClient’s staff for operation and routine maintenance.

The Contractor shall submit through SupplierNanufacturer, the technical data sheets,
outline drawings and printed technical literature to fully elaborate offered equipment with
the submittal for review and approval of the Engineer.

2.0 SCOPE OF WORK

The scope of work consists of supply / delivery, testing / commissioning and


maintenance (during defect liability period).

If not otherwise stated in the contract, the Contractor’s scope of work shall include
design, engineering, manufacture, shop fabrication, assembly, testing and inspection at
manufacturer’s works, packing, dispatch, transportation, delivery to site, receipt, required
fabrication at site, installation, testing & commissioning completion of facilities,
performance guarantee testing, final painting at site, remedy of defect or damage during
during defect liability period and handing over to Client as per specifications and scope
defined in this documents complete with all accessories and drives, which are not
mentioned specifically but are required for the efficient and trouble free operation of the
equipment / system.

The equipment shall be complete in all respect and in assembled working condition. Its
purpose is to provide a means of access for staff to lighting poles.

The Contractor shall submit dimensional layout of equipment showing minimum and
maximum operational dimensions.

This scope of Work shall cover but not necessarily be limited to the following:-

a) Design and preparation of all relevant shop drawings, obtaining government and / or
Employer’s required approvals and / or certificates, fabrication, transportation to site,
testing / commissioning, training of Employer’s staff and maintenance (during defects
liability period) of equipment.
b)
c) All other miscellaneous equipment and / or work required to ready for continuous,
safe and efficient operation.
d)
[e)] All necessary operation and maintenance manuals, lists of spares and tools,
drawings, diagrams and inspection & test certificates.

The Contractor shall also be responsible for the following works and other works
mentioned in this specifications in later sections:

i) Complete package of “Truck Mounting Elevating Aerial Work Platform” including but
not limited to vehicle, telescopic boom assembly, boom rotational system, boom
hydraulic lifting / elevating system, working platform assembly as per the details
given in the specifications.

ii) The Contractor shall also furnish all labor, erection equipment, erection tools,
appurtenances, and materials etc. necessary to supply, placement, test and
commission the complete “Truck Mounting Elevating Aerial Work Platform System”
set all in perfect operating condition in accordance with these Specifications.

iii) Supply of consumables like first fill of lubricating oils, fuel etc. for the initial operation
of the equipment till handing over.

iv) Commissioning spares and start-up spare parts.

v) Supply of special tools & tackles, if any required.

vi) List of recommended spare parts for (5) five years trouble free operation and
maintenance.

vii) Electronic control system including measuring instruments, indicating devices,


diagnostic system

viii) Electric cabling for the system

ix) Painting of complete equipment (including final painting before handing over to the
Client).

x) Installation, testing & commissioning at site.

xi) All drawings / documents along with operation and maintenance manuals as per
requirement mentioned elsewhere in the tender document.

xii) Getting approval of design / drawings and any other design calculation related to the
equipment from the Engineer.

xiii) Carrying out any modifications / deletions / additions / alteration in design / drawings/
documents as required by the Client & the Engineer for proper execution of works at
site till completion and handing over of the project to the client.

All the facilities required for proper functioning of the system and achieving the rated
production shall be deemed to be covered in the technical specification, unless
specifically excluded from the Contractor’s scope.

3.0 APPLICABLE STANDARDS

All equipment & materials under this works shall be furnished in conformity with latest
editions of applicable standards and applicable Government and Local Codes governing
the same. In case of conflict, the stricter requirements shown / specified shall govern. All
equipment shall be rated and tested as per relevant standard.

Where possible, the same codes and standards shall be used throughout the particular
equipment. However, the final decision on which codes and standards shall be applied
shall remain with the Engineer. The standards and codes applicable to only a portion of
the works specified in this section are referred in the relevant clauses of this section. The
works shall generally conform to standards & codes (latest editions) listed hereunder:

4.0 ORIGIN OF SUPPLY

Origin of equipment shall be Pakistan and manufactured by the specialized manufacturer


that shall fulfill the criteria as mentioned in Clause 5.0 below. However, manufacturer
shall arrange / adopt following sourcing policy for his supplies:

Truck engine & its chassis shall be of following brand:-


a) Hino
b) Isuzu
c) Mitsubishi – FUSO
d) or Approved Equivalent

All other the major bought out items / components shall be from USA, Western Europe,
Turkey & or Japan origin will only be acceptable. Equipment manufactured in other

countries under license of USA, Western Europe, Turkey & or Japan based companies
and carrying the Brand Name of Original Company shall also be acceptable, if
guaranteed by the original company based in USA, Western Europe, Turkey & or Japan.
All major components shall be manufactured in the manufacturer's own manufacturing
facility.

