SECURITY
CATEGORIES OF SECURITY
- PHYSICAL SECURITY – System or barrier placed between the installation and documents and
would be intruders.
- PERSONNEL SECURITY – In the intelligence point of view is the prevention of unsuitable
individuals or persons with doubtful loyalty to the Philippine government from gaining
access to classified matters or being appointed, employed in an organization involving
security of the state.
- Enemy agent must have access – In most cases of espionage, acquisition of information is
the ultimate result. The means and the form how information can be acquired are merely
operational details. Normally, information on films or tapes is as useable as an original
document, therefore, in considering access, one should not only think of physical access but
must also think of access to discussion by using listening devices.
- There is no impenetrable barrier – An unfriendly government or organization will spend and
devote money, time, and effort, even personnel, to pass all established barriers to acquire
ultimate result.
- Surreptitious vs. Non-surreptitious entry – Surreptitious entry is the greatest hazed in
countering espionage. Surreptitious entry is difficult to be detected and it makes espionage
hard to neutralize.
- Each installation is different – Every installation has different physical security problem
Types of Barriers
- Natural – Natural Terrain feature must be considered from the standpoint of its value as a
barrier to the intruder, and from the standpoint of its value to the intruder as cover and
concealment.
- Energy – The use or employment of mechanical, electrical, or electronics to impose a
deterrent. (protective lighting and protective alarm system) CCTV, Lightning, Metal Detector
- Human – Detect Intruder, Sound the Alarm, identify authorized person, Apprehend
unauthorized person
- Animal – Trained animal is used as guard or provides assistance to the guard personnel.
(guard or sentry dog)
- Military/PNP/Civilian personnel whose assignment duty require that they have access to top
secret matters regardless of whether the individual duty is permanent or temporary
- Members of the board which pass judgement upon alleged disloyal. Subversive or those
constituting security risks
- Aliens who will need access to matters classified confidential or higher
