OPDC ‘Prospectus’

Stage 1: March 2022

To most of Park To Harlesden station,

Royal, by bike! and new TfL-funded
Wembley cycle route

To HS2

OPDC had yet to

abandon this Local
Plan footbridge, as
it tried to do later!
Stage 2: May/June 2022
Likely position of the
Local Plan bridge!

So what
happened
next? ...
Item 9: The ‘Old Oak West SPD’ came within
a whisker of unlawfully changing this OPDC
Local Plan policy!

“A SPD must not conflict with the adopted development plan,

and it must contain a reasoned justification of the policies
contained in it.” (source: legislation.gov.uk)

OPDC’s publication of this image was unlawful, never

mind that the illegality was dropped at the last minute.
Ignoring Park Royal connectivity
(OPDC just shows HS2 station’s connection,
even before it removed the footbridge)

Likely route of footbridge!

(At western end of Station Square South;
elsewhere is now considered impossible)
Ealing Council writes in 2021…
“Recently completed North Acton Station Square
provides a public space adjacent to North Acton Under-
ground Station. This much needed public space is
available for community groups and residents to use
informally or as an outdoor space to host events and workshops.”

Why is 09.18 Appendix 18 “North

Acton Station Feasibility Study
Update” still being offered to the
Board to approve?
OPDC had decided there can
NEVER BE a footbridge to
‘Station Square North’ as the
basis to produce the report.
It is now called “an alternative
view”! But it is based on illegality.
It is therefore unreasonable
spending of public funds.

but it
would
be at a
higher
level.

Looking east from Park Royal

Road, towards the tube station:
Nearest is the cemetery bridge.
Furthest is Chase Road.
They are likely levels of a Local
Plan footbridge beyond them.

Inadequate width of

Inadequate width of

move or rotate the

OPDC’s lost connectivity!
Liz Peace, chair, OPDC writes…
“I assume that, in the event that OPDC were
to reinstate the footbridge (which is, I should
stress, a purely hypothetical assumption at
this stage) you would not wish to take up the
time and resources of the organisation in
pursuing your complaint.”

The reply…
“I do not consider you have powers to
'reinstate' the footbridge, because you
do not have legal powers to remove it
in the first place.”
The OPDC grudgingly keeps the Local Plan foot-
bridge, but - shroud-waving - drops a heavy hint it
might disappear in the next OPDC Local Plan.
What does LB Ealing’s political leadership think
about the borough having no footbridge here??
I have walked between Park Royal and North Acton station for
over 45 years! Motto: “Wait half-a-century, something good
comes along!” So what does my LB Brent leadership think??
OPDC says: “Inclusion of updated infrastructure information for the
North Acton Station Bridge was intended to reflect updated outputs
of supporting studies. It was not the intention to change the Local
Plan policies relating to the delivery of the bridge.”
YES IT WAS! The whole of the current North Acton Station study is
based on the policy of the OPDC that the bridge could be dropped!
