ODISHA PUBLIC SERVICE COMMISSION ODISHA CIVIL SERVICES (MAIN) EXAMINATION, 2022 (ADVERTISEMENT NO. 17 of 2022-23) INSTRUCTIONS TO CANDIDATES 1. THE CANDIDATES MUST STUDY CAREFULLY THE FOLLOWING INSTRUCTIONS AND OBSERVE THE SAME METICULOUSLY WITHOUT FAIL. THEY SHOULD ALSO READ THE INSTRUCTIONS AS MENTIONED ON THE ADMISSION CERTIFICATE AND QUESTION-CUM-ANSWER BOOK. 2. Silence must be observed in the examination hall, 3. The candidates should note that the entire proceeding of examination will be under CCTV Surveillance. Any misconduct on the part of candidates during the examination will be seriously viewed by the Commission and his/her candidature will be liable for rejection. 4. Mention your Name, Roll No., Advt. No., Name of the post/service and year of the Examination in all correspondence with O.P.S.C. 5. You are responsible for safe custody of the Admission Certificate (AC) and in the event of any other person using the AC, you will be prosecuted along with the impersonator. 6. (i) The candidates are advised to be seated in their allotted Roll Nos. according to the seating plan by the Centre Supervisor. (ii) The candidates are not allowed to appear at a Centre other than the one indicated by the Commission. 7. Your candidature to the Examination is Purely Provisional. The candidature is liable to rejection in the event of any inadequacy/deficiency found at any stage and is subject to the fulfilment of terms and conditions laid down in the relevant advertisement. 8. (i) The candidate should report one hour before the stipulated time of commencement of examination, in the examination center allotted to him/her, for frisking in both the sessions. However, the PWD candidates should report one hour before the stipulated time of commencement of examination in the 1“ session and 30 minutes before the stipulated time of commencement of examination in the 2° session. (ii) No ndidale shall d_into_the cxamination hall after the scheduled time of commencement _of ¢ examination under any . You should bring only such materials to the Examination Hall/room which is permitted as per “Instructions to Candidates”. 10. The candidates are required to limit their answers within single Question-cum-Answer Book. No additional answer sheet shall be supplied to the candidates. They are advised not to fold the Question-cum-Answer Book and not to tamper the Bar code and OMR sheet (PART-B) on the Cover page. 11.The candidates must be very much careful to fill-up and darken his /her Roll No and Subject Codes in the Question-cum-Answer Books and to fill-up other relevant information in the appropriate spaces/boxes on the Question-cum-Answer Books and Answer Books Serial Number in the Attendance Sheets carcfully and correctly. Wrongly filled up Question-cum-Answer Books are liable for rejection at the risk of the candidate. 12.(i) The candidates must bring their admission certificates to the examination hall/room daily in each session to secure admission duly affixing their recent passport photograph at the space provided. They must read the instructions printed on the admission certificate ‘They must bring their identity proof in original (ic. Voter Identity Card/Driving License /Pan Card /Aadhar Card/Identity Card of Educational Institution) and its photocopy. (i) The candidates are required to put their full signature & left thumb impression in the attendance sheet and in the statement for distribution of Question-cum-Answer Books, in presence of the concerned Invigilator, when asked for. Such signature of a candidate should tally with his/her signature already uploaded earlier on his/her online application form. (iii) The candidates are advised to bring their own pen/ball point pen containing blue or black ink to answer the question. Use of any other ink is strictly prohibited. (iv) Candidates should keep copy of admission certificates duly affixing the passport size photograph with signature for future reference. (v) Candidates must hand over the admission certificates & copy of Identity proof to the Invigilator after completion of the examination. (vi) Candidates should write their Roll No. on the top of the copy of Identity proof & put their full signature and date at the bottom. 13. HE/SHE MUST ALSO READ THE INSTRUCTIONS PRINTED ON THE POSTERS DISPLAYED OUTSIDE THE EXAMINATION HALL/ROOM. 14. The candidates should not take any article into the examination hall/room except the article(s) mentioned in para-12 above. They should leave their books/notes or any articles, in the room arranged by the supervisor for the purpose at the entrance of the premises or anywhere else, except the venue of the examination at their own risk. NO CANDIDATE SHALL BE ADMITTED INTO THE EXAMINATION HALL/ROOM AFTER THE SCHEDULED TIME OF COMMENCEMENT OF THE EXAMINATION UNDER ANY CIRCUMSTANCES, WHATSOEVER. © 15.