Welcome to the Japan Kobe Mission. We are pleased to have you join our family and look forward
to working with you in establishing the kingdom of God in this part of His vineyard.

You were foreknown and foreordained for this hour and for this work. I believe that you, along
with those with whom you will labor, received your first lessons "in the world of spirits" and that
you were reserved to come forth in this day to declare the Gospel of Jesus Christ unto those of
covenant Israel who now occupy the isles of Japan. (See Alma 13:1-6; D&C 138:55-57; Ephesians
1:1-14; Abraham 3:22-23)

In D&C section 29:4-7 the Lord speaks to you about your calling and mission. He says, “Verily, I
say unto you that ye are chosen out of the world to declare my gospel with the sound of
rejoicing, as with the voice of a trump. Lift up your hearts and be glad, for I am in your
midst, and am your advocate with the Father; and it is his good will to give you the kingdom.”
What a promise! And, as it is written – “Whatsoever ye shall ask in faith, being united in prayer
according to my command, ye shall receive. And ye are called to bring to pass the gathering
of mine elect; for mine elect hear my voice and harden not their hearts;”

Your purpose as a missionary is find those elect and help them back to their Father in Heaven.
Elder Oaks taught, “We do not preach and teach in order to bring people into the church or increase
membership of the church. We do not preach and teach just to persuade people to lead better
lives…We invite all to come unto Christ by repentance and baptism and confirmation in
order to open the doors of the celestial kingdom to the sons and daughters of God.”

We expect you to remember all that you were taught in the MTC—especially the doctrines and
skills contained in Preach My Gospel. You will need every bit of that knowledge to be successful
in this work. We now expect you to walk with the Savior and establish the church by following the
direction and promptings of the Spirit.

Never forget the importance and nobility of your calling. You have been called and set apart as an
ambassador of our Lord and Savior Jesus Christ. "Whosoever receiveth you, receiveth Him.”
(D&C. 99:2) Always conduct yourself as a representative of Jesus Christ and never do anything
that would prevent you and your companion from having the Spirit with you always. Remember
that you have been called to bring souls to Christ, and that cannot be done without the Spirit of
God.
As you have questions during your mission remember that you have leaders to consult with, but
never forget that you can go straight to “the source” and ask for guidance and answers from God
Himself. “Ask and ye shall receive” is the promise. Heavenly Father hears and answers the
prayers of His children. Please always remember that.

In the Japan Kobe Mission we fulfill our missionary purpose by focusing on the complete Gospel of
Jesus Christ: Finding, Teaching, Baptizing, Retaining, and Rescuing those prepare to receive the
Gospel. We understand that the Wards and Stakes hold the keys to missionary work for their area,
so we will work in unity with them to establish the church. We understand the importance of the
Spirit, the Scriptures, the Missionary Handbook, and Preach My Gospel and will implement
their teachings into our daily lives.

 Each Missionary raises the light of the Savior and uplifts those around them.
 Each Missionary works in unison with the Wards to establish the kingdom.
 Each Missionary Walks with Our Savior – everyday.
 Each Missionary fulfills his missionary purpose by relying on the Spirit of the Lord in all
things.
 Each Missionary experiences the joy of missionary service.
 Each Missionary is committed to keeping their temple covenants and prepared to become
a worthy parent and spouse and to raise a righteous family in the gospel.
August 12, 1901
President Heber J. Grant arrives in Yokohama and opens Japan for missionary work.

September 1, 1901
President Grant (then an apostle but later to become the seventh president of the Church) offers an
address in which he says:
“As an apostle and minister of the most high God, I salute you and invite you to consider the
important message which we bear. We do not come to you for the purpose of trying to derive you of
any truth in which you believe…we recognize you as the children of our common father…Our
mission is one of duty…we offer you blessings which are beyond price – they are not of man, nor
do they come by the power of man…Come unto the light and truth…then shall your souls be filled
with peace and love and joy…” (Millennial Star, September 26, 1901)

March 21, 1906

The Book of Mormon is first translated into Japanese primarily by Alma O. Taylor.

 The person conducting the interview should use the following questions, with the guidance of the
Spirit, to determine whether the baptismal candidate meets the qualifications described in Doctrine
and Covenants 20:37. (Also see Mosiah 18:8-10 and Morone 6:1-4) He should adapt the
questions to the age and maturity of the candidate.

