RECORD MANAGEMENT
GENERAL GUIDELINES
The Record Retention Schedule of the substantive function has been duly vetted as required under
para 79 (d) of the Manual of Office Procedure with a view to ensure an appropriate period for their
disposal.
‘The schedule is prepared section-wise and Office-wise and as such, itis comprehensive denoting the
complete activity of each Section/ Office. This will as-such facilitate the recording reviewing and
weeding out of records in the sections/oflices.
To ensure that adequate notice is being taken regarding the expanding activitics of the Department,
this schedule required to be revised after 5 years to include the new items of work required under
para 6 of the Archival Policy Resolution
Every care has been taken to include all the record group in the retention schedule but in case any
record group is left out by chance, the period of the same may be determined in consultation with
the National Archives of India. Similarly, new record series which formulate from time to time may
be added in proper sequence in the Retention Schedule after consultation with the National
Archives of India, It may, therefore, be ensured that the aforesaid work is attended to properly.
The schedule is prepared on the basis of Main-Head and Sub-Head being dealt with in the
Section/ Office and similarly the period of retention is provided after considering the importance of
the record groups.
“A’,°B" and °C" in the schedule stands as the classifications of records as provided under para 81 of
the Manual of Office Procedure. !t may be cnsured that files should be "CLASSIFIED" as specified
in the schedule at the time of recording and reviewing,
Class ‘A’ and "B’ files are to be reviewed on attaining the 25th years of theie life in consultation with
the National Archives of India. The Departmental Record Officer should, therefore, ensure that
files “Classified” as “A' and ‘B' in the Retention Schedule are received in the Departmental Record
Foom and a proper liaison is maintained in respect of reviewing of such files with concerned Section
Officers and vis-a-vis the National Archives of India for transferring these records for permanent
custody as required under para 84(8) of the Manual of Office Procedure. All'C'class fitesshould be
reviewed before they are destroyed. The files which are marked as*C-10 in the Schedule may be
further reviewed in consultation with the Branch Officers concerned and may becither upgraded as
“Bor destroyed as the case may be.
The year of review of Class “C’file will be reckened with reference to the year of their closing and
that for class “A” and °B' files with reference to the year of their opening as prescribed under para
84(4) of the Manual of Office Procedure.
Index slips should invariably be prepared of the files so as to facilitate the compilation of Annual
Indexes while recording the files as required under para 82 of the Manual of Office Procedure.
Itisalso essential to de-classify the Secret/ Confidential files as per para %(d) of the Archival Policy
Resolution which states that “Classified files remaining untransferred to the National Archives of
India at the end of the stipulated period should be appraised once in five years witha view todown
grading them and down graded files fit for permanent preservation transferted to National
Archives of India. Unlike the non-classified files, the classified files if so warranted by the
Department itself might be retained for a longer period than 25 years. The period after which cach
such series of *Classilied files” can be “declassified should be determined by the concerned officers.
After de-classification, these files should be amalgamated in their respective “non-confidential”

Alll Divisions/ Sections should also try to avoid opening of files under the head “miscellancous”.
Instead, efforts should be made to open the files under some specific head. It will help in retrieving
of information quickly on particular subject.
The information pertaining to the records which are more than 25 years old may be sent to the
National Archives of India periodically.
In case of files relating to the Commissions/ Committies/ Conferences/as specific in the Retention
Schedule, the originating section should keep all records connected with the Appointment/
Constitution/ Agenda/ Minutes where as other sections may keep only these files which are
concerned with the follow up action to be taken by them for reference purposes.
Similarly, all sections/offices should ensure that 5 copies of all Printed Reports/ Proceedings!
Printed Brochers etc. should be transferred to the Departmental Library for reference purposes as
indicated in the remarks column of the Retention Schedule.
To ensure proper implementation of the Retention Schedule, adequate attention should be paid to
the various provisions as laid down under para 95 of the Manual of Office Procedure which stress
on the need of preparing Monthly Progress Reports of Recording and Reviewing of files. Needless
to point out that, while exercise of preparing the Retention Schedule will be unfruitful ifthe proper
recording is not attended to as required in the present Retention Schedule.
The proper implementation of the Retention Schedule depends on the establishment of a well
organised Departmental Record Room which is pre-requisit for record management programme of
any Department. It is, therefore, suggested that an organised record room should be set up in the
Department to attend to the various functions as specified in paras 82 and 84 of the Manual of
Office Procedure. The Record Room should also be placed under the charge of a trained
Departmental Record Officer as required under para 3 of the Archival policy Resolution.
A copy of the Study Report of the team of Officers of the National Archives of India, who
conducted the Study the observations made by them and the suggestion of the team are givenin the
subsequent paragraphs,

