recommend feedstocks with highest potential for production with
minimal disruption to the food chain – Review.
C. Conduct a feasibility study.
a. Technical analysis:
i. Characterization of the selected biofuel feedstocks
ii. Identify appropriate technologies (process and operational)
iii. Establish plant capacity.
iv. Preparation of conceptual designs
v. Estimate manpower demand.
vi. Estimate plant costs (± 30-50%)
vii. Prepare report.

3.6.6:
Conduct a resource evaluation of the feedstock required for biofuel production;

- Production cost of biofuels in Uganda. Identify the cost centers for production of
biofuels and establish the cost of production.
TASK II
3.6.9:
Assess and estimate the production potential for biofuels and recommend feedstock with the
highest potential for production with minimal disruptions to the food production systems.
Tasks
1. Biomass selection. The options for biofuel feed stock are listed including yield per
hectare and yield of biofuel per tonne of each type of biomass or crop.
2. Biofuels production technologies. All the crops or biomass are assessed on the
suitability for production using the available technologies.
3. Biofuel feedstock uses. Establishment of the different uses of the biofuel feedstock
and substitutes.
4. Scalability assessment. Assessment of some widely used technologies.
5. Assessment of most economic feedstock. A multi criteria assessment is conducted to
select and rank the economic feasibility of each type of feedstock.

3.9 Technical analysis:
To determine the technical feasibility of the project including the production capacity,
facility layout, equipment, and cost estimation
TASK I
1. Identification of project site (s); This task includes selection of the most appropriate
site for establishment of prioritized biofuels facility.
Tools and methods: Multi-criteria for selection of sites, Site visits.
Outputs: Project site(s)
TASK II
2. Identification of the appropriate technologies (technical and operational requirements)
for biofuels production; The most cost-effective and proven technologies shall be
selected for the prioritized infrastructure for production, processing, and distribution
of biofuels of the prioritized biofuels.
Tools and methods: Mass balance, Multi-criterion, Process analysis.
Output: Technology options, Process flow charts, List infrastructure and equipment.
TASK III
3. Characterization of the selected biofuels feedstock; These tasks seek to establish the
characteristics of the selected biofuels feedstock.
Tools and methods: Document review, laboratory experiments
Output: Characterization report.
TASK IV
4. Establishment of plant capacity sizes; This task seeks to establish the plant annual
production capacity.
Tools and methods: Outline method for plant sizing, forecasting, financial and
economic modelling
Output: Plant capacity size and investment costs
TASK V
5. Preparation of concept designs; This includes preparation of project preliminary
designs.
The sub tasks include;
i. Design requirements. Establish the design requirements such as plant capacity,
operation and maintenance and site conditions.
ii. Technology availability. Establish the availability of technology for production
of biofuels.
iii. Concept sketch and layout. Prepare options for plant layout that meets the
project requirements.
iv. Select plant concept and layout using a multi-selection criterion.
v. Revise and optimize the selected layout.
vi. Prepare preliminary designs that include design goals, design concepts
(Scheme, O &M, Equipment list)
Tools and methods: Document review, process simulation, AutoCAD
Outputs: Concept design
TASK VI

6. Cost estimates (BoQs). The purpose of this task is to determine the quantity and cost
of materials and equipment required to complete the project.
o Make an initial cost estimate based on the design report.
