BILL FOR CONSIDERATION

MR. SPEAKER: Now the House will take up consideration of the

ENVIRONMENTAL CONSERVATION AND PROTECTION OF NATURAL RESOURCES BILL, 2024.

Minister, please.

MINISTER FOR ENVIRONMENT AND NATURAL RESOURCES: Mr. Speaker,

I beg to move:

"That the Bill to establish comprehensive measures for the conservation and protection of the
environment and natural resources, and for matters connected therewith or incidental thereto, be
taken into consideration."

Sir, the world is facing unprecedented environmental challenges, and it is our responsibility to take
decisive actions to protect our planet and preserve its natural resources. This bill aims to address the
pressing issues of environmental degradation, deforestation, pollution, and the unsustainable use of
natural resources.

The key provisions of the bill are as follows:

1. **Environmental Conservation and Protection Authority (ECPA):**

- Establishes a centralized Environmental Conservation and Protection Authority responsible for

formulating and implementing policies to conserve and protect the environment.

2. **Natural Resources Management:**

- Defines a framework for sustainable management of natural resources, including water, air, soil,
forests, and biodiversity.

- Introduces strict regulations on activities that may lead to the depletion or degradation of natural
resources.

3. **Pollution Control Measures:**

- Strengthens regulations to control air, water, and soil pollution.

- Mandates industries to adopt eco-friendly practices and invest in pollution control technologies.

4. **Biodiversity Conservation:**

- Implements measures to safeguard and promote biodiversity.

- Establishes protected areas and habitats for endangered species.

5. **Waste Management:**

- Promotes waste reduction, recycling, and proper disposal methods.

- Encourages the development of sustainable packaging and products.

6. **Climate Change Mitigation and Adaptation:**

- Formulates strategies to mitigate climate change impacts.

- Promotes renewable energy sources and energy efficiency initiatives.

7. **Environmental Impact Assessment (EIA):**

- Requires mandatory Environmental Impact Assessments for major development projects.

- Ensures public participation in the decision-making process for projects affecting the
environment.

8. **Penalties and Enforcement:**

- Establishes stringent penalties for violations of environmental laws.

- Empowers designated authorities for effective enforcement of environmental regulations.

Sir, the urgency of this bill cannot be overstated. It is our duty to pass legislation that not only
addresses the immediate environmental challenges but also secures a sustainable future for
generations to come. I urge all honorable members to support this crucial legislation.

MR. SPEAKER: Motion moved.

"That the Bill to establish comprehensive measures for the conservation and protection of the
environment and natural resources, and for matters connected therewith or incidental thereto, be
taken into consideration."

I now open the floor for debate and discussion on the Environmental Conservation and Protection of
Natural Resources Bill.

**Opposition Member 1 (OM1):**

Mr. Speaker, while we acknowledge the importance of environmental conservation, we must

express concerns about the potential economic impacts of stringent regulations. Small businesses,
especially in industries like manufacturing, may struggle to comply with the proposed measures,
leading to job losses and economic downturns in certain regions.

**Opposition Member 2 (OM2):**

I appreciate the government's commitment to addressing environmental challenges, but we need to

consider the balance between conservation efforts and economic growth. The bill seems to focus
heavily on restrictions and penalties, and we should explore more incentivized approaches to
encourage industries to adopt sustainable practices voluntarily.

**Opposition Member 3 (OM3):**

There's a lack of clarity in the bill regarding the allocation of responsibilities and resources for
implementing these measures. Without a clear framework for enforcement, the proposed
regulations may remain ineffective. We need a more detailed plan for how the Environmental
Conservation and Protection Authority will work with other relevant bodies to ensure proper
execution.

**Opposition Member 4 (OM4):**

While we all support the protection of natural resources, this bill appears to be placing a
disproportionate burden on certain industries. Agriculture, for instance, is a vital sector for our
economy, and the proposed regulations might hinder the productivity of our farmers. We must find
a balance between environmental protection and ensuring the sustainability of our food production
systems.

**Opposition Member 5 (OM5):**

I appreciate the government's intent to combat climate change, but we must also consider the
global nature of environmental issues. Our efforts may be undermined if other nations do not adopt
similar measures. The bill lacks provisions for international cooperation on environmental
conservation, and we should prioritize diplomatic efforts to address these challenges collectively.

Mr. Speaker, in conclusion, while we support the overarching goal of environmental conservation,
we believe that the current bill needs further refinement to address economic concerns, clarify
implementation strategies, and foster international collaboration for a more comprehensive
approach to global environmental issues.
