All Accredited Dealers, Importers, Rebuilder Concerned Vehicle Owners DATE 9 22 May 2023 7 Se ee SUBJECT = USE OF IMPROVISED/TEMPORARY MOTOR VEHICLE PLATES Consistent with Section 17 of Republic Act No. 4136 and to ensure that all motor vehicles plying the roads has identification while procurement/production of license plate numbers is ongoing, the following rules are hereby promulgated to govern the use of improvised/temporary plates. |. IMPROVISED PLATES - For this purpose, improvised plates shall refer to plates which may be made by the vehicle owner while awaiting for the replacement of their lost or mutilated plate number. The concerned LTO District/Extension Office which processed the duplicate plate request, upon submission of the owner of the necessary requirements, shall issue the corresponding authority/permit to use improvised plate and shall be valid until the actual plate is available. The improvised plate shall contain the assigned plate number of the vehicle and with the words “Improvised Plate” below it. This shall likewise be applicable for vehicles which were changed to vintage vehicle sub-classification and the words Vintage Vehicle and model year shall be included in the improvised plate. I TEMPORARY PLATES - refers to plates which shall be issued by dealerships to vehicle owners pending the issuance of the actual physical plate number of a newly registered vehicle. It may also be made by owners of motorTo serve as guide, please refer to the table below vehicles/motorcycles, without assigned plate number, which were registered prior to this Order. Moreover, owners of newly registered vintage vehicles are likewise allowed to use temporary plates pending the issuance of the actual physical plate number. ‘The content of the temporary plates shall be the assigned plate number of the newly registered vehicle. In the absence thereof, the Conduction Sticker number (for motor vehicles) or MV File Number (for motorcycles, trailers and motor vehicles without Conduction Sticker) shall be used. For those with assigned plate number, words “Temporary Plate” shall be indicated below the plate. In addition, for vintage vehicles, the words “Vintage Vehicle” and model year must likewise be reflected, For Battery EVs (BEVs) and Hybrid-EVs (HEVs), the words “Electric” and “Hybrid” must be respectively shown in the temporary plate. Corresponding document authorizing the use of temporary plates shall no longer be necessary.
