REVIEW OF SALARIES AND CONDITIONS OF SERVICE FOR UNIONISED
CIVIL SERVICE EMPLOYEES IN THE PUBLIC SERVICE
You are hereby informed that following the successful negotiations with
the Zambia Union of Government and Allied Workers (UG), Government has
revised the salaries and conditions of service for Unionised Civil Service
employees as follows
REVISED SALARIES
2. The revised salaries are as set out at Appendix I of this Circular and will
apply to unionised serving employees and those recruited on or after 1*t January
2024.
1CONDITIONS OF SERVICE
REMUNERATIVE ALLOWANCES
3. The following remunerative allowances shall continue to be paid as
a percentage of the revised salaries with effect from 1s January, 2024 as
follows:
@ Housing Allowance
Housing Allowance shall be paid at the rate of twenty (20) percent of
the monthly basic salary.
(ii) ‘Transport Allowance
Transport Allowance has been revised and shall be paid at the rate
of twenty (20) percent of the monthly basic salary.
DUTY FACILITATING ALLOWANCES
4. The following Duty facilitating allowances shall continue to be
administered as follows:
@ Infectious Health Care Risk Allowance
Infectious Health Care Risk Allowance shall be paid to all health
personnel through the payroll at the rate of two (2) percent of
monthly basic salary.
(ii) Ordinary Overtime Allowance
Ordinary Overtime Allowance shall continue to be paid at the
existing rates through the payroll.
(iii) Rural Hardship Allowance
Rural Hardship Allowance shall continue to be paid at the rate of
twenty (20) percent of the monthly basic salary.
(iv) Remote Hardship Allowance
Remote Hardship Allowance shall continue to be paid at the rate of
twenty-five (25) percent of the monthly basic salary.vi)

Health Personnel Shift Differential Allowance
Health Personnel Shift Differential Allowance shall continue to be
paid through the payroll at the rate of fifteen (15) percent of the
monthly basic salary to eligible Nurses, Midwives, Nursing Officers,
‘Tutors, Lecturers and Paramedical Personnel who were previously
in Medical Scales (MS).
Commuted Night Duty Allowance
Commuted Night Duty Allowance shall continue to be paid to
eligible employees through the payroll at the rate of seven (7) percent
of monthly basic salary.
Interface Allowance
Interface Allowance shall continue to be paid to eligible employees
through the payroll at the rate of fifteen (15) percent of monthly basic
salary.
Subsistence Allowance
Subsistence Allowance shall continue to be paid at differentiated
rates outside the payroll as follows:

OTHER ALLOWANCES
(i) Leave Travel Benefits
Leave Travel Benefits shall continue to be paid outside the payroll
as follows:

(i) Repatriation Allowance
Repatriation Allowance shall continue to be paid outside the
payroll as follows:

(ii) Meal Allowance
Meal Allowance has been revised and shall be paid at the rate of
K130.00 outside the payroll.(iv) Settling-In-Allowance
Settling-in allowance shall continue to be paid at a single rate of
twenty-five (25) per cent of annual basic salary through the payroll.
OTHER CONDITIONS OF SERVICE
Occasional Leave
Occasional leave of twelve (12) days has been extended to Pharmacists.
‘The leave must be taken during the calendar year in which it is granted, if not
taken, it shall be forfeited.
Paternity Leave
6. Paternity Leave shall be ten (10) calendar days to be taken once every two (2)
years on production of a record of birth of the child duly signed and issued by a
registered Health Practitioner.
Maternity Leave
7. Maternity Leave shall continue to be administered in line with the provisions
of the Employment Code Act No. 3 of 2019 as follows:
a) Proceeding on Maternity Leave
A responsible Officer shall grant maternity leave to enable a female
employee to be absent from duty for a maximum period of fourteen (14)
weeks on production of a record of birth relating to the pregnancy, dully
signed and issued by a registered Health Practitioner to be taken as
follows:
i. Immediately preceding the expected date of delivery, except that
at least six (6) weeks maternity leave shall be taken immediately
after delivery; or after the delivery.
ji, Maternity leave shall, in the case of a multiple birth, be extended
for a further period of four (4) weeks.
iii, A female employee who gives birth to a premature child is
entitled to an extension of the maternity leave for a period that
she be recommended by a Medical Doctor.iv. In an event that a female employee does not take maternity leave
before the expectant date of delivery and has a premature child,
such an employee shall be granted maternity leave.
v. A female employee who suffers a miscarriage during the third
trimester of pregnancy or bears a still born is entitled to six (6)
weeks maternity leave immediately after the miscarriage or still
birth, except that the miscarriage or still birth, shall be duly
certified by a Medical Doctor.
vi A female employee will be eligible for the grant of a subsequent
maternity leave with full pay if she has served a continuous
Period of not less than two (2) years since returning from duty
from her pervious maternity leave.
b) Nursing Breaks
A female employee who is nursing that employee’s unweaned child, is
entitled each working day, at a time convenient to the employee and
having regard to the needs of the child, to at least:
(i) Two nursing breaks of thirty (30) minutes each; or
(ii) One nursing break of one (01) hour.
The nursing breaks specified above, shall be for a period of two months
from the date of return from the maternity leave and shall not be
deducted from the number of paid hours of work of that female
employee.
8. Other conditions of service which have not been covered in this Circular shall
continue to be in force.
9. _ This Circular has introduced changes in salaries and some conditions of
service and every effort has been made to ensure that it correctly reflects the
intention of Government. Government, however, reserves the right to correct any
errors, omissions and make amendments where necessary.
