Section 3. Evaluation and Qualification Criteria


This section, read in conjunction with Section 1, Instructions to Bidders and Section 2, Bid
Data Sheet, contains all the factors, methods and criteria that the Procuring Entity shall use
to evaluate a bid and determine whether a bidder has the required qualifications. No other
factors, methods or criteria shall be used.

1. Additional Evaluation Factors

1.1 In accordance with ITB Clause 33.3(d), the Procuring Entity’s evaluation of a bid will
take into account, in addition to the bid price, the following factors, which will be
quantified as specified in 1.2 below:

2. Qualification Criteria

After determining the lowest-evaluated bid in accordance with ITB Sub-Clause 33.1, the
Procuring Entity shall carry out the post-qualification of the Bidder in accordance with ITB
Clause 34, using only the factors, methods and criteria specified below. Factors not
included in this Section shall not be used in the evaluation of the Bidder’s qualification.
