Openings in Bihar Rural Livelihoods Project (JEEViKA)

JEEViKA - Bihar Rural Livelihoods Project, is a Government of Bihar Project assisted by the World Bank, aims to empower the rural poor by creating self managed community institutions and enhancing incomes through sustainable livelihoods. The project is striving to bring a change in the lives of about 5 lakh poor families of Bihar by promoting livelihoods through community institutions, their federations and producers groups. The project was launched on 2nd October 2007, covering 44 blocks of eight districts in Bihar. In Dec 2010, Jeevika has also extended to 11 new Blocks of Kosi region. This is a special initiative of Jeevika under Kosi Emergency Flood Recovery Project. Now, altogether, Jeevika is being implemented in 55 blocks of 9 districts. The Project is being implemented by an independent society; Bihar Rural Livelihoods Promotion Society (BRLPS) created under the Department of Finance, Govt of Bihar. It has a three tier implementation structure at the State, District and Block/Field Level. Vacancy at State Project Management Unit


1. PROJECT MANAGER CAPACITY BUILDING: UR (1 Position) - As part of the Institution Building & Capacity Building team at state level, you would be responsible for rolling out the capacity building strategies/interventions across the state. You would work closely with the District Unit and Training Cell for nurturing community institutions and community cadre in the Project. You would guide District/Block units to strengthen institutions especially Block federations, producer federations/companies and make them sustainable institutions. You would also nurture and roll out appropriate policy for community cadre like Community Mobilisers, Community Resource Persons etc. You should have experience of building capacities of multi tier community institutions essentially with SHG federations/producer companies, preferably in livelihoods and Microfinance sector. We are looking for a person with a Post Graduate Degree or PG Diploma in Rural Development/Management/Business Administration/Social Work from a premier institute. You should have at least 4 years of relevant work experience. The gross monthly remuneration is Rs. 29,100 to Rs. 40,900. PROJECT MANAGER STAFF LEARNING & PERFORMANCE MANAGEMENT : UR (1 Position) - As a part of HRD team at State Level, You would be responsible for rolling out performance management system and establishing/streamlining the staff learning systems in the project. You would plan as well as execute training/exposure/interactive learning events as per the need of the Project. You would also be responsible for counseling and improving understanding of HRD process among project staff, managing performance evaluation and motivational reward system for the staff, smoothening grievance Redressal process for the project staff and document as well as disseminate HR learning process within organisation. We are looking for a person with a Post Graduate Degree or PG Diploma in HRD/ Management / Social Work/ Rural Development from a premier institute with minimum 4 years of relevant experience of working with HR team in development project/large institutional set up/reputed company. PROJECT MANAGER MONITORING & EVALUATION: UR (1 Position) - As part of M & E team at State level, you will be responsible for executing regular monitoring and evaluation of Project Progress across the state, facilitating reviews at and documentation work. Specifically your key responsibility will be to look after the online Management Information System of the Project and streamlining information flow through periodic analysis of data based on project health indicators and documenting the same. You will also be responsible for anchoring studies, process monitoring and periodic evaluation at district level and circulation of the learning of the project in both downward and upward to all concerned and documenting identified best practices of the project. You should have relevant experience in documentation, reporting, data analysis and monitoring activities in developmental programmes/project. Working knowledge of data management software will be desirable. We are looking for a person with a Post Graduate Degree or PG Diploma in Management/ Social Work/ Rural Development from a premier institute with at least 4 years of relevant experience of working with Monitoring and evaluation team in a development Project/large institutional set up/reputed company. PROJECT MANAGER - MARKETING AND INNOVATION: UR (1 Position) - As part of the Livelihoods team at state level, you would take up challenge of developing value chains for identified products/ commodities, and ensure sustainable linkages with local markets. You would also build partnerships with private players towards maximizing benefits for the project beneficiaries. Your work experience should include marketing of farm/ off farm products, commodity trading/ marketing. Experience of working directly with producer organizations would be preferred. We are looking for a person with a Post Graduate Degree or PG Diploma in Rural Development / Management / Business Management / Business Administration / Social Work from a premier institute with at least 4 years of relevant work experience. The gross monthly remuneration is Rs. 29,100 to Rs. 40,900. PROJECT MANAGER COMMUNICATION: UR (1 Position) - As part of the Communication team at state level, you would be primarily responsible for rolling out the communication strategies across the Project. You would closely work with the district and block teams to ensure that all staff shares the same vision of the Project. You would also provide close guidance to assist capacity building teams with design inputs. You should have excellent communication skill (both oral and writing). We are looking for a person with a Post Graduate Degree or PG Diploma in Mass Communication/ Management/ Social Work/ Rural Development from a premier institute, with at least 4 years of relevant work experience. The gross monthly remuneration is Rs. 29,100 to Rs. 40,900. Data Administrator: UR (1 Position) - You should have worked with data Management programmes and desk top publishing software in development project. You should be able to manage field based data exclusively designed web based MIS for the Project and prepare the periodic reports. You will also be responsible for all trouble shooting required at field units for managing project data. You should also have proficiency of key strokes both in Hindi and English @ 10-12000/hr. You should be a graduate in computer application with minimum 2 years of relevant experience. The Gross monthly remuneration is Rs. 14,500 to Rs. 21,500. Project Associate: SC (1 Position) - PG degree in any discipline with at least 1 year of relevant experience or Graduation in any discipline with at least 3 years of relevant experience or Fresh PG in Rural Management/Rural Development/MSW/Graduate in Agriculture and Allied. PG degree/Bachelor degree holder should have experience of working in development project or government development programme in the areas of documentation, communication, reporting, data entry, file management, facilitating event organization and business dealing with different agencies. You should have very good working knowledge in MS office environment. Good writing and communication skill will be essential. Typing skill in Hindi and English would be desirable. The gross monthly remuneration is Rs. 14,400 to Rs. 21,500. Accountant: UR (1 Position) - You should have worked for managing accounts, book keeping and other related job in Government/reputed institutions. Preference would be given to those who have worked in Government programme/project. Bihar Government employee may also apply on the basis of deputation. You should be a graduate in economics/commerce/CA (inter)/ ICWAI (inter) with a minimum three years of relevant experience. The Gross monthly remuneration is Rs. 12,300 to Rs. 21,500. Office Assistant: (1-EBC) - You should have worked as Office assistant with reputed private institutions, government programme/project or NGOs. You should have knowledge of keeping official records, maintaining file system and ability to draft official communication. You should also have excellent command on typing in both Hindi and English on computer and have good knowledge on internet application. You should be Graduate in any discipline with minimum 1 year of relevant experience. The Gross monthly remuneration is Rs. 13,000 to Rs. 19,100.

