Abstract: One of the measures adopted widely in Europe and Romania is to increase the energy performance of
buildings and to implement thermal rehabilitation programs. Energy diagnostics of buildings have been promoted in the
countries of the Union and the Energy Certificate has become a constant presence and necessity in the technical life of
buildings. The main objective of this thesis is to compare the Romanian methodology with that of the advanced
European countries, EU and non-EU members, and to find an instrument - an experimental calculation formula
through which the rigor of the energy audit measures can be confirmed. Thermal regime, energy performance, direct
measurement, computation of calculation methodologies, case studies, practical solutions, prediction models are the
main elements of this paper. whether it is a public building or home, the Energy Situation of Buildings, is one of the
most sensitive in terms of applied research and specialists. Increasing energy efficiency and reducing energy losses
would result in lower energy consumption in relative and absolute values. The conclusions of the study on increasing
the energy efficiency of buildings are presented in the following ideas: - Developing a realistic analysis of the technical
possibilities for verifying energy audits. Proposals and calculations lead to certainty that the errors in an energy audit
will no longer exceed 10%. Developing a realistic analysis and comparisons of the methodologies and terms and
terminology in Romania and the EU countries in the field of regulation and establishing the energy performance of the
building, highlighting the elements that differentiate us and to which Romania has to align. Introducing the calculation
of the heat demand for heating for each month relative to the reference temperature taken from the meteorological
station corresponding to the respective climatic data of the locations. This can generate a real source and a huge
potential for energy savings in the case of Romania with beneficial effects to the final consumer. Therefore, introducing
the monthly calculation and phasing out the seasonal calculation method could generate a real source and a huge
potential for energy savings, with beneficial effects to the final consumer. This would lead to high accuracies in energy
audits and recommended thermal rehabilitation measures, with positive direct consequences on heat bills, emissions, the
activities of district heating companies and energy producers.

Key words: heat transfer, buildings, energy efficiency, audit.
