INTRODUCTION

About

Ilocos Sur Polytechnic State College (ISPSC) was created by virtue of RA


8547. ISPSC is mandated to provide professional and technical learnings both in
the undergraduate and graduate levels in the field of economics, agriculture,
fishery, trade, home industry, engineering, education, forest research and
conservation, management, finance, accounting and business administration,
public administration and other field as may be relevant, besides providing for
the promotion of scientific and technological researches, which the College
deem necessary in carrying out its objectives.

Purpose

The Quality Management System (QMS) presented in this manual and its
supporting documented information reflects ISPSC’s strategic decision to adopt
a process approach throughout its organization and its six campuses.
This will ensure compliance with customer requirements and to enhance
customer satisfaction.
This QMS manual has been developed in order to determine, define and
describe the context, requirements and scope of ISPSC’s Quality Management
System (QMS).
This manual serves as:
1. Implementing guidelines for standard practices and procedures at ISPSC;
2. Text for faculties and staff training;
3. Reference for assessing the effectiveness of existing practices;
4. Customer document for Marketing; and
5. A form of communication to ensure that there is a common understanding
among all faculties and staff as to the state college’s requirements and
management system in compliance with ISO 9001 standard.

QUALITY ASSURANCE

• Monitoring and Measurement


• The QMS manual emphasizes the monitoring and measurement of
processes to ensure compliance with the requirements of the
Department of Labor and Employment (DOLE) and International
Labour Organization (ILO).
• Quality Planning
• Each functional group within the institution is responsible for
ensuring that identified quality planning is consistent with the
overall objectives set by the management and with all other
requirements of ISPSC's adopted quality management system.
• Documented Information
• The Quality Assurance Director and Department Heads manage
documented information and procedures based on the current
processes of the organization, providing instructions and
prescribed forms for immediate reference and guidance for
workers.
• Responsibilities and Authorities
• Various roles within the institution, such as top management,
quality assurance director, and all personnel (teaching and non-
teaching), have defined responsibilities and authorities to ensure
the effectiveness of the QMS.
• Monitoring, Measurement, Analysis, and Evaluation
• The QMS manual includes specific sections on monitoring,
measurement, analysis, and evaluation, demonstrating a
commitment to continuously assessing and improving the quality
management system.

These measures collectively demonstrate how quality assurance is


implemented at ISPSC, ensuring that the institution's processes and services
satisfy customer requirements and comply with applicable laws, regulations,
and standards.

• Clearly outline the organizational context and scope of the QMS,
including the campuses, programs, and covered activities of the
institution.
• Compliance with ISO Standards
• Ensure that the QMS manual is designed to comply with ISO
9001:2015 standards, demonstrating the commitment to quality
management.
• Emphasize Quality Policy and Objectives
• Clearly outline the quality policy and objectives of the institution,
demonstrating a commitment to excellence, productivity, and
accountability.
• Coverage of Various Processes
• Include information about the QMS covering academic, HR,
maintenance, admission, administration, research, and production
processes, showcasing a comprehensive approach to quality
management.
• Commitment to Legal and Statutory Requirements
• Highlight the commitment to meeting legal and statutory
requirements, ensuring compliance with regulations and standards.
• Confidentiality and Distribution
• Emphasize the importance of confidentiality and proper
distribution of the QMS manual to ensure that the information is
appropriately handled and utilized.
• Procedure for Amendments and Additions
• Clearly outline the procedure for making amendments and
additions to the QMS, ensuring that the manual remains up-to-date
and relevant.
• Authorization for Issuance and Use
• Ensure that the document is authorized for issuance and use by the
relevant staff, demonstrating accountability and control over the
QMS manual.

ISSUES:

• Lack of Specificity in Quality Objectives


• The QMS manual should include specific, measurable, achievable,
relevant, and time-bound (SMART) quality objectives to ensure
clarity and effectiveness.
• Inadequate Coverage of Interested Parties
• The manual should provide a more comprehensive list of interested
parties, including students, parents, employers, and regulatory
bodies, to ensure that all relevant stakeholders are considered.
• Insufficient Emphasis on Legal and Regulatory Requirements
• The manual should provide a more detailed and comprehensive list
of legal, regulatory, and other requirements relevant to the QMS to
ensure compliance with all necessary standards and regulations.
• Lack of Clarity in Risk Management
• The manual should provide a more detailed explanation of the risk
tolerance and internal uncertainty factors to ensure that potential
risks are effectively identified and managed.
• Vague Quality Policy
• The quality policy should be more specific and clearly aligned with
the institution's strategic direction and values to provide a clear
framework for quality management.