Vacancy at District Project Coordination Unit 1. DISTRICT PROJECT MANAGER: EBC (1 Position) - You would lead the Project at the district level, managing up to 100 staff. You will be responsible for planning, execution and monitoring of all project activities and guide the block units within the district to deliver quality results. You would also manage partnerships at district level including liaise with district administration and ensure rolling out of all organisational policies and systems across the district. As part of your work experience you should have lead a rural development programme (preferably on livelihoods/SHG promotion) at least at a district level, motivate both district as well as field teams, and collaborate with other stakeholders to achieve project goals. We are looking at persons with a PG degree/PG diploma completed in management, social work, rural development, agriculture and allied disciplines with at least 5 years relevant experience if degree/diploma is from premier institutes or at least 7 years of relevant experience in case degree/diploma is from other institutes. Work experience should include successful leading of large and multidisciplinary team as well as executing livelihoods/ SHGs/ MF programmes. The gross monthly remuneration is Rs. 28,300 to Rs. 47,300. For Government Officials under deputation - Individuals from Bihar Administrative Services with minimum 5 years of relevant experience or individuals from other government line department/banking institution with minimum 5 years of relevant experience may be eligible to apply for the position.

Training Manager: SC-1, BC-1, EBC-1 (3 positions) - As part of DPCU, you would be responsible for planning and managing all training for Block staff and community resource persons. You would design the annual training programme of the district and guide the district training cell to ensure its timely and effective execution. You will monitor and review all training and capacity building programmes organized by the district training cell. We are looking for a person with a PG degree/diploma completed in management, social work, rural development, agriculture and allied with at least 3 years relevant experience if PG degree/PG diploma is from premier institute or at least 5 years of relevant experience if PG degree/PG diploma is from any other institute. Work experience should include successfully managing training and capacity building events in livelihoods/MF/SHGs programmes. You should have sound understanding of participatory training methodology and skills of trainer. The gross monthly remuneration is Rs. 20,600 to Rs. 28,900. For Government Officials under deputation- Government Officials from line departments/ banking institutions with at least 3 years of relevant experience can apply. FINANCE MANAGER: SC (2 positions) - As part of DPCU, You would be responsible for the smooth functioning of all financial and administrative systems in Block units and the District Unit. You would also manage and monitor flow of Project funds. Another key role would be periodic financial reporting to the State unit and coordinating with internal auditors. You would also guide and train Block and district level accountants in proper book keeping & accounting. We are looking for a person with an CA/ICWAI/ MBA (finance) or CA (inter), ICWAI (inter) or PG degree in commerce, with at least 3 years of relevant experience of working on financial management, budgeting, developing financial system in Government/semi government agency, banking institutions, reputed financial firms or non government organizations. The gross monthly remuneration is Rs. 19,800 to Rs. 27,700. For Government Officials under deputation- Government officials from Bihar Finance Service with minimum 1 year of relevant experience will also be eligible for the position. Manager : 6 (5-SC, 1-ST) Monitoring & Evaluation-4, Communication-1, Social Development-1. (i) Manager-Monitoring & Evaluation: (4 positions) - As part of DPCU, you will be responsible for MIS management activities, facilitating reviews at various project level and documentation work. Specifically your key responsibility will be streamlining information flow through periodic compilation of progress, periodic analysis of data based on project health indicators and circulation of the same both downward and upward to all concerned and documenting identified best practices of the project along with anchoring studies, process monitoring and periodic evaluation at district level. You should have relevant experience in documentation, reporting, data analysis and monitoring activities in developmental programmes/project. Working knowledge of data management software will be desirable. We are looking for a person with postgraduate degree completed in any discipline with at least 2 years relevant experience or graduate degree completed in any discipline with at least 4 yrs relevant experience. Fresh MBA/PG diploma in Rural Management/MSW/MCA preferably from reputed institute may also apply for the position. The gross monthly remuneration is Rs. 19,800 to Rs. 27,700. Manager-SD: (1 position) - As part of DPCU, You will be responsible for executing all social development interventions at the district level. You would work closely with the block teams to ensure quality of these interventions and build the capacity of block teams. You would also liaise with the district administration to leverage mainstream funds for social development activities. You should have worked on social development issues with vulnerable people in reputed NGOs. We are looking for person with postgraduate degree completed in any discipline with at least 2 years relevant experience or graduate degree completed in any discipline with at least 4 yrs relevant experience in managing social development interventions preferably with SHGs. Fresh post graduate diploma or degree in social work, rural development, management, agriculture and allied from premier institutes are also eligible to apply. (iii) MANAGER COMMUNICATION: (1 position) - As part of DPCU, you will be responsible for developing as well as disseminating district specific communication materials, publicity and branding of the project at the district level, establishing community managed information systems, media relation activities, disseminating project information, support in governance and accountability issues, implementing communication strategy, helping in publication at various levels with various tools - Print, A/V Web etc and developing case studies of best practices. You should have worked in designing, developing and rolling out of developmental communication strategies, documenting case studies and have experience of establishing liaison with communication partners. You should also possess very good communication skill. We are looking for a person with postgraduate degree completed in any discipline with at least 2 years relevant experience or graduate degree completed in any discipline with at least 4 yrs relevant experience. Fresh BJMC/MJMC/PG Diploma in Mass Communication may also apply for the position. The gross monthly remuneration is Rs 19,800 to Rs. 27,700.

Training Officer: SC (2 positions) - As part of DPCU, you will be responsible for executing all training programmes and capacity building events organized by district training cell. You will act as trainer to demonstrate effective training techniques to the resource pool and closely monitor the trainings to ensure quality. You would also ensure all logistics and material support for smooth implementation of the district training plan. You would also be responsible for mentoring internal resource pool to deliver quality training. We are looking for young and vibrant persons with postgraduate degree completed in any discipline with at least 1 year relevant experience or graduate degree completed in any discipline with at least 3 yrs relevant experience in conducted training programmes using participatory training techniques to project staff as well as to the communities preferably in SHG promotion/ livelihoods. Fresh post graduate diploma or PG degree holders in social work, rural development, management, agriculture and allied from premier institutes are also eligible to apply. The gross monthly remuneration is Rs 17,400 to Rs Rs. 22,800.