 Before the baptismal interview, please ask your ward clerk for a baptismal record.
 Please have your candidate fill in the “Individual” section himself.
 Please never forget to have your candidate fill in the “Permanent Address” section. Please have
your candidate write this section even if his current address is the same as his permanent address.
 Please have the people that did the baptismal interview and baptismal oridnance sign the
baptismal record immediately.
 After the baptism and confirmation, please have the local bishop or branch president sign the
baptismal record immediately.
 Please remeber to write the membership record number of the missionary that preformed the
baptism next to were he signs his name. If a member preformed the baptism the membership
record number is not needed.

 Make baptismal services well-planned, well-organized, and dignified.

 Do not perform the baptismal interview right before the baptism. Try to get it done a week in
advance.
 Individuals under the age of 20 are not to be baptized without prior consent (in writing, if
possible) of the parents.
 In cases of past transgression involving serious crime, abortion, or homosexuality, the
investigator must be interviewed by the mission president or one of his counselors.
 Investigators must attend Sacrament Meeting at least three times and meet the bishop before
being baptized.
 Please fax the baptismal form to the recorder ASAP before mailing it to the honbu. The earlier
records are received, the faster the baptism is recorded and the membership record is made.
 You will need to give a copy of the baptismal record to your ward clerk after it is all filled out.

After every baptism, please send in the following things to the mission office. These items are essential in
recording the recent convert’s baptism.
 A FAX of the baptismal record. (This is needed to make sure there is no mistakes on the actual
record.)
 The actual baptismal record. (This is needed at the church headquarters in order to create a
member record for the recent convert.)
 Baptismal photo. (This is needed at the office to put on the baptismal board and Weekly
Email.)

  Introducing a baptismal candidate is a very important responsibility because it is a special day
for the investigator receiving baptism. If you are asked to introduce a baptismal candidate please
be sure to prepare adequately to ensure your introduction is uplifting, informative, and
appropriate for a sacred baptismal service. Be sure to visit with or interview the baptismal
candidate to discuss what personal information he or she would like to include in their
introduction. Also, please prepare and practice the introduction to ensure your Japanese is
correct and appropriate (use polite Japanese). It is highly recommended that your write down
what you want to say. Below is a sample phrase in Japanese for introducing a baptismal
candidate. There are also some topics you may want to share in their introduction.

1) Properly introduce the candidate.

2) Tell appropriate information about the baptismal candidate. Such as –

whatever events or thoughts they feel that accurately tell the story of their conversion. These questions
are merely some ideas to help them begin.

The wording for the ordinances of baptism and the sacrament is specified in Doctrine and Covenants
section 20, and is given below. The other ordinances on this list do not have set wording in their
entirety, but must include certain elements (for example, stating that the ordinance is being performed
by the authority of the Melchizedek Priesthood, and using the wording “receive the Holy
Ghost”/“Seirei o ukenasai”); an explanation of the ordinances of confirmation and administering to the
sick is given in the (white) missionary handbook. Sample wordings are given below.

Baptism:

FUNDS: As a missionary you have a stewardship for two distinct sets of funds. They should be
kept separate and used as follows:

Note: when you arrive in the mission you will purchase a set of futon sheets and a bicycle helmet,
and the cost (amounting to about 5,600 yen) will be deducted from your first allotment of MSF.
During your first transfer you will need to supplement your MSF from your personal funds.

EMERGENCY FUNDS: (White Handbook Manual Pg. 45). Every missionary should carry with
them, at all times, 10,000 Yen as an emergency fund. This should be your personal money. This
is a directive from our Area Presidency.

A. CHECKS: Personal checks, money orders, bank drafts, etc. cannot be cashed in Japan.
Sending cash through the mail is not encouraged.

B. ATM’S: You can obtain cash at ATM’S in the post office. You should have no
problem if you have a pin number and the bank at home understands you will be using
the card internationally. Most of these accounts will limit you to a daily withdrawal of
30,000 yen.

C. MONEY ORDERS: Some international postal money orders drawn from other
countries may be cashed when received in Japan.

D. CREDIT CARDS: A few businesses will allow the use of foreign credit cards for
purchases, but not for receiving cash advances.

