The file was received to examine the proposal of SED for extension of previously
awarded contract to M/s Praveen Tour & Travels @ Rs. 55,997/- per taxi for 40 days.
2. The proposal has been examined and observations are detailed below:
a) After necessary approval Bid was created on Gem for 36 vehicles for a period
of 40 days. (GeM Bid No. GEM/2023/B/3413920 dated 04/05/2023 placed at C-19 to
25).
b) Further a duly approved GeM Bid evaluation committee after considering the
Technical & Financial aspects recommended to award the contract to M/s New Yadav
Tourist being L1 @ Rs. 36,700/- per taxi with total financial implications of Rs.
13,21,200/- (Rupees Thirteen Lakh Twenty One Thousand Two Hundred Only).(CP-50)
c) However in response to SED E-Mail at CP-52, M/s New Yadav Tourist has
mentioned that rates are not workable and requested to cancel the bid. The Matter was
once again examined by GeM Bid evaluation committee on 29.05.2023 (CP-53) & they
have mentioned to take the appropriate decision after obtaining necessary approval.
d) SED in their proposal at N/7 at pt.no. 2 has mentioned OM dated 21/04/2022
(CP-55) where it has been mentioned that if L1 withdraws the procuring entity shall re
tender but at pt. no. 3 SED has shown greater urgency as the exam is going to start on
01/06/2023 and it is not possible at this moment to go into the render process.
e) In view of this SED at Pt. no. 4 at N/7 has mentioned that there is a provision
of extending the contract duration to 1 year in the last contract of similar nature which
was given for 32 Vehicles for 40 days and awarded to M/s Praveen Tour & Travels on
02/12/2022 (CP-63).
f) In view of justification as produced at ‘e’ above and after taking consent from
M/s Praveen Tour & Travels has recommended awarding the contract to M/s Praveen
Tour & Travels @ Rs. 55,997/- per taxi for 40 days.
g) In light of above , the following is placed for your perusal & further orders
please.
i) At this stage it is not feasible to go into the re tender process.
ii) There is a provision in GeM to re-run L1 (Copy placed at CP-65) but at
this point of time is also out of consideration.
iii) The rates quoted by M/s Praveen Tour & Travels in the latest bid dated
is Rs. 59,880/- per taxi for 40 days however as per given consent he is ready to
provide the 36 taxis @ Rs. 55,997/- per taxi for 40 days on same rates and same
T&C from 01/06/2023 for university exams as given in December 2022 exams
which is on lesser side.
iv) If there is no measure deviation in T&C and needs from previous
contract and considering the urgent need of taxi and justification given by SED &
in the interest of University needs appropriate decision for extending the contract
duration with enhanced number of vehicles @ Rs. 55,997/- per taxi for 40 days
may be taken by the Competent Authority.