MODUS OPERANDI
20. With a view to determine appropriate retention period of each record groups, the study of records
was done in depth and suitable retention period has been accorded to each record series after
ascertained their Administrative, Financial, Legal, Social and Historical values. In this connection,
a large number of current) semi-curtent fites and file registers of each subordinate offices were also
examined, Discussions with concerned officers of the each section of all the subordinate offices of
Directorate General All India Radio were also held for better appreciation of various subject heads.
21, Procedure in respect of recording, classification and reviewing of records as prescribed in the
Manual of Office Procedure (Diglot Edition) were kept in view while compiling the Retention
Schedule. Besides, the officers of the team utilised their experience they have gained in the field of
compilation of Retention Schedule of records of various Ministries) Departments.0

Ik has been observed during the study that files in the subordinate offices have not been opened
under the Main Head, Sub Head as requited under Chapter IX of Manual of Office Procedure.
Most of the sections are not maintaining file registers for the files opened ina year. Onlya typed list
is kept in the sections which is contrary to the provisions made in para 70 of the Manual of Office
Procedure.
It has also been noticed that all the sections are not recording their files regularly even after the
action on the file is completed. As per para 80 of the Manual of Office Procedure a file shoutd be
recorded as soon as action on it is completed.
Semi-current files which are more than 3 years old were also found lying in the various sections of,
these subordinate offices. They are not sent regularly to Departmental Record Room and are
‘occupying costly working space in the offices.
Reference media in the form of indexes of records was also not noticed in any of these offices.
The practice of opening files under the head misc. is also prevalent in almost all the subordinate
offices of Directorate General, All India Radio, which will make retrieval of information very
difficult at a later stage
‘The team also inspected Departmental Record Rooms of these subordinate offices of Directorate
General All India Radio. It was generally observed that the record rooms are not manned by full
time staff, with the result records are not maintained property. Dust has also accumulated on the
files. In some of the offices the files were lying on the floor that too ina disorderly manner. In most
of the offices no fire fighting equipment have been noticed near the record room.

A proper filing system is pre-requisite of a sound record management. It is, therefore, advised that
subject classification, functional filing, system based on the instructions laid down in Chapter 1X of
the Central Secretariat Manual of Office Procedure may be evolved and introduced all All India
Radio Stations/ Offices.
Each section should maintain a file register of its own to have a record of files opened during a
calendar year. In this regard instructions contained in para 70 and Appendix 17 of Manual of Office
Procedure may be consulted.
All semi-current files which are more than 3 years old should be transferred to the departmental
Record Room. Para 83(i) of Manual, clearly states that, recorded files will be serially arranged in
section concerned for not more than 3 calendar years. There after they will be transferred to the
Departmental Record Room,

()_ The General Financial Rules contain instructions regarding accounts records common to all
Government Offices vide Appendix 13 of GFRs. 1963. Appendix V-A of the Cabinet
Secretariat Manual of Office Procedure atso contains similar instructions regarding records
prescribed in that Manual.
(2) The period of preservation indicated in the Annexures should be reckoned from the last date
of the latest official year covered by the record.
Note: The preservation petiod of a contract isto be reckoned from the last date of the afficial year in which itis marked for
estruction i... the preservation period is tobe counted from the last date ofthe year in which it becomes known that no
action isto be taken in connection with the contract in question. Incase a copy of recording has been supplied to the
EU orto other Stations of AIR, then the éesttuction ofthe contract should be under intimation to them, The contracts
pertaining to recordings in the National Archives should, however, be preserved.

the Accountant General concerned, even if they had been already preserved for the prescribed

(5) _ In January of every year the record-keeper will send to the Sections concerned the files marked
for destruction in that year. These will be examined by the Section Officers. Files which appear
still to be of use will be kept for a further period. The remaining files will be separated from the
file bundles and after being marked for destruction in the File Register shall be sent to the
Records Room for destruction, Full details of all records destroyed from time to time should
be kept in each Section.

