ABCEDE Assistant Sderetary for Finance SUBJECT |: DATA TO SUPPORT THE APPROVAL OF HOUSE BILL (HB) NO. 7966 ENTITLED “AN ACT DEFINING ATM PAWNING SCHEME, AND PRESCRIBING PENALTIES THEREFOR” DATE : March 8, 2021 ‘Thisis to inform you that a House Committee Hearing on Banks and Financial Intermediaries shall be held on Friday, March 12, 2021, at 2:00 PM, relative to House Bill (HB) No. 7966 entitled “An ‘Act Defining ATM Pawning Scheme, and Prescribing Penalties Therefor” being introduced by Congressman Virgilio S, Lacson, wherein DepEd and other agencies are requested to provide available data on the following: 1, Number of DepEd personnel who have pawned their ATM cards; 2, Number of DepEd personnel who requested their Government Servicing Banks for DepEd (je., Land Bank of the Philippines, Development Bank of the Philippines or Philippine Veterans Bank) to replace their ATM cards for salaries due to loss or any other reasons; 3, Number of complaints on non-return of ATM cards by the lenders (who accept pawning ‘of ATM as collateral), whether accredited under the Department's Automatic Payroll ‘Deduction System (APDS) or not; and 4. Other data related to ATM pawning. In this regard, the Regional Directors, thru the Chiefs of Administrative Division, are hereby requested to provide this Office the aforementioned data through the Employee Account Management Division, the APDS Secretariat, on or before March 10, 2021.
