The undersigned hereby assumes command of the Veterans of Foreign Wars Department of South Carolina
effec�ve June 25, 2023. All previous appointments and commitees are hereby declared null and void.

Comrades,
I would like to thank all the members of the State of South Carolina for putting their trust in me to
be their Department Commander for 2023-2024. Moving forward is my motto and we will be
doing just that. From raising much needed funds for our VSO office to honoring our POWS who
returned for Hanoi Hilton 50 years ago.
We are looking to serve our veterans in rural location throughout our state, to help them get the
benefits they deserve.
Membership is always at the top of our priorities and is no different this year. Our goal is 102% in
total membership. Working closely with our auxiliaries is essential for our overall success for the
Posts, Districts, and the Department.
We all must work together for our veterans and their families.
Let us all strive to be kind to each other and to make 2023-2024 a great year.

Membership Mission
To recruit, retain and mentor a strong membership base, consis�ng of all genera�ons of
veterans, including every category of race, gender, ethnicity and/or religious beliefs.

To cul�vate a membership well versed in instruc�onal knowledge, that is ac�vely involved at all
levels of the organiza�on and in their local community.
To create and develop Posts with an established vision of service, leadership, and community
outreach.
Introduc�on
The #1 priority for South Carolina in 2023-2024 is to double our efforts in the areas of recrui�ng
and retaining membership throughout the en�re state. Success starts at the Post level: each

Post must have a strong membership chairman, as well as a commitee that coordinates with
the District and Department membership chairmen and their respec�ve commitees. Their
goals and purpose are to help coordinate recrui�ng events, while assis�ng Posts to make their
membership program successful.
For those who are a Post, District or Department line officer: we need to show our members
how it should be done, by ge�ng out there and leading by example, and demonstra�ng how to
recruit and retain members ourselves. We also must use all means necessary to reach out to
poten�al new members and retain our current comrades, using modern technology. Ge�ng
outside the four walls of the Post can be accomplished while introducing ourselves to poten�al
new members via social media, emails, calling and/or tex�ng.
Membership Goals
1. Con�nue to build strong membership programs at the Post, District and Department
levels, while working with the Department Membership co-chairman. We need to work
together to reach the goals set for membership with constant communica�on.

2. Con�nue to work together and promote all our VFW Programs. Most importantly, we
need to be visible in the community: doing fund raisers; atending local community events;
recrui�ng new members; and handing out Buddy Poppies.

Membership Objec�ves
1. Every member should recruit and mentor one new member.
2. Every Post needs to renew current members with reten�on being 75% or higher.
3. Every Post needs to recruit a minimum of five new members.
4. Increase Life and Legacy Memberships.
5. Increase and improve membership drives throughout the State.
6. Develop new Posts, and/or revitalize exis�ng Posts.

Legacy Membership
Any post reaching 15 new legacy members or increasing their legacy life membership by 15
members in 2023-2024 will be awarded $250.

Membership

Early Bird Award


1. Any post that reaches 102% by February 29, 2024 will receive $200.
2. Any District that reaches 102% by April 30, 2024 will receive $300.

New Post Development


For each new post created the department will provide $300 toward necessary materials for
that new post.

Post Membership Incen�ves by Division:

1. Division 1&2 First Post to 102% receives $600.


2. Divisions 3,4&5 First Post to 102% receives $500.
3. Divisions 6&7 First Post to 102% receives $400.
4. Divisions 8,9&10 First Post to 102% receives $300.
5. Divisions 11 First Post to 105% receives $200.

Membership Trophy
During each Counsel of administra�on mee�ng the membership trophy will go to the district
that has the highest membership percentage. It will be determined by the percentages of the
morning of the mee�ng.

1. The district with the highest membership percentage on 6/30/2024 will receive a Top
District 2023-2024 trophy for the district to commemorate the accomplishment.
2. The District Commander will also receive a plaque to commemorate the
accomplishment.
3. The post with the highest membership percentage on 6/30/2024 will receive a Top Post
2023-2024 trophy for the post to commemorate the accomplishment.
4. The Post Commander will also receive a plaque to commemorate the accomplishment.

Henry Rifle
Posts that reach 95% in membership by 12/31/2023 will have their Quartermaster entered into
a drawing to receive a Henry Rifle presented at the conference in February 2024. The drawing
of this award will be on 1/10/2024 at the Staff Mee�ng and will be broadcast on Facebook Live
at 10am. (this is only valid for posts who have turned their bonding paperwork in audits in
correctly and on time)

Golden Pen Award


Posts that have completed all required tasks on the All-American Dashboard and are at

95% membership by 12/31/2023 will have their Adjutant entered into a drawing for the Golden
Pen Award. The drawing of this award will be on 1/10/2024 at the Staff Mee�ng and will be
broadcast on Facebook Live at 10am. This award is an engraved pen set. It will be presented at
the Winter Conference in February along with a $100 Gi� Cer�ficate to the VFW Store (this is
only valid for posts who have turned their bonding paperwork in audits in correctly and on
time)

Buddy Poppies 500 ordered by 01/ 31/2024, thru the Department QM.