@qLoG TABLES / MOBILE PHONES/PAGERS/CALCULATORS, (PROGRAMMABLE) OR ANY OTHER ELECTRONIC EQUIPMENT OR DEVICE CAPABLE OF BEING USED AS A COMMUNICATION DEVICE, ARE NOT ALLOWED INSIDE THE PREMISES WHERE THE EXAMINATION IS BEING CONDUCTED. ANY INFRINGEMENT OF THE ABOVE INSTRUCTIONS SHALL ENTAIL DISCIPLINARY ACTION INCLUDING BAN FROM THE PRESENT AND FUTURE EXAMINATIONS. (ii) CANDIDATES WILL BE ALLOWED THE USE OF SCIENTIFIC (NON- PROGRAMMABLE TYPE) CALCULATORS AT THE CONVENTIONAL (ESSAY) TYPE EXAMINATION OF OPSC. PROGRAMMABLE TYPE CALCULATORS WILL HOWEVER NOT BE ALLOWED AND THE USE OF SUCH CALCULATORS SHALL TANTAMOUNT TO RESORTING TO UNFAIR) MEANS BY THE CANDIDATES. LOANING OR INTERCHANGING OF CALCULATORS IN THE EXAMINATION HALL IS NOT PERMITTED. (ii) ANY KIND OF DIGITAL AND MANUAL WRIST WATCHES SHALL NOT BE ALLOWED SINCE THERE WILL BE WALL CLOCK INSTALLED IN EVERY ROOM OF EXAMINATION CENTRE, (iv) CANDIDATES ARE ADVISED IN THEIR OWN INTEREST NOT TO BRING ANY OF THE BANNED ITEMS INCLUDING MOBILE PHONES/PAGERS TO THE VENUE OF THE EXAMINATION, AS ARRANGEMENTS FOR THEIR SAFE KEEPING CANNOT BE ASSURED. 16. The candidates should carefully read and follow the instructions printed on the cover of the question-cum-answer book provided to him/her in the examination hall/room, 17. The candidate should open the Question-cum-Answer Book, when they are instructed to do so. After opening, they should check that the Question-cum-answer book has a serial number printed on the cover page and check the continuance of page numbers before filling in the details. If the Question-cum-answer book is found unnumbered it should be replaced by a numbered one. 18.(i) The candidates must write the answers in English/Odia as per their preference of medium of language in the application form. (For non-language subjects only). (ii) The candidates should write clearly in ink or ball-point pen, their subject and roll number at the boxes provided for the purpose and darken the circles corresponding to each digit/letter. In case any correction is required to be made in the Roll Number, correction must be initialed by the candidate as well as the Invigilator and countersigned by the Supervisor. The candidate should write clearly in blue/black ball point pen, his/her Name, Date and Sitting, Exam center in specified boxes/ places. 19, (iii) The candidates are required to make entries for serial numbers of Question-cum-answer books issued to them in the attendance sheet and in the statement showing distribution of question-cum-answer books. Any change in the above particulars owing to replacement of defective question-cum-answer book should be reflected correctly by the candidates. (iv) Inside their answer books, they must not write any irrelevant matter, i.c. anything other than the actual answers to questions, any appeal to examiner for marks, criticism of question booklet, etc. (v) The candidates must attempt questions in accordance with the directions on each question-cum-answer booklet. If the questions are attempted in excess of the prescribed number, only the questions attempted first up to the prescribed number, shall be valued and the remaining answers will not be evaluated (vi) The candidates are required to write the answers within the space provided under each question. No additional answer sheet shall be supplied. (vii/The candidates are advised not to fold the bar-coded question-cum: answer book in any manner, as it may affect or damage the Bar Codes due to which answers will not be evaluated. (viii)The candidates are prohibited from writing on or tampering the Bar codes & OMR sheet in any manner. (ix) Question-cum-Answer Book with tampered Bar code & OMR sheet will not be evaluated (x) The candidates must not write on the question-cum-answer book their name or anything else except the specific items of information asked for. They must not put any distinguished marks/signature/initial on the question-cum-answer book that would reveal their identity. If any candidate does so, he/she will be debarred from the present recruitment and/or future recruitments as may be decided by the 0.P.S.C. (xi)The candidates must not write anything either in the question booklet (except his/her roll no.) or on admission certificates. NO CANDIDATE SHALL BE PERMITTED TO LEAVE THE EXAMINATION HALL/ROOM UNTIL 45 MINUTES HAVE ELAPSED AFTER THE COMMENCEMENT OF EXAMINATION. NO CANDIDATE SHOULD LEAVE THE EXAMINATION HALL/ROOM WITHOUT THE EXPRESS PERMISSION OF THE INVIGILATOR. BEFORE THE EXPIRY OF THE ALLOTTED TIME, IF LEAVING, HE/SHE MUST HAND OVER THE ANSWER BOOK AND QUESTION BOOKLET TO THE INVIGILATOR AND ONLY THE QUESTION BOOKLET SHALL BE RETURNED TO THE CANDIDATE AFTER END OF THE SESSION. HE/SHE SHOULD NOT TAMPER WITH OR MUTILATE OR TAKE AWAY THE QUESTION-CUM-ANSWER BOOK WITH HIM/HER. HE/SHE WILL BE PENALISED FOR ANY SUCH ATTEMPT. 20. A candidate intending to go to the toilet will be escorted by an Invigilator. Under no circumstances a candidate should go to the toilet un-escorted. He/she must not carry any examination material, e.g. question booklet or answer book with him/her to the toilet or outside the examination hall/room, Before going to toilet, the candidate must turn his/her question-cum-answer book upside down on his/her table/desk Ifa candidate slips away from the toilet, he/she will not be allowed to re-enter the examination hall, 21.No candidate will be allowed to go to the toilet during the last_30 minutes of the examination in cach session. 22, NO CANDIDATE WILL STAND NEAR OR LOITER IN AND AROUND THE EXAMINATION HALL/ROOM AFTER BEING PERMITTED TO LEAVE ON CONCLUSION OF THE EXAMINATION. 