It is to be noted that any item(s) / component(s) / equipment except above mentioned


origin shall only be allowed subject to approval of the Engineer.

5.0 QUALITY ASSURANCE AND QUALIFICATION

If the equipment is supplied other than recommended origin as per clause 4.0 above,
then tTo guarantee a high quality standard in the field of designing, fabricating and
manufacturing the said equipment; only manufacturers and supplier with a proven record
of following criteria may be considered. as an approved equivalent subject to approval of
the Engineer:-

5.1 Manufacturer:

i) Equipment of USA, Western Europe & Japan origin will only be


acceptable. Equipment manufactured in other countries under license of
USA, Western Europe & Japan based companies and carrying the
Brand Name of Original Company shall also be acceptable, if
guaranteed by the original company based in USA, Western Europe &
Japan.
ii) Local manufacturer shall arrange / adopt sourcing policy for their supplies in
such a manner that all major bought out items / components shall be from
USA, Europe, Turkey or Japan origin. Equipment manufactured in other
countries under license of USA, Europe, Turkey or Japan based companies
and carrying the Brand Name of Original Company shall also be acceptable,
if guaranteed by the original company based in USA, Europe, Turkey or
Japan.

It is to be noted that any item(s) / component(s) / equipment except


above mentioned origin shall only be allowed subject to approval of the
Engineer.

iii) The manufacturer should posses BS EN 280 certification from


international certifying body.

iv) The manufacturer should have ISO Certification, PEC Registration


Certificate in the relevant category and NTN Certificate.

v) The manufacturer of the equipment shall have a minimum of 2010


years’ experience in the field of designing and manufactureing of similar
type of equipment.

vi) The manufacturer shall be regularly engaged in the manufactureing of


“tTruck mMounted eElevating aAerial wWork pPlatform whose and their
products have been in satisfactory use in similar service for not less than
(1005) years.

vii) At least 525 nos. of same units as of offered units should be in


successful operation for minimum (034) years in Pakistan.

viii) All components, devices, items and equipment shall be brand new,
standard products of the manufacturer’s latest design and suitable to
perform the functions intended.

5.2 Supplier:

i) The supplier should have ISO Certification, PEC Registration Certificate


in the relevant category and NTN Certificate.
ii)
iii) The supplier shall be regularly engaged and qualified with at least 5
years’ experience in manufacturing and service of similar equipment.

iv) The Supplier manufacturer will carry out all required fabrication /
manufacturing atin his own facility.

Provide references of projects of similar scope that have been successfully completed
within Pakistan. References shall include project name, scope description, cost of works,
address, date of substantial completion and contact details of facility manager to verify
the manufacturer’s / supplier’s experience.

6.0 PAINTING, COATING & FINISHES

All equipment, machinery, gears, controls, exposed and un-exposed steel work shall be
thoroughly be cleaned, free from oil, grease, debris and other foreign substances
detrimental to good finishing.

Apply approved primer, intermediate / under coats and finishing coats on a properly
prepared surface in accordance with the paint manufacturer’s recommendation and in
accordance with recognized international standards.

The type and shade of paints, particularly of the finishing coat shall be subject to the
Engineer’s / EmployerClient’s approval.

Enamel shall be applied according to the manufacturer’s recommendation. Stainless


steel shall be No.4 finish or equivalent, unless specified otherwise in the specification. If
field touchup of abraded and damaged surfaces becomes necessary, the same type of
paint used in the factory, shall be employed.

7.0 TECHNICAL DEFINITIONS

Complete set of special tools shall be provided supplied by the Contractor for use with
the truck mounted elevating aerial work platform It shall include at least one set (1) of the
following:-

The Contractor shall also submit list of special tools required for maintenance and
overhaul of the equipment.

9.0 PRODUCT DESCRIPTION

A. GENERAL

The truck mounted elevating aerial work platform shall be provided a


comfortable, safe, unobstructed and direct accessed to work platform. It shall be
weather proof & electrical shock proof. Sealing shall be provided against
infiltration of windblown sand, dust and rain. Exterior finishes and equipment
shall be suitable for operation in an industrial environment.

