intention of finding and killing Muslims. He stopped shortly thereafter to put on combat

to be Muslim based on the clothing that they ware. He drove by the family of five on the
‘opposite side of a four-lane boulevard, stopped, and then turned around to drive back
towards them, He accelerated as he approached the intersection, He drove into the victims
at full speed, without touching the brakes. He killed four members of the Afzal family
‘Talat Afeaal, Salman Afzal, Madia Salman and Yumnah Afzaal. The youngest ofthe
Vietims, Fayez.Afzaal, was just nine years old. He miraculously survived the attack but

This event sent ripples of fear and devastation throughout the London community and
beyond. The offender did not know the vietims. He had never met them, He killed them,
because they were Muslim. The offender was @ voracious consumer of extremist right-
‘wing intemet content, including content on the “dark web". He became obsessed with
manifests written by other mass killers and videos depicting their crimes. Inspired by
those individuals, the offender began planning a deadly attack against Muslims in March
‘of 2021. He bought a large truck and equipped it with a heavy grill guard. He tinted the
‘windows. He purchased combat geat. He researched the speeds at which a vehicle was
‘most likely to killa pedestrian. He put his plan into action when he encountered the Afzaal
family. “He murdered four beloved members of the London community, and forever
changed the life of the young boy who survive.
