1.1 REFERENCE
1.2 GENERAL
A. Provide 4 units of 1824kW diesel driven electric generating units with soundproof
enclosure, accessories, auxiliary equipment, synchronizing panel and associated
work as specified.
1.3 SUBMITTALS
A. Manufacturer‟s Data:
1. Certified outline, general arrangement and anchor bolt detail drawings shall
show the total weight and center of gravity of the assembled equipment on the
mounting skid.
2. General arrangement drawing showing location of all auxiliary equipment in
relation to the diesel generating unit.
3. Piping schematics for fuel oil, exhaust lubricating oil, jacket water and
cooling water system.
4. Battery size and cranking time calculations.
5. Critical speed calculations.
6. Electrical elements, schematics and wiring diagrams, including details of the
safety shutdown systems and main generator circuit breaker trip system.
D. Manuals:
Provide five (5) sets of operation and maintenance manuals for all equipment.
Identification symbols for all replaceable parts and assemblies shall be included.
Information in manuals shall be comprehensive and specific.

1.4 PRODUCTS
A. ENGINE
2. The generator set shall consist of a diesel fueled engine directly coupled to an
electric generator, together with the necessary switchgear, controls and
accessories to automatically provide continuous electric power for the
duration of any failure of the normal utility power supply.
6. The complete diesel engine generator unit shall be free from critical and
torsional vibration within the operating speed range. The engine is to be
furnished complete with the following accessories:
a. One (1) full flow type and one (1) bypass lubricating oil filter.
b. Oil bath type air cleaner/s for air intake system.
c. Replaceable element type filters to be engine mounted in fuel supply tank
and fuel pump. Provide fuel transfer two (2) motorized transfer pump.
d. Engine mounted diesel fuel/water separator with clear bowl.
e. Electronic governor to control engine speed within 2-5% permanent speed
regulation and suitable parallel operation.
f. Over-speed shutdown control for protection against over-speeding in case
the governor fails to control the speed within proper limits for any reason.
g. Two (2) sets of heavy duty electric starter for automatic starting generator
and voltage regulator, batteries and line operated trickle charger - wall
mounted or mounted in Generator switchgear.
h. Suitable skid-mounted instrument panel, for wall or floor mounting,
including the following instruments:
i. Lubricating oil temperature gauge
j. Lubricating oil pressure gauge
k. Water temperature gauge
l. Engine hour meter
m. Tachometer / Frequency meter
n. Reverse Power Relay
8. An audible and visible alarm system to protect engine against high water
jacket temperature, low lubricating oil pressure and over crank.
B. FUEL SYSTEM
1. The engine shall be provided with all necessary equipment, including piping,
fittings, valve filters (receptacle, element type), strainers and appurtenances. A
pump for priming the fuel system shall be provided to facilitate easy starting.
Provide an indoor type fuel day tank with a capacity of equivalent twelve (12)
hours full load operation.
2. Fuel oil system shall conform to NFPA 30 and NFPA 37 and the
requirements herein.
3. Fuel day tank shall be of steel construction not less than 5mm thick with
welded joints and necessary stiffeners on exterior of tank and provided with
adequately braced structural steel framework support. Provide the tank with a
level gauge. Include connections for fuel inlet, drain, overflow, vent and high
and low level alarm switches.
b. Tank Gauges:
i. Provide tank gauge for the fuel oil day tank. Gauge shall be buoyant
force type with dial indicator not less than 100mm in size and
arranged for side mounting. Each reading dial of scale shall be
calibrated for its specific tank to read from empty to full with
intermediate points of ¼, ½ and ¾. Provide sight glass complete with
metal guards and eagle valves at both ends.
c. Fuel Piping:
i. Provide black steel seamless schedule 40 piping with flexible
connectors for the fuel piping from the fuel day tank to the diesel
engine. Pipe shall conform to ASTM A53, Grade A.
C. EXHAUST SYSTEM
1. Provide exhaust system for the engine. Include piping, fittings, and expansion
joints necessary to interconnect equipment with the engine. Arrangement of

400/230V, 3phase, 60 Hz, 80% power factor, 1800 rpm maximum provided
with a sleeve type bearing and shall be directly connected to the engine
flywheel with a flexible coupling or approved equal. The generator shall have
2/3 pitch winding. The alternator shall have full amortisseur winding. The
transient voltage drop on sudden application of 100% rated load shall be less
than 30% and can be reset within -3% of the final steady state voltage in not
more than 1 second.
3. The steady state regulation of the output voltage shall be within (+) (-) 1%.
Output voltage complete recovery time after sudden application or rejection
of rated load shall be within one (1) second.
