Republic of the Philippines Province of Palawan Municipality of Kalayaan OFFICE OF THE MUNICIPAL MAYOR EXECUTIVE ORDER NO. 42 Series of 2020 AN ORDER REORGANIZING THE MUNICIPAL HEALTH BOARD IN THE MUNICIPALITY OF KALAYAAN, PALAWAN WHEREAS, R.A. 7190 or the Local Government Code of 1991 provides for the establishment of a local health board in every province, city, or municipality, its creation and composition. WHEREAS, the Municipal Health Board in the Municipality of Kalayaan, Palawan shall service as advisory body on health matters of the locality and its people; WHEREAS, the Local Chief Executive prompts for the reorganization of the composition of the Municipal Health Board for the Municipality of Kalayaan, Palawan to immediately respond to the current trends on health issues; NOW, THEREFORE, I, ROBERTO M. DEL MUNDO, Municipal Mayor of Kalayaan, Palawan, by virtue of the powers vested upon me by law, do hereby order: SECTION 1. Reorganization. The Municipal Health Board is hereby reorganized and shall be composed of the following: Chairperson : HON. ROBERTO M. DEL MUNDO Municipal Mayor Vice Chairperson MS. SHIRLEY D. Duties and Functions. The Municipal Health Board shall perform the following duties and functions: a. Propose to the Sangguniang Bayan, in accordance with standards and criteria set by the Department of Health, annual budgetary allocations for the operation and maintenance of health facilities and services within the municipality; b. Serve as an advisory committee to the Sangguniang Bayan for, and application of local appropriations for health purposes; andc. Consistent with the technical and administrative standards of the Department of Health, create committees which shall advise local health agencies on matters such as but not limited to, personnel selection and promotion, bids and awards, grievance and complaints, personnel discipline, budget review, operations review and similar functions. SECTION 3. Meetings and Quorum. 1. The board shall meet at least once a month or as often as may be necessary. 2. A majority of the members of the board shall constitute a quorum but the chairman or the vice chairman must be present during meetings where budgetary proposals are being prepared or considered. The affirmation vote of a majority of the members shall be necessary to approve such proposals. SECTION 4, Compensation and Remuneration. The chairman, vice chairman, and members of the municipal health board shall perform their duties as such without compensation or remuneration. Members thereof who are not government officials or employees shall be entitled to necessary travelling expenses and allowance chargeable against the funds of the local health board subject to existing accounting and auditing rules and regulations. SECTION 5. Direct Supervision and Control of DOH over local health operations. In case of epidemics, pestilence and other widespread public health dangers, the Secretary of Health may, upon the direction of the President and in consultation with the local government, temporarily assume direct supervision and control over health operations of the LGU for the duration of the emergency, but in no case exceeding a cumulative period of six (6) months. With the concurrence of the LGU, the period for such direct national control and supervision may be further extended. SECTION 6. Repealing Clause. All prior issuances on the composition and functions of the Local Health Board are deemed superseded by this order. SECTION 7. Effectivity. This order shall take effect immediately.
