HISTORY
DURING THE COLONIAL ERA IN COLOMBIA, THE
CORREO MAYOR DE INDIAS (MAJOR POSTAL
SERVICE OF THE INDIES) WAS ESTABLISHED
THROUGH A PRIVILEGE GRANTED BY THE SPANISH
CROWN TO DON LORENZO GALÍNDEZ DE CARVAJAL
IN 1514. THE POSTAL OFFICES WERE INITIALLY
LOCATED IN THE PLAZA MAYOR DE SANTAFÉ AND
LATER MOVED TO CALLE REAL, NOW KNOWN AS
CARRERA SÉPTIMA. THE CASA REAL DE
ADMINISTRACIÓN DE CORREOS (ROYAL HOUSE OF
POSTAL ADMINISTRATION) WAS BUILT IN 1553 ON
THE SOUTHERN CORNER OF THE CATHEDRAL OF
BOGOTÁ AND STOOD FOR A CENTURY AND A HALF,
BUT IT WAS DEMOLISHED IN THE SECOND HALF OF
THE 20TH CENTURY TO CONSTRUCT THE RESIDENCE
OF THE ARCHBISHOP OF BOGOTÁ.
WHO WE ARE
The Ministry of Information Technology
and Communications, established by
the ICT Law, is responsible for
designing, adopting, and promoting
policies, plans, programs, and projects
related to Information Technology and
Communications in Colombia. Its main
function is to increase and facilitate
access to these technologies and their
benefits for all residents of the
country.
THE FOUR PHASES
THE MINISTRY OF INFORMATION TECHNOLOGY AND COMMUNICATIONS (MINTIC) OF COLOMBIA HAS CREATED A
DIGITAL TRANSFORMATION MODEL TO HELP ORGANIZATIONS MODERNIZE AND ADAPT TO THE DIGITAL
ENVIRONMENT. THE MODEL IS DIVIDED INTO FOUR PHASES: DIAGNOSIS, DESIGN, IMPLEMENTATION, AND
MONITORING AND EVALUATION.
IN THE DIAGNOSIS PHASE, THE CURRENT SITUATION OF THE ORGANIZATION IS ANALYZED, AND ITS NEEDS AND
OBJECTIVES ARE IDENTIFIED. IN THE DESIGN PHASE, A STRATEGIC PLAN IS DEVELOPED, WHICH INCLUDES CLEAR
OBJECTIVES, NECESSARY TECHNOLOGIES AND TOOLS, SUCCESS INDICATORS, AND RESOURCE ALLOCATION.
DURING THE IMPLEMENTATION PHASE, NEW TECHNOLOGIES ARE ADOPTED, PROCESSES ARE IMPROVED,
EMPLOYEES ARE TRAINED, AND A DIGITAL CULTURE IS CREATED WITHIN THE ORGANIZATION.
IN THE MONITORING AND EVALUATION PHASE, THERE IS CONSTANT TRACKING OF SUCCESS INDICATORS TO
ASSESS PROGRESS AND MAKE NECESSARY ADJUSTMENTS.

THE MINTIC'S DIGITAL TRANSFORMATION MODEL IS A FRAMEWORK AIMED
AT ENHANCING THE EFFICIENCY, PRODUCTIVITY, AND COMPETITIVENESS OF
ORGANIZATIONS IN THE DIGITAL ENVIRONMENT. IT FOCUSES ON MEETING
THE NEEDS OF END USERS, FOSTERING A DIGITAL CULTURE, ADOPTING
EMERGING TECHNOLOGIES, PROVIDING TRAINING TO EMPLOYEES ON NEW
TECHNOLOGIES AND TOOLS, AND ENSURING DIGITAL SECURITY. HERE ARE

9 STEPS
The MinTic digital transformation model consists of a nine-
step methodology to guide organizations in their
technological modernization process. The steps are:
1 strategic analysis,
2 business model analysis,
3 identification of technological requirements,
4definition of solution architecture,
5 project planning,
6 implementation of the solution,
7training and formation,
8 monitoring and follow-up,
9 continuous improvement.
Each step has a specific focus to achieve a successful
digital transformation.

IN THE GOVERNMENT IS A COMMITMENT OF PUBLIC ENTITIES AND THE

AND GREATER COMPETITIVENESS FOR COMPANIES IN A SOCIAL, ECONOMIC

Public entities will have a Digital Transformation Plan

following two years and in which the initiatives and
projects to be developed are proposed in accordance
with the prioritization of areas of the organization and
processes that will be digitally transformed. The digital
transformation will allow the development of actions to
ensure change management and ensure the
appropriation of emerging technologies.