37. Destruction of Old records
When a file is recorded, it should be stamped with a rubber stamp of the following description:
“To be destroyed in *
‘and the year up to which it is to be preserved in accordance with the orders in this regard should be
entered therein under the initials of a responsible officer. Files which are of a purely ephemeral
nature should not be recorded but destroyed as soon as they are onc year old. The records due for
destruction should be examined by the officers who disposed of the files concerned and they should
cither mark them for destruction or for further retention either in whole or in part. These files
should be examined by the Assistant Station Director or Programme Executive. The list of files
should be put up to the Head of the Station/Office and his orders obtained. A certificate of
destruction should be recorded on the lists which should be preserved permanently foreference.
Care should be taken to see that files containing papers which are important or are likely to be
important in future are not destroyed, e.g. Paras containing disetssions of important principles

‘MINIMUM REQUIREMENTS FOR A RECORD ROOM INCLUDING FIRE FIGHTING
ARRANGEMENTS
1, INTRODUCTORY
All Ministries and Departments of the Government are expected to have their own Record Rooms. But
at present only a few Ministries/ Departments have proper Record Rooms. In some cases even those
Ministries) Departments who have their own buildings have their Record Rooms in ordinary office
rooms. Occasional Survey of conditions of maintenance and preservation of records in Government
Departments have shown that adequate measures which will ensure proper upkeep and longevity of
records are wanting.
1.1. The present aote, therefore, discusses and lays down the basic requirements which are essential for
the health of the scmi-current and non-current records which the Ministries/ Departments have to
preserve {ill their retirement to the National Archives.
1.2. The salient features described below do not take into consideration the broad guidelines which have
to be kept in view while planning new buildings for affices with adequately well equipped Record Rooms
for which a reference to “IS: 2663-1964 Code of practice for the Basic Elements in the Design of Building
for Archives” will be helpful.
2. Record Room
2.1, A separate Record Room/stack area is a vital necessity for all Government Ministries and
Departments. A Record Room should as far as possible, be located either om the ground floor of a
building or in the court-vatds in the interior they should be fitted with neral grills and wire nesh nets. To
avoid splasing of rain water in the room rain shades should be provided at all these openings. For reasons
of safety of records and security it is advisable to permit limited entry into such rooms.
2.2, The floor of a Record Room should be such as to permit easy movement of records carrying trolleys

2.3. Where accommodation and design so permits, the stack area, the record reference and reception
portions should be separate.
3. Drainage
3.1, While selecting the location of the Record Room, it may be ensured that no water pipes or drainge
‘pass near, above, or undcr the Record Room building. Further, in order to prevant any inflow of waterin
the stacks due to blockage of drains or accidental damage to water pipes in the building, its floor level
should be raised a few centimeters above the general level of the other floors of the building.
3.2. To allow free movement of trolleys. ramps should be provided near the entrance.
4, Air Conditioning
4.1, Storage of records in an air-conditioned atmosphere is conducive to its longevity. Air-conditioning
is, therefore, essential for Record Rooms. In existing buildings which do not have central air-
conditioning, use of package type air-conditioner or window type air-conditioner is recommended.42

4.2. For effective air-conditioning, ventilation should be so planned as to permit minimum leakage of
the conditioned atmosphere. While catculating conditioning load, bulk of shelving equipment, archive
material, the number of persons sitting in the Record Room, the bulk of records moving in and out, and
thé lighting wattage should be taken into account.
4.3. Humidity and temperature in conditioned Record Rooms should be measured regularly. The
ambient conditions for storage of records are (i) temp. 22°-25°C and (ii) relative humidity 45%.
4.4. In order to maintain proper humidity control in the conditioned area, it is necessary that
permeation of dampness through the walls or floors does not take place. The floor should be laid water
proof and the wails should be given water proof oil paint coating.
48. While considering air-conditioning of the Record Rooms, it may be taken into account that the air~
conditioning plant has to be planned for clock-wise air-conditioning all the year round. Such running of
plant will often lead to occasional service break downs, and a provision for stand by plant may have to be
made, Otherwise such breakdowns are likely to create conditions which lead to accelerated damage to
records.
5. Non-Conditioned Ares.
5.1. Keeping in view economy in resources, in many cases, it may not be possible to get Record Rooms
conditioned. In such a case step should be taken to provide circulation of air in the storage room by
providing air-circulators, fans and exhaust fans to conteract the effect of high humidity and prevent
formation of pockets of stagnant ir in the storage room. Use of chemicals, like silica gel or slaked lime in
enamelled or glazed earthen pots, help to reduce humidity in the room. Mechanical dehumidifiers are
now available and during rains their use will help check the deleterious influence of excessively humid
climate,
$.2, Temperature in Record Rooms can be kept within reasonable range by choosing such rooms, which
are in the interior or have a veranda around them. During summer, if the Record Room is fitted with air-
Circulators, electric fans and exhaust fans for proper circulation of air, high temperature can be brought
down by installation of room coolers in windows. Care should be taken to see that direct sunlight does
not fall on the records, This can be achieved by fitting either ground glass panes or heat resistant glass
panes on the windows and by providing curtains.
6. Shel
6.1. Shelving in a Record Room should be functional, durable casy to clean, simple in design and which
offers maximum protection to the records. It should provide maximum safety from fire, dust ete. and
offer maximum facility and convenience for servicing,
6.2, Shelves should be fixed away from the walls on upright fixers and equi-distance throughout the
storage area. Distance between successive shelf rows may vary from 0.71 M to | M with a central
gangway of 1.5-2 Morin accordance with the requirements laid down in “IS: 2663-1964 Code of practice
for the Basic Elements in the Design of Buildings for Archives” distance between successive rows of
shelves may depend on the dimensions of records files and the manner of keeping the record series on
them. A persual of Indian Standards Code referred to above will be helpful.7