Make a Donation to the Following:

Commanders Special Project $150 minimum


National Home $75 minimum
Veterans Military Support paid to National by 01/ 31/ 2024 $100 minimum

All Donations to be paid to the Department QM no later than 01-31-2024.

Post to submit Post Member of the Year (holds no officer position) by no later than 4-30-2024

Post must have 5 reports in by 04/30/ 2024

Must submit 3 legislative reports to the Legislative Chairman by 04/30/2024

Must submit one Patriots Pen and One VOD winner to the district awards chairman no later
than 11/ 15/2023.

Must submit one of the following Smart/Maher Teachers Ci�zenship Educa�on Award to the district
awards chairman no later than 11/15/2023(Elementary K-5 Middle 6-8, High School 9-12)

Must make 102% in membership with 50% retention. Must recruit or retain a minimum of 5
members and meet the Post All State requirements by 04/ 30/2024, for your Post to receive All
State honors at the State Convention.

Post who makes all the above requirements by 06/30/2024 will be awarded at their own Post
meeting.

Post that makes All State will receive a plaque. Post Commander and QM will have the option
of receiving All State hat and pin or $100 each.

one Teacher of the Year winner in each of the three categories (Elementary K-5, Middle 6-8 and

Make a Donation to the Following payments must be received no later than 1-31-2024 to the
Dept QM.

Submit Employer of the Year (No Government Businesses) no later than 4-30-2024

Must Make 102% in membership and meet all State Requirements by April 30, 2024, to receive
All State Honors at the Department Convention.

Districts who make all the above requirements by June 30, 2024, will be awarded at the
Department SOI.

Most Outstanding Post and District Commander


CRITERIA

MUST BY ACTION, VISION, PLANNING UP DOWN THE CHAIN OF COMMAND:

Inspire the members of the Post or District to succeed in the following programs:

1) Community Service Reporting: Must have Community Service reports sent to the
Community Service Chairman
2) Americanism Reporting: Must have Americanism reports sent to the Community Service
Chairman.
3) Safety Reporting: Must have Safety reports sent to the Community Service Chairman.
4) Youth Activity Reporting: Must have Youth Activity reports sent to the Community
Service Chairman.
5) Must attain at least 100% plus two (2) in Post/District membership.
6) Post: Must order Buddy Poppies
7) District: All Posts must have ordered Buddy Poppies.

CRITERIA
This award will be presented to the one Post in the Department of South Carolina which
exemplified ac�ve involvement and commitment to their local community and to our veterans.
The selected Post will have demonstrated through their submission of Community Service
reports throughout the year that they are ac�vely involved with their local community.
1. Each DISTRICT COMMANDER will nominate the most outstanding Community Service
Post in their district. District Commanders may require their Posts to forward their
submissions through their District for selec�on or may simply provide a leter to the
State Commander officially nomina�ng their selec�on.
2. Each Post applying for this award must submit a writen summary of how it interacted
with their local community over the three quarters of the repor�ng year from 1 July
through 30 March. This submission should include pictures, news clippings, and any
other suppor�ng documenta�on. Ac�vi�es such as Veterans in the Classroom,
Memorial Day and Veterans Day ceremonies, community parades, etc. should be
documented. The packet should be sent to the Awards Chairman to be received Not
Later Than 15 April.
3. The Post must have at least one report in each of the Community Service categories (i.e.
Americanism, Safety, Youth Ac�vi�es, (i.e. Patriots Pen, Voice of Democracy, Na�onal
Ci�zenship Educa�on Teacher programs), and Veterans and Military Support.
4. The Post must have sponsored a Community Flag Disposal Program which is open to the
public. Some type of communica�on must have been distributed (i.e. flyer, local
newspaper adver�sement, or posted on a flag collec�on box). Evidence of this
communica�on should be included in the Post’s entry submission.
5. The Post must have distributed flags or wreaths at a local cemetery to honor deceased
veterans.
6. The Post must have donated at least one flag to an ins�tu�on such as a local school,
library, public building, etc.
7. The Post must have submited at least one entry in the Patriots Pen, Voice of Democracy,
and the Na�onal Ci�zenship Educa�on Teacher programs to their District for judging.

9. The State Commander, through consulta�on with the Community Service Chairperson

the Post with the most dollars donated.

in need.

4. Chaplain must be the Chairman of any memorial service including Memorial Day.

5. Chaplain, if able, must attend all Post meetings.

District levels.

7. The Department Chaplain will judge this award basing his/her decision on the overall
ser- vices, as stated above, to veterans and their families.
