Resolution
SAP Notes 2020-21 (Budget) have been provided with the options to implement the solution.
Here the difference between Option 1 and Option 2 is clarified further.
Option 1: Apply the relevant HRSPs to get the changes in your systems.
As a general rule, SAP recommends that you install a solution by implementing the Support Package specified for your release.

Option 2: You are on the latest Synchronization HRSP and would like to do an HRSP upgrade only for India payroll.
Apply the relevant HRSP that is a CLC for India payroll (HRSP available on April 09, 2020)

Note :- To apply the relevant HRSP that is a CLC for India payroll, it is mandatory to have the Synchronization HRSP applied.
To know which is the latest/last Synchronization HRSP as per you system release, Check the below mentioned link:-

Under Section : For the current HR support package planning choose the release:
choose the one applicable for your system release.
e.g.when you click on EHP8 for SAP ERP 6.0 / HR Renewal 2.0, the applicable sync hrsp would be:-
The latest / last Sync HRSP is 73 available on 07.11.2019
MORE CLARIFICATION AS BELOW:
This means that if your system is at 'Minimum Support Pack requirement' mentioned in the budget notes 2020-2021, you can either upgrade your system to the complete
SAP_HR support package as per Option 1 OR apply ONLY CLC SAP_HRCIN support package as per the Option 2.
For Option 1 : You can click on Download Support Package and search the support package using SAP_HR or SAPKE600I5 / SAPKE604F1 / SAPKE60879 (Example
shown below) as per the planned availability date at SAP ERP Human Capital Management Support Package Schedules (as per system releases):

For Option 2: You can click on Download Support Package and search the support package using the SAP_HRCIN or SAPK-600I5INSAPHRCIN / SAPK-
604F1INSAPHRCIN / SAPK-60879INSAPHRCIN (Example shown below) as per the planned availability date at SAP ERP Human Capital Management Support
Package Schedules (as per system releases)::
Note 1: Same way you can upgrade EA-HR and EA_HRCIN Support Packages.
Note 2: Applying Manual Steps & Then Code Corrections Of Budget Notes
Each of the Budget note contains Manual steps as attached in the form of PDF document with each SAP note. It is required to apply the manual steps consistently and
completely, and only then should the correction instructions(code changes) be applied using SNOTE transaction.
Read the solution part for each budget related SAP note and apply the solution steps in proper sequence.