23,(i) No candidate shall copy from the paper of any other candidate, nor permit his/her own papers to be copied, neither give nor attempt to give, neither obtain, nor attempt to obtain irregular assistance of any description. (ii) Candidates are not allowed to speak to or communicate with one another in any manner, while they are in the examination hall/room/place. (iii) The candidate should carefully note thet copying or making extracts of any item or page of the question-cum-Answer book by him/her for any purpose whatsoever is strictly prohibited while the examination is in progress. He/she will be penalized for any such attempt. 24, Smoking or taking tea etc. in the examination hall/room is strictly prohibited. Match box or cigarette lighter is not allowed in the examination hall/room. 25. A warning bell will be given 5 minutes before the closing time of examination and the candidates must stop writing or revising their answers as soon as the second bell at the end of the stipulated period of the examination is rung and must remain at their desks until question- cum-answer books are collected from them. If a candidate wishes to leave the examination hall/room before the expiry of the allotted time, he/she must hand over his/her question-cum-answer book to the Supervisor or the Invigilator. A candidate leaving the examination hall/room, after handing over his/her question-cum-answer book to the Supervisor or the Invigilator or leaving without his permission, shall not be re-admitted into the examination hall/room for that session. 26.The candidate must abide by the instructions given above and such further instructions as may be given by the Supervisor/Assistant Supervisor/Invigilator of the examination. If the candidate fails to do so or indulges in disorderly or improper conduct, he/she will render himself/herself liable to expulsion from the present and/or future examination and/or such other punishment as the Commission may deem fit to impose 27. The candidate will furnish necessary and correct information as may be asked for from him/her in the examination hall/room by the Invigilator/Assistant Supervisor/ Supervisor. 28. Traveling and other expenses shall be borne by the candidate. 29. Assistance of Scribes/writers and extra time- (i) All the PwD candidates shall be provided compensatory time @ 20 minutes per hour i.e. 60 minutes in each sitting. It is to be ensured that, the Scribe should not possess same/similar/higher qualification and must not also be from same discipline for the competitive examinations and also a SCRIBE to be allowed for a “SUBJECT” must not have the same subject in his academic qualification. (ii) The candidates taking assistance of scribe shall submit self- attested copy of the identity proof of educational qualification (ie. last qualification) along with Identity Proof of the Scribe which will be submitted to the invigilator before entry to the Examination Hall, (iii) As per SSEPD Resolution No.-1843/SSEPD, Dt- 25.02.2021, the facility of Scribe or Reader or Lab Assistant shall be allowed in case of person with benchmark disability in the category of blindness, Locomotor disability (both arms affected) and Cerebral Palsy, if so desired by the person. (iv) In case of other category of persons with benchmark disabilities, the provision of scribe/reader/lab assistant can be allowed on production of a Certificate to the effect that the person concerned has-physical limitation to write, and scribe and it is essential to write in the examination on his behalf, from the Chief Medical Officer or Civil Surgeon or Medical Superintendent of a Government health care institution as per Proforma at APPPENDIX-I of SSEPD Resolution No.- 1843/SSEPD, Dt- 25.02.2021. (v) The PWD Candidates who have opted to take the help of scribe in the online application form and as per list furnished by the OPSC to the centre they can only take assistant of scribes in the Examination. Persons other than those recognized by the Commission cannot be engaged as a scribe by the candidate in the Examination, 30. The provisions of the Odisha Conduct of Examination Act, 1988 (Odisha Act 2 of 1988) are applicable to the examinations conducted by the Odisha Public Service Commission. 31. The candidature is liable to rejection in the event of any infringement of the terms and conditions laid down in the advertisement. NB:- “Candidates are advised to take care that there is no palpable discrepancies in their appearance and signature in the Attendance Sheet with the photos and signatures already uploaded. Impersonation is a serious criminal offense. Any effort may result in serious consequences for the candidates as well as for the person who tries to impersonate”. 32. If any candidate raises a doubt about any apparent mistake, ambiguity, or anomaly about any item in the Question-cum-Answer Booklet, he may be advised to answer the item as it is and make a representation to the Commission. In his representation candidate should indicate name of examination, his full name, roll number, name of the subject, centre, serial number and series of the test booklet, serial number of the item and nature of mistake/ambiguity. The candidate may be informed that the Commission will take due note of his representation while evaluating the Question-cum-Answer book. 33. Candidates are advised to locate the Examination Centre and its accessibility at least a day before the Examination so that they can reach the test center on time for the test.