6.3. If steel shelving is provided in the Record Room it should be painted rust proof. The paint should be
Stable and non-injurious to documents. Steel shelves may preferably be slotted for vertical free
circulation of air. Where wooden shelves are provided the wood should be protected against termite
infestation, Sharp edges and corners in the shelves and support, which can result in physical damage to
documents, should be rounded off.
7. Storage
7A. Collections in Record Rooms differ in bulk, size and shape and commonly consist of bound
volumes, loose sheets. files, manuscripts, maps, charts, plans & drawings. Stilving arrangement needed
for specific materials need designing according to the nature, shape and bulk of the material. While
designing these shelves it may be ensured that neither these nor the materials kept on them to, either the
walls, ceiling or the fioor. The distance from wall, ceiling and floor should be atleast six inches (15m).
7.2. The records should be loosely packed on the shelves to enable free circulation of air abd prevent
formation of pockets of high humidity. Unbound records may either be tied between 2 pieces of 5 ply
boards or kept in carton boxes for safety.
7.3, Use may be made of step ladders or platform type ladders and trolleys fixed with swivel castors for
movement and proper servicing of records.
7.4. For safeguarding the records against damage due to insect infestation, the Record Room should be
sprayde with insecticidal sclutions beneath the shelves, behind the cabinets and also in corners etc. All
racks in the floor and walls should be filled up to deny any hiding place to pests. Use of spray guns or
pressure guns or any other similar equipment can be made. However, only these chemicals should be
sprayed whose effect on the durability and permanency of paper and other record components has been
properly studied.
In a non-conditioned area, use of preservatives like naphthalene in the form of balls tied in meshed
cloth or bricks kept on shelves helps to keep the records safe from insects, The insecticidal formulations
like flit, shell-tox and other related insecticides are effective.
Much damage to record is usually done by rodents. Whereas it is desirable to prevent their entry into
the Record Room by using proper wire mesh at the outlet drains, a few rate traps should be kept handy
for eliminating their menance in case of their entry in the Record Room. Neither eatables nor smoking
nor naked flame should be allowed in the storage area.
7.8. At the first sign of rise in humidity in the Record Room preventive action should be initiated. Also
help of institutions like he National Archives, New Delhi, should invariably be sought when any insect
infestation or fungus growth is noticed or detected.
Inspite of dust proof buildings and air-conditioning, dust does find its way to the stored materials.
Regular dusting operation in the storage area with the help of a vacuum cleaneris, therefore, desirable to
remove dust from the stored material. The Record Room itself should also be kept absolutely clean.
Staff engaged in dusting should be provided with dust sespirators. A cloth bag with surgical lining which
can be changed occasionally, works as a satisfactory respirator.8

8 Lighting
8.1. Good lighting with either natural or artificial light is necessary for every Record Room. Modern
ing practice is to provide diffused lights or varying intensity’ for different rooms. Lighting can be
improved by using paints that reflect light.
9, Fire Fighting Arrangements
9.1. To protect against any accidental fire, all electric wiring should be through conduits and the main
control switches of lights ete. installed in the storage area should be located outside the Record Room.
As far as possible the Record Room should be made fire resistant. In big Record Rooms the storage
space should be divided into separate fire resistant compartments and additional automatic dampers
should be installed in the centrally air-conditioned ducts to ensure the immediate closure and thereby
preventing the spread of fire to other compartments, It is advisable to provide emergency exists besides
the main entry door to the Record Room to remove valuable archival material to safety when necessary.
Every Record Room should be fitted with a fire detection alrarm system to detect any fire in the storage
area. Use of naked light, heaters and smokingin the room should be prohibited. Asa preventive measure
against accidental fires, all light and power circuits should be switched off after office hours. Watch and
Ward staff provided for this area may use torches if necessary. Use of temporary lights, loose and
ordinary flexible wire for fans, aircirculators and other electrical appliances for the repository should be
avoided and instead workshop braded and armoured flexible wire should be used. Electrical appliances
and fittings in the repository should be periodically checked for loose conrtections and defects rectified