E. AUTOMATIC STARTING :
2. Under normal conditions, the engine generator set shall come up to rated
speed and build up rated voltage within 8 seconds from rest.
3. Cranking controls shall allow for a safe number of starts without discharging
the batteries or damaging the starting motor. If after this number of starts, the
diesel engine fails to start, the safety shutdown control shall prevent further
starts and sounds an audible alarm and light up an indicator lamp.
b. The GCP shall include the following control and metering equipment,
namely: AC ammeter transfer switch, AC voltmeter and voltmeter
transfer switch frequency meter, and field rheostat.
c. The GCP shall include all provisions needed for automatic starting
including cranking accessories and panels.
d. The GCP shall include the necessary relays, voltage sensing devices and
auxiliary contacts (4 N.O. and motor starting coils so that these auxiliary
equipment will run once generator voltage has come up to rating.
f. Incoming supply to GCP shall be at the entry and outgoing feeder shall be
at the top exit busduct and shall be utilized for outgoing feeder which
shall be provided by others.
h. Relays Section:
ii. The relay shall consist of protection and control types, necessary for
the proper function & operation of the GCP.
1. Starting and control batteries type and size shall be as recommended by the
engine manufacturer complete with cables and connectors.
1.5 INSTALLATION
1.6 TESTING
B. The generator manufacturer shall notify the Owner two (9) weeks prior the date of
tests are to be performed.
C. The manufacturer shall include the cost of transportation and lodging (if
applicable) for up to three (3) owner‟s representatives. The cost of meals and
incidental expenses shall be the owner‟s responsibility.
D. The manufacturer shall provide three (3) certified copies of factory test reports.
E. Perform a power failure test on site. The test shall be conducted by opening the
power supply from the utility service and observing proper operation for 2 hours.
A. Bids shall be accepted only on electric generator sets which can be properly
maintained and serviced without causing the purchaser either to carry expensive
parts stock or to be subject to the inconvenience of long periods of interrupted
service because of lack of available parts.
C. The complete system shall be designed, assembled, tested and shipped by one
manufacturer so that there is only one source of supply and responsibility on all
components supplied with the system.
1.8 WARRANTY
A. The generator set and all equipment shall be guaranteed to operate properly for a
minimum of one (1) year from date of acceptance.
A. The Generator Paralleling Switchgear (GPS) and all its parts and components shall
be manufactured and tested to comply with the standards set forth by NEMA, UL,
IEEE and ANSI or any internationally accepted standards body and classification
authority.
C. The GPS shall contain the following components all housed in a free-standing,
sheet mental enclosure:
2. Relays Section (RS) containing protective relays (e.g. Reverse Power Relays,
Under-frequency Relay, Phase Monitoring Relays and timer relays).
D. ENCLOSURE
3. Sheet metal thickness; removable panels, covers and hinged doors, latches and
other materials used for the enclosure shall be in accordance with all
applicable standards.
4. Pin type door hinges shall be installed. Open doors shall not obstruct the
operations of adjacent vertical sections and compartments.
6. All metal parts of the enclosure shall be phospatized clean and finished in
baked enamel paint over a rust inhibitor for optimum corrosion protection.
Scratched surfaces shall be re-touched on-site.
7. Standard vertical section shall not be higher than 2300 mm high. Each
vertical section shall be provided with vertical wireways and horizontal
wireways at the top and bottom. All wireways shall be isolated from busbars.
E. WIRING
1. Incoming and outgoing wirings to the GPS shall be from the top.
2. All power connections within the GPS shall be by bus bar connections.
Wirings for controls and instrumentation shall be by this contractor and shall
be of approved types. Minimum size of wiring for these shall be 1.25 mm.
sq. (#16 AWG).
F. BUS BARS:
1. In general, the GSP has a 400 volt equipment power bus and a lower voltage
control power bus.
3. In accepting the circuit breakers line side service cables/wires, main bus
terminal connections shall be brought to the point of entry at the top of the
switchgear.
4. Vertical bus bars shall run the full height of the vertical section.
7. Bus bar supports shall be of a material suitable for the supports of uninsulated
live parts. These supports shall be braced to withstand a minimum short
circuit current of 50,000 RMS amperes, symmetrical at 400 volts.
8. Bolts, nuts and washers for bus bar connections shall be zinc chromate of a
type compatible with the bus bar used.
G. COMPARTMENTS:
1. Each compartment shall be provided with an individual front door. This door
shall be interlocked mechanically such that it cannot be opened with the
breaker in the „ON” or „CLOSED” position. However, a means for defeating
this interlock shall be provided for use by qualified personnel.
2. All compartments shall be designed for use with draw-out mounted circuit
breakers.
