DEVELOPMENT OF MALAYSIAN STANDARDS

The Department of Standards Malaysia is the national standards and accreditation body of Malaysia.

The main function of the Department of Standards Malaysia is to foster and promote standards,
standardisation and accreditation as a means of advancing the national economy, promoting industrial
efficiency and development, benefitting the health and safety of the public, protecting the consumers,
facilitating domestic and international trade and furthering international cooperation in relation to
standards and standardisation. The use of Malaysian Standards is voluntary except in so far as they are
made mandatory by regulatory authorities by means of regulations, local by-laws or any other similar
ways.

Malaysian Standards are developed through consensus by committees which comprise balanced
representation of producers, users, consumers and others with relevant interests, as may be appropriate
to the subject at hand. The development of a standard as a Malaysian Standard is governed by the
Standards of Malaysia Act 1996 [Act 549]. Section 18A of the act stipulated that, all Malaysian Standards
are owned by the Government of Malaysia and no part of a Malaysian Standard can be reproduced in
any form without the written permission of the Director General.

This Malaysian Standard was developed by the Working Group on Business Events Venue
under the authority of the Tourism and Culture National Standards Committee (NSC 20).

MS 2765 consists of the following parts under the general title, Business Events:

Part 1: Convention, Exhibition Centre and Event Space

Part 2: Professional Congress Organiser (PCO)

Part 3: Professional Exhibition Organiser (PEO)

Space - Requirements

1 Scope
This Malaysian Standard specifies the general requirements of the Convention Centre,
Exhibition Centre and Event Space, outlining the general requirements for these spaces
encompassing the physical setting, technology and services. This standard serves as a
guideline for Business Events stakeholders, entrepreneurs, relevant authoritative bodies, and
interested parties engaged in the Business Events industry.

2 Normative references

The following documents are referred to in text in such a way that some or all of their content
constitutes requirements of this document. For dated references, only the edition cited applies.
For undated references, the latest edition of the referenced document (including any
amendments) applies.

3 Terms and definitions


For the purpose of this standard, the following terms and definitions apply.

breakout room
series of smaller meeting spaces for a concurrent session(s) alongside the main function

convention centre
permanent facility used primarily for meetings, conferences and exhibitions

customer relationship management (CRM)
CRM is a system or a strategic approach and set of practices that business use to manage and
nurture their interactions with customer. it involves technology, processes, improve customer
satisfaction to enhance business relationship. by implementing a CRM system, businesses can
effortlessly stay connected with their customers, streamline processes, and ultimately increase
profitability

environmental, social and governance (ESG)
ESG is a framework designed to be embedded into an organisation strategy that considers the
needs and ways in which to generate value for all organisational stakeholders (such as
employees, customers and suppliers and financiers)

event space
event space is a designated area or venue that is specifically designed and equipped to host
various types of events. It may vary in terms of size, layout, amenities, ambiance, catering to
the diverse needs of different occasions. Such areas may include indoor and outdoor with a
minimum built-in facility. Any venues or space that does not meet the standard of a
convention/conference centre and exhibition centre will be known as event space

permanent facility used primarily for exhibitions. Normally, an exhibition centre offers meeting
amenities conveniently located on-site

facility
individual convention centre or exhibition centre, or event space

facility operator
entity responsible for the facility's installation, operation, maintenance, replacement, and
modification

floor loading
floor loading refers to the maximum amount of weight or load that a floor or structure can safely
support without causing damage or compromising its integrity. It is usually calculated in tonne
per square metre. it is sometimes also known as a live load

floor service
building utility services include water connection, drainage, electricity and network connection,
and accommodating mechanical equipment available on every floor through trench or floor pit

plenary hall
space for all conference or meeting participants to assemble for a plenary session or plenum

property management system (PMS)
system that enables a property/venue to manage front-office capabilities, such as booking
reservations, room assignment, managing room rates, and billing

rigging
hanging system refers to the hardware used and the action of suspending and securing objects,
including signage, banners, lighting, temporary walls, and other items from a function room's
ceiling

3.14
sustainable development goals (SDG)
SDG represents the Global Goals that were adopted by the United Nations in 2015 as a
universal call to action to end poverty and protect the planet

4 Prerequisite entry requirements

For convention centres, exhibition centres, and event spaces to operate/provide their
services, the facility operator shall have to fulfil all statutory and other obligations relating to:

a) Registration of the facility operator with Companies’ Commission of Malaysia (SSM)

b) Business license issued by local authorities

c) Relevant permits issued by local authorities/agencies (where applicable)

d) Appropriate insurance (public liability and building)

4.1 Sustainability

The facility operator shall subscribe to Environmental Social Governance (ESG) practices
and/or Sustainable Development Goals (SDG).

5 Requirements

5.1 Physical Setting

Requirements on the physical setting of convention centre, exhibition centre and event space
shall be followed as described in Table 1.

6 Other requirements

6.1 Certification and training

6.1.1 Certification and training shall be maintained through the recognised Professional
Certification Programme or equivalent as stated in Annex A.

6.2 Affiliation

The facility shall have affiliate membership with the national business events association.

6.3 Competency of staff

There shall be a minimum of 20% certified staff among the client servicing division, i.e. event,
marketing and sales, that is certified from any of the recognised Professional Certification
Programme (as stated in Annex A) to ensure the effective operation of the facility.
