EFFECTS OF GLOBALIZATION ON THE GOVERNMENT

- Globalization has profoundly impacted governments by reshaping their roles and


functions in the modern era

1. Development of World Government – globalization has increased interdependence and


networked nations, making global governance easier. Increased trade, communication,
and information sharing promote cooperation on global issues.
2. Globalization restrains governments by inducing increased budgetary pressure –
globalization can restrain governments by subjecting them to increased budgetary
pressure.
3. Globalization has changed the role of the state politically because of strengthened
interstate relationships and dependence on one another – globalization has transformed
nation-state political functions, shifting the notion of absolute sovereignty. States now
collaborate on global issues like economic stability, security, and climate change,
emphasizing cooperative governance and diplomacy in international relations.
4. Increasingly similar jurisdictions across states and to power being seen as economic
rather than political progress - globalisation has led to a convergence in states' legal and
regulatory systems, with economic factors often outweighing political divisions. This
convergence promotes a more harmonised business climate, prioritizing economic
success over political differences, forming a more cohesive approach to state governance.
5. Formation of Terrorism – globalization impacts governments and terrorist dynamics,
enabling effective communication and extremist ideology promotion, while fostering
closer cooperation on counterterrorism initiatives. Global effects are complex due to
regional interactions.
6. The state can no longer control all in-state language and education – the state’s authority
over language and education has been weakened by international mass media, as it
provides a wider range of viewpoints and instructional materials, making the state no
longer the sole determinant.

THE RISE OF NON-STATE ACTORS

Non-State Actors – are organizations and individuals that are not affiliated with, directed by, or
funded through the government.
State Actors – are the governments of the countries in the world.
They play a major role in foreign policy making of nation-states and significantly influence their
foreign policy behavior.

State actors have the formal backing of a sovereign state to carry out their desired actions. Non-
state actors, on the other hand, wield significant influence over international events but lack
formal government support.

They take on various forms;

 NGOs
 Both national and international
 Indigenous and minority groups
 (Semi-) autonomous groups
 Human rights defenders
 Terrorists
 Paramilitary groups
 Autonomous areas
 Internationalised territories
 Multinational enterprises
 Individuals

How did Globalization Affect the Rise of Non-State Actors


- Globalization has significantly influenced the rise of non-state actors by providing
them with new opportunities and challenges. It allowed non-state actors, such as
multinational corporations, NGOs, and terrorist groups, to operate globally and
exert influence beyond national borders.
In essence, globalization has transformed the landscape, providing non-state actors with a global
stage for operation but also introducing complex challenges related to regulation, accountability,
and geopolitical stability.
Negative – It has also facilitated transnational crime, terrorism, and the spread of illicit activities.
Positive – Globalization has enabled non-state actors to collaborate internationally for
humanitarian efforts, environmental initiatives, and social causes.
