• Submitted in 1946 in 4 volumes.


1. Integration of preventive and curative services

• Proposals for the development of a national programme


2.Development of Primary Health Centres in 2 stages

(a) As a short-term measure 


Primary Health Centre 
• Population of 40,000
• 2 medical officers, 4 public health nurses, 4
midwives, 4 trained dais,2 sanitary
inspectors, 2 health assistants, one
pharmacist,1 nurse and 15 other class IV
employees
Secondary health centre 
Supervisory, coordinating and referral
institution.
b. Long-term programme (also called the 3 million plan)

• Primary Health Units 


• 75-bedded hospitals for each 10,000 to 20,000 population

• Secondary Health Units 


• 650-bedded hospitals
3. Medical Education 

• 3 month's training in preventive and social medicine to


prepare "social physicians”

• Provided guidelines for national health planning in India.