The truck mounted elevating aerial work platform shall be capable of


articulating / telescoping, rotating about the vertical axis and elevating / lowering
the of work platform, with independent rotation, necessary to serve various
locations / positions.

The truck mounted elevating aerial work platform shall support the design loads
over the entire range of operation and under the most severe combinations of
specified loading and operating conditions.

B. DESCRIPTION OF EQUIPMENT

The truck mounted elevating aerial work platform shall be complete in all
respect. Assemblies shall include rotations, supports, articulating / telescoping of
boom, work platform, drive mechanisms and controls.

a) Stabilizers / Outriggers: Every Stabilizer shall be designed to carry the


dead load, specified wind load, live loading and operational loads.

b) Base plates of rotation point (Turn Table) shall properly be fastened.

c) Boom shall rotate on the rotation point (Turn Table) and shall allow the
rotation as specified.

C. DRIVE ASSEMBLIES

D. CONTROL CONSOLES

a) Location; Control Consoles shall be located at work platform or at truck /


vehicle. Console location shall provide good visibility for operator during
operation and shall not be obstructed.

b) Controls; Control Consoles shall includes at least the following controls:

- A keyed switch shall be provided with AUTO, OFF, or ON position. The
key shall unlock the switch prior to selecting AUTO or ON and may be
removed only if the switch is in OFF or AUTO position. Circuiting shall
be arranged to activate the positioning when the control station keyed
switch is turned to AUTO position.

- Single joy-stick control for retracting or extending the articulating /


telescoping of boom, and for moving or swinging the of work platform
simultaneously with either retracting or extending motions.

- Control for elevating or lowering the work platform.

- Controls for rotating the Turn Table.

- Spring loaded key switch for By-Pass function.

- Mushroom Type Emergency stop button with accidental push protection


to cut power and stop the operations.

G. STRUCTURAL REQUIREMENTS

The truck mounted elevating aerial work platform shall have a design life of not
less than 20 years, adequate protection against corrosion shall be provided
especially for the life of inaccessible parts.

a) Thermal Load: All structures and components shall be designed for


loads produced by a 45oC increase or decrease of temperature at 5oC.

b) Corrosion Protection: A high degree of corrosion protection shall be


provided to ensure the designed service life under the ambient
conditions prevailing at project site e.g.

- Working in the open air under industrial atmosphere.

- Extreme temperature / humidity conditions.

- Sand and dust storms

- Exposure to extreme sunlight

The measures provided for corrosion protection shall be submitted with


the bid by the suppliermanufacturer.

c) Ambient Conditions: The truck mounted elevating aerial work platform


shall operate satisfactorily under ambient temperature of +50 oC & 85%
relative humidity. All components and materials shall, individually and
collectively, be designed and / or selected for long service life under
such climatic conditions.

H. Fabrication and Finishes

a) Materials: Structural steel plates & shapes etc. shall conform to ASTM A
36 or approved equivalent.

Fasteners: ASTM A 307, Class 2A thread fit for bolts and Class 2B
thread fit for nuts. All fasteners shall be cadmium plated. Unless
otherwise specified, fasteners shall be locked with lock nuts / check nuts
or lock washers. Lock nuts shall be used wherever a hazardous situation
could result from failure of individual connections by loosening or
separation. When the nut is seated a minimum of three threads shall be
exposed on the bolt shank.

Fasteners for Structural Applications: ASTM A 325 and ASTM A 490,


used in accordance with AISC S 348.

b) Welding: Structural welding and qualification for structural welding shall


be in accordance with the provisions of AWS D1.1 or approved
equivalent standard. Welding for equipment items shall be in
accordance with manufacturer’s standards, or AWS D1.1, whichever is
the more stringent. The welded components should be stress relieved.

c) Working Basket: Shall be of Reinforced Fiber Glass or / Reinforced


Engineered Plastic

d) Finishes and Materials:

- Interior and Exterior Painted Surface: Interior / Exterior and


bottom panels shall be prepared in accordance with SSPC
Commercial Blast Cleaning. Apply paint in accordance with paint
manufacturer’s published instructions. All paint materials shall
be the product of a single manufacturer. Colour Shades will be
selected & approved by the Engineer.