Vacancy at Block Project Implementation Unit 1. Block Project Manager: SC (2 Positions) - Based at the block level, you will lead the Block level team of the Project, managing almost 20 staff working directly under you. You will plan and execute all project activities at block level. A key role would be to liaise with Govt line departments, banking institutions, civil society organizations and other external agency for project purposes. You would also nurture block level federations. You would be the overall in-charge of finance and administrative functions of the block unit. You should have managed a SHG promotion/ Livelihoods promotion programme, leading a team of field workers. Experience in SHG Bank linkage and liaison with government officials is essential. We are looking for young and vibrant person with postgraduate degree completed in any discipline with at least 2 years relevant experience or graduate degree completed in any discipline with at least 4 yrs relevant experience Fresh post graduate diploma or PG degree holders in social work, rural development, management, agriculture and allied from premier institutes are also eligible to apply. The gross monthly remuneration is Rs. 19,800 to Rs. 27,700. Chief Executive-Women Farmers Producers Company: Total position- 3 (UR) Presently, new agriculture interventions like system of rice intensification (SRI), System of wheat intensification (SWI), PVSP have been undertaken by SHGs promoted by BRLPS. The WFPC (Women Farmers Producers Company) have been formed by the SHG members to support SHG members in undertaking new agronomic practices, imparting training to members, extending technical support to SHGs, establishing coordination of SHGs with different government functionaries at different level, ensuring marketing produce etc. BRLPS is facilitating these WFPC (Women Farmers Producers Company) in setting up systems and streamlining operations. Each company requires a chief Executive for systematizing operation, expanding outreach, implementing business plan, successfully leading regular operations organising meeting of company's GB etc. We are looking for young and vibrant person who has managed a SHG promotion/ Livelihoods promotion programme and led a team of field workers. Experience in SHG Bank linkage and liaison with government officials will be essential. Individuals completed post graduate degree in any discipline with at least 2 yrs of relevant experience or graduate degree in any discipline with at least 4 years relevant experience may apply for the position. Fresh Post graduate diploma or PG degree holders in social work, rural development, management, agriculture and allied from premiere institutes will also be eligible to apply. The gross monthly remuneration is Rs. 17,300 to Rs. 22,800. Livelihoods Specialist- (For BPIU): SC-2, ST-1, BC W-1 (4 positions) As part of BPIU, you will be based at cluster level. You will be responsible for rolling out of all livelihoods interventions (agriculture, animal husbandry, jobs) with the active involvement of village organizations in conjunction with Area Coordinator, Community Coordinator and Specialized Community Cadre. You will also be responsible for developing a cadre of CRPs for scaling up of project operation and training them as well in various livelihood subjects. Another key responsibility will be to produce Village Livelihood Plans. You should have experience of working with livelihoods/SHG promotion programme run by government/reputed NGOs or agencies. You should have also worked at field level and have experience of successfully executing Livelihoods (preferably farm based) intervention, organizing community and building relationship with government/service provider agencies/NGOs. We are looking for a person with completed PG degree in any discipline with at least 2 year of relevant experience or Graduation in any discipline with at least 4 years of relevant experience. Fresh Graduate (BSc Agri)/Graduate (BVSc.)/Graduate (B Tech Dairy Sc.) may also apply for this position. The gross monthly remuneration is Rs. 11,200 to Rs. 16,100. Accountant: (Block Level) - Total positions-17 (UR-3, EBC-3, BCW-1, SC-10): You should have worked in book-keeping and accounts related jobs with reputed institutions Government programmes/ project or NGOs. Knowledge of working on computer and operating Tally or any other double entry accounting software will be essential. You will be stationed at Block level and responsible for looking after all accounts related work, preparing periodic financial reports and operationalise prudent financial norms within office. We are looking for a person who has completed graduate degree in commerce with at least 1 year relevant experience. The gross monthly remuneration is Rs. 9,500 to Rs. 16,100.

Office Assistant (Block Level)- TOTAL 16 positions (EBC-6, SC-9, BCW-1) You should have worked in extending secretarial assistance and managing communication, office record keeping, compiling of project information and maintaining records related with programmatic, administrative and HRD affairs in reputed institution/government programme/development project or NGO. Excellent knowledge of working on computer with MS office environment will be must. You should also posses good writing and typing skill in both Hindi and English. You will be stationed at Block Level. We are looking for a person who has completed graduate degree in any discipline with at least 1 year of relevant experience. The gross monthly remuneration is Rs. 7,900 to Rs. 12,000.

For all above positions Annual Performance Pay (ranging from 0-15% of annual basic pay), Group Accidental as well as Medi-claim coverage, Child Education Allowance, Communication and Self Learning Benefits will be extended to those successfully inducted in the project.
NOTE: General Terms & Conditions:

Last date for receiving application is 29 October 2011. Proficiency in computers and command on MS Office is essential for all positions. Reservation Policy of Govt. of Bihar will be applicable. Reservation benefits will only be available to the domiciled residents of Bihar. Extensive field visit will be required in case of all positions. All Positions are offered on a contract basis, renewed every year based on review of performance. Government employees, persons employed with PSUs and Bank employees are also encouraged to apply. Relevant deputation norms would be applicable for them. If shortlisted, they would undergo the same selection process as other candidates.
