CORRUPTION ANALYSIS.

Paragraph one.
In June 2023, Madam Cecilia Dapaah who is the former minister for sanitation and water
resources filed a report against her two domestic helps for stealing and making away with her
personal valuables and cash amounts of One Million Dollars, Three Hundred Thousand Euros
and several Million of Ghana Cedis.
This report led to Madam Cecilia Dapaah's arrest by the Office of the Special Prosecutor on July
22, 2023, on the count of “suspected corruption and corruption-related offenses”.
Details of this story can be found at https://www.africanews.com/2023/07/24/ghana-minister-
arrested-after-1m-cash-scandal//.
This incident raised many questions by anti-corruption campaigners and concerned Ghanaian
citizens on why and how a public servant should possess such a huge amount of money in her
house when the country is faced with serious economic crises.
This incident fits perfectly within the definition of corruption because it is obvious that, the said
funds were not earned legally by the minister instead, they are public funds allocated to the
ministry, but she used her position as the head of the ministry to divert some percentage of the
funds for her keeps.

Paragraph Two
This scandal has caused a lot of harm to Ghanaian citizens especially the less privileged.
This harm ranges from loss of properties, flooding, health issues, poor sanitation, and lack of
good drinking water among others.
In Ghana, sanitation is a serious issue the country is battling, there are lots of choked gutters,
lagoons, and drains that need to be de-silted. This has resulted in flooding in many places
anytime there is heavy rainfall. Aside from this, many cities and villages in Ghana are deprived
of good drinking water.
A huge amount of money is allocated to the Ministry of Sanitation and Water Resources every
year to solve this problem, but the minister is unable to make any significant improvement to this
situation with the allocated funds because a percentage of the money is being reserved for her
personal use.
These actions cause serious harm to society and lead to underdevelopment.
Paragraph Three
This type of corruption is purely theft, and it is very possible to control it.
This can be controlled by joint actions from firms, industries, and politics because theft is
widespread in almost every industry and sector in Ghana.
To provide a lasting solution to this problem, it requires the involvement of people from every
industry and sector.
To end corruption in Ghana, the country needs to have a leader who is truly dedicated to fighting
corruption, a leader who can put his feet on the ground, provide exemplary leadership, set rules
and regulations to aid in the fight against corruption, and ensure that those rules and regulations
are strictly adhered to, and compliance monitored by the responsible institutions.
It is usually hard for people to adapt to change, hence when new measures are put in place and
not enforced strictly, people will easily return to their old ways of doing things. Hence if
measures are put in place to ensure that people are comfortable, for example when employees are
paid attractive salaries, they will think twice before doing things that might lead to the loss of
their jobs.
Hence, if the right measures are put in place, bringing local circumstances into consideration,
Ghana will be able to fight corruption like Singapore and Hong Kong.