- Adhesives: As recommended by the manufacturer and


conforming to the fire rating requirements of the governing
codes shall be used.

- Surface Covering: Heavy duty industrial type carpet or non-skid


PVC of colour, pattern and material as per Engineer’s
requirement shall be provided. Contractor shall submit various
options of flooring material for truck chassis, pattern and colour
shades for consideration, selection and approval of the
Engineer.

- Safety Nosing: Provide bright yellow safety nosing at leading
edges. Use moulded or / extruted plastic designed to receive
floor finish, or other type as approved by the Engineer.

e) Insulation: Selected Portions shall be insulated with fire proof & elrctric
shock proof material as per manufacturer standard and code
requirement. Formed plastic insulations such as polyurethane &
polystyrene or / isocyanurate will not be permitted.

I. Electrical Safety & Fire Resistance

a) Fire Resistance: Use Fire Resistance Material which shall conform to


American Fire Protection Agency (NFPA).

Non-combustible materials shall be used for the structure.

The support structure shall be designed to eliminate failure during the 5


minutes of severe fire exposure.

Any hydraulic fluid shall be non-inflammable. The acceptance of other


fluids will depend on the quantity used and on the location of the main
reservoir and other hydraulic components. The Bidder is requested to
give details of the fire characteristics and the total quantity, of any fluid
used.

b) Maintenance: The truck mounted elevating aerial work platform and


associated equipment shall be designed for simple maintenance suitable
for inclusion in a maintenance scheme.

All points requiring lubrication shall be readily accessible and so


constructed to prevent any lubricant leakage which could contaminate
the exterior / interior of the surface.

All electrical, mechanical and hydraulic equipment which requires


regular maintenance shall be accessible either within or from to avoid
the need for special platforms or scaffolding.

c) Emergency: The truck mounted elevating aerial work platform must be


capable of being disconnected from elevated position manually in the
event of a component failure and towed away.

Easily accessible means for manually releasing the brakes or hydraulic


locks shall be provided and shall not require special equipment.

Relief valves shall be provided to ensure that any hydraulic system if


used is not “self-destructive” when any manually operated shut-off valve
is in advertently left in the closed position.

d) Safety: Safety to maintenance staff, other personnel and equipment


shall be given prime consideration throughout.

- All equipments shall be designed to be fail-safe.


- Vertical, horizontal & turning motions shall be equipped with
spring actuated brakes which shall be applied during
malfunctioning or shut-off.
- Automatic pre-limit switches shall be provided at the extremes of
rotational movement to reduce the swiveling speed.

e) Physical Stops: Positive mechanical stops shall be provided to positively
prevent dangerous over-travel where any component might become
disengaged from its position of various components.

- The components which shall be equipped with rubber bumper


physical stops to prevent over travel at the end positions during
extension or retraction.

- The basket / cabin shall be equipped with physical stops to


prevent excess rotation.

f) Electric Limit Switches: Electrical limit switches shall be provided in


addition to the physical stops to restrict over travel under normal
operating conditions.

The truck mounted elevating aerial work platform movements such as


rotation, elevating, lowering, extension and retraction operation shall be
protected from over-travel by limit switches. These limit switches shall
actuate ahead of all physical stops to prevent any mishap.

Telescopic boom shall be interlocked with the outriggers in such a way


that boom shall not operate if outriggers are not in their extended limits
(horizontal & vertical)

1.0 INSPECTION AND CONTROL

1.1 General

The Contractor shall ensure that the manufacturer continuously conducts his
own thorough inspections of all equipment during manufacturing.

The Engineer shall have the power at any time to inspect, examine and test any
part of the works, or any materials or plant intended to be used in the works,
either on the site or at any factory or workshop where such parts, materials or
plant are being constructed, manufactured or from which they are being
obtained.

1.2 Pre-shipment Inspection

Equipment to be supplied under this Contract shall be subject to inspection and


testing by one representative of Client and one representative of Engineer at its
point of original manufacture or final shop assembly before its packing &
dispatch to site. The Contractor shall make necessary arrangements and provide
all the facilities required for the representatives of Client / Engineer for
conducting such inspection, at Contractor’s cost. The cost of travel of Client’s
and Engineer’s representatives shall be the responsibility of the Contractor.

The Contractor shall submit tests procedures / protocols for approval of Engineer
well in advance to the set date of pre-shipment inspection. All relevant
submittals, shop drawings and requisite technical data should be approved by
the Engineer prior to start production.