5. Stabs shall fit smoothly into bus connectors. Stabs shall be of suitable
material with stab connection to breaker concealed. Stabs shall be capable of
maintaining correct pressure on the bus connectors.
H. BARRIERS:
2. Automatic barriers shall make inaccessible live parts when unit is in the
withdrawn position.
I. TERMINAL BLOCKS:
2. The generator control panel shall include the following control ad metering
equipment, namely: AC ammeter and ammeter transfer switch, AC voltmeter
and voltmeter transfer switch frequency meter, voltage regulator, exciter, and
field rheostat.
3. The GCP shall include all provisions needed for automatic starting including
cranking accessories and panels.
4. The GCP shall include the necessary relays, voltage sensing devices and
auxiliary contacts (4 N.O.) and motors starting coils so that these auxiliary
equipment will run once generator voltage has come up to rating.
5. Incoming supply to GCP shall be top entry and outgoing feeder shall be top
exit. Bus duct shall be utilized for outgoing feeder which shall be provided
by others.
K. RELAY SECTION:
1. The Relay Section (RS) shall house the various relays, protective and control
types, necessary for the proper function and operation of the GPS.
2. Relays shall be properly wired, and provided with suitable terminal lugs and
tags.
a. Reverse Power Relay, one (1) for each generator set, to trip the respective
Generator Circuit Breaker and shut down the affected engine to protect
against generator motoring.
b. Under frequency relay with time delay, located at the generator bus, for
the detection of generator overload condition, set to activate load
shedding sequence. Setting of Under frequency Relay shall be field
adjustable. Should load shedding fail to correct the overload condition,
the GCBs shall automatically trip.
d. Timer relay to provide time delay on generator start, adjustable from zero
(0) to sixty (60) seconds.
f. Timer relay to provide time delay before shutting down the running
generators once these are unloaded, adjustable from one (1) to thirty (30)
minutes. If power fails within the set time, no shutdown shall occur and
the initial start sequence shall commence.
1. The Instrumentation and Monitoring Section (IMS) shall contain the different
instruments and indicators needed for the proper operation of the paralleled
generators. The necessary control, current and potential transformers,
properly protected by fuses, shall be provided.
Instruments and indicators shall be properly wired, and provided with suitable
terminal lugs and tags.
a. One (1) ammeter with line selector switch for each generator set.
b. One (1) ammeter with line selector switch for each ATS connected to the
load side.
c. One (1) volt meter with phase selector switch for each generator set.
d. One (1) volt meter with phase selector switch for the generator bus.
e. One (1) volt meter with phase selector switch for each ATS connected to
the normal power side.
f. One (1) kilowatt meter for each generator set.
g. One (1) kilovar meter for each generator set.
h. One (1) power factor meter for each generator set.
i. One (1) frequency meter for each generator set.
j. One (1) elapsed time meter (hour counter) for each generator set.
a. One (1) red indicator lamp for each generator set to indicate generator
ready for paralleling.
c. One (1) red indicator lamp for each generator set for indication of failure
to parallel in sequence.
d. One (1) red indicator lamp for indicator of low battery condition for each
generator set
e. One (1) red indicator lamp each for indication of GCB tripping and
engine shutdown due to low lube oil pressure, high water temperature,
overspeed and overcrank. One (1) lamp each shall be provided for each
generator set.
f. One (1) red indicator lamp each for indication or tripped generator circuit
breaker and/or generator shutdown due to operation of Reverse power
relays, Underfrequency Relay and Phase Monitoring relays. One (1)
lamp each shall be provided for each generator set.
g. One (1) red indicator lamp for each load shed contractor to inform
whether the block load is still on-line or not. Red lamp to indicate block
load is on-line.
1. The Control Section (CS) of the GPS shall contain the circuitry and
equipment for providing automatic paralleling operation.
5. The Control Section (CS) shall be located near the Synchronizing Panel (SP).
1. All automatic operations of the GPS shall be provided with manual operation
capabilities. Manual Auto Selector Switches shall be provided for this
purpose.
2. Manual reset of the GSP shall be required upon the occurrence of Generator
Circuit Breaker trippings or engine shutdowns caused by fault conditions.
3. Where direct current (DC) is required for the proper operation of the (GSP),
batteries and rectifier charges shall be provided independent of the generators
starting batteries.
a. During normal operation, the GPS shall cause the generators to startup in
selected sequence once failure of normal power supply is detected (after a
certain time delay). A contact will close to cause the cranking circuit of the
generators to operate.
b. The first selected generator set upon making rated speed, voltage and
frequency shall be immediately connected to the generator bus to provide
power to this, the other generator sets (in sequence) shall come up to rated
speed, voltage and frequency, synchronized and parallel to the generator bus.