The Contractor shall give atleast 2 (two) weeks notice to the Client/Engineer for
attending such inspections/tests.

1.3 Inspection at Site Works

All equipment/materials supplied by the Contractor shall be inspected by the


Engineer after delivery of the same at site to assess any damage or short of
quantities and any other requirements of the specifications. The Engineer will
issue an inspection certificate if the supplied items of equipment and material are
found to be satisfactory.

The Engineer shall inspect the works in progress as and when considered
necessary by the Engineer and the Contractor shall provide full access and

assistance to the Engineer for carrying out inspection to verify the conformity of
works as shown on Drawings and as specified in relevant specification section.
Such inspection if made shall not relieve the Contractor from any obligations
under the Contract.

1.4 Damages, During Transportation, Storage & Installation

The Contractor shall be responsible for any damage of the equipment / material
during transportation to site (if applicable), storage and installation until
satisfactory handing over the works to the Client. The Contractor shall replace
any damaged equipment/materials at his own cost.

2.0 TRAINING

On completion of all works, but prior to final taking over, the Contractor shall arrange
for free training and instruction to be provided to the Client’s operation & maintenance
staff. This training shall cover all aspects of the operation and maintenance of the
equipment and shall ensure that the trainee is provided with at least the necessary
fundamentals required for the safe and efficient operation of the equipment in question.
The instructor(s) must be competent and experienced personnel, well acquainted with
the task of lecturing. The schedule of offered training high lighting the details of syllabus
indicating number of hours for training and field instruction subject to be taught and
number of Client’s personnel to be trained shall be enclosed with submittal.

3.0 FITNESS CERTIFICATE

The Contractor shall submit two copies of written guarantee, endorsed in the name of
Client, that the material and workmanship of the equipment supplied & installed is
according to recognized international standards and conform to all contractual
requirements of this specification that he will make good without extra cost any defects
not due to ordinary wear and tear or improper use, which may develop until the issuance
of Defect Liability Certificate.

However, during the last month of the Defect Liability Period, the Contractor shall
demonstrate to the Engineer that all equipment and accessories are operating as per
required specifications.

In case if equipment remains out of order for more than 10 days or more or as mentioned
in particular conditions of Contract, Defect Liability Period will be extended accordingly.

11.0 WARRANTY

The Contractor / Supplier manufacturer shall provide warranty of equipment as per


mentioned in Section - 9000. Complete equipment including machines, controls and
other components shall have minimum one (01) year replacement warranty from the
date of issuance of Taking-over Certificate.

Contractor / Supplier manufacturer must consider the cost of after sales service, trouble
shooting and parts replacement in their Bid, without any extra cost to Employer / Client.

12.0 MEASUREMENT AND PAYMENT

11.1 General

Except otherwise specified herein or elsewhere in the Contract Document, no


separate measurement and payment will be made for the under mentioned
works related to the relevant item of the Bill of Quantities. The cost thereof shall

be deemed to have been included in the quoted unit rates of the respective
items of the Bill of Quantities.

a) Designing of equipment and submission of manufacturer's data,


specification, diagram and drawings, installation, operation and maintenance
manuals etc.

b) Painting and finishes of equipment.

c) Supply of all accessories, miscellaneous tools, Spare Parts etc., required for
proper operation of the Truck Mounted Elevating Aerial Work Platform by the
Supplier / manufacturer.

d) Handling and proper storage of equipment prior to installation.

e) Supply of tools and special tools.

f) Pre-shipment inspection as mentioned in clause 5.0 of section 9000 [where


applicable] of complete equipment at its point of original fabricator /
manufacturer before its packing & dispatch to site.

g) Testing and commissioning of Truck Mounted Elevating Aerial Work


Platform including testing of tools / instruments and completion of
documentation.

h) Training of Employer’s Client’s personnel for operation and maintenance.

i) Maintenance of the equipmentRemedy of defects or damange during defect


liability period including supply of necessary spares / other material and
maintenance personnel needed to keep it in perfect operating condition.

11.2 Measurement

Measurement shall be made for the total number of completed unit(s) as given in
Bill of Quantities acceptably supplied by the Contractor at site.

11.3 Payment

Payment shall be made at the Contract rate entered in the Bill of Quantities for
the items accepted by the Engineer.