RECEIVING MISSIONARY FUNDS: Your monthly Missionary Support Funds (MSF) are
deposited automatically into Bank of America account by the first of each month. It is deposited
in U.S. Dollars and you will withdraw the money in yen. The amount of money you receive will
depend on the conversion rate. The amount you will receive is approximately 30,000 Yen. The
best place to withdraw your money is at the Japan Post Office ATM. Bank of American will
send you a weekly e-mail with your account balance. It is best if you keep a log of withdrawals
and balance your account with the e-mail report. If you do not receive the e-mails with your
balance please let the Financial Secretary know. You can also call the Financial Secretary and he
can check your balance. Please take care of your Bank of America card as they will take 2 to 4
weeks to replace.
ADDITIONAL EXPENSES: You may request additional funds (as defined on page 42) by
filling out a reimbursement request form. If the request is received by Friday, the funds will be
deposited into your Bank of America account by the next Friday. Remember you must have
prior approval and receipts for everything but travel in order to have your reimbursements
processed.

A. TRANSFERS: The Mission will reimburse you for transportation providing that you
use the least expensive mode of travel to your new area. The mission will fund the
shipping of two suitcases.

B. TRAVEL WITHIN YOUR PROSELYTING AREA: Most of your travel should be

by bicycle, and is therefore not reimbursable. Exceptions must be approved in advance
by the Mission President such as extreme distances, travel for medical care, late night
travel, etc.
NOTE: Travel to preparation day activities is NOT reimbursable.

C. TRAVEL OUTSIDE YOUR PROSELYTING AREA: Reimbursable travel includes

attendance at weekly District Meetings, Zone Conferences, Stake or District
Conferences, Stake Missionary Coordination Council Meetings, Mission President
Interviews, and approved Companionship Exchanges.

Apartment-related expenses such as repairs, cooking utensils, furniture, etc. may be

reimbursable. These expenditures all require prior approval from the mission office.
Receipts must be verified and sent to the office to receive reimbursement. Any damage
caused by misuse or negligence will be the personal responsibility of the missionaries
involved.

A. APPROVAL: Medical travel and treatment require approval from the President or
the President’s wife.

B. JAPANESE MISSIONARIES: Present your national health card to receive 70-

80% discount.

C. MEDICAL: Please mail your original medical bill along with the reimbursement
form in order to get reimbursed. The reimbursement form should show where you
went to the hospital and/or Dr., why you went, and what the diagnosis was. We’ll
contact you if we need more information for the actual Medical Claim Form that we
turn in. Dental and Eye care costs are not reimbursable.

The cost for most prescription medicines is reimbursable. The above guidelines apply for
submitting medicine receipts for reimbursement. The President’s wife may choose to mail
you a limited supply of non-prescription medicines as required from the Mission Medicine
Kit.
A. HANDLING: Rent and utilities are paid by PBO in Tokyo. Mail any utility bills you
receive to the Mission Office immediately.

B. CONSERVATION: The cost per missionary in Japan is about double the world
wide average. With the use of sacred funds donated by the sacrifice of others, it is
incumbent upon each of us to conserve where practical. Thoughtful use of our
utilities saves a lot of money. Some suggestions are as follows:

1. Please remember to turn off lights as you leave the apartment.

2. Electric heaters should be used sparingly.

3. Do not attempt to heat the apartment with the gas range.

4. Turn off heaters before you retire and before leaving the apartment. Because of
safety issues, we are replacing all kerosene heaters. If your apartment still has
one, please notify the mission office.

5. Be comfortable but use an air-conditioner prudently. Turn it off at night if you can,
and when you are not in the apartment.

6. Have water leaks repaired promptly.

7. Avoid damage to walls and doors (especially “fusuma” and “shoji”)

8. Keep your apartment clean swept, scrubbed, and free from accumulations of trash,
garbage, old clothing, papers, bicycle parts, etc. Regular weekly cleaning of
apartments on Preparation Day is essential. It is your responsibility to make sure that
your apartment is checked each transfer period. The checklist must be submitted to
the mission office.

9. Always be very courteous to the landlord; however, please allow the mission office
to contact the landlord about repairs, etc. Advise the mission office of the need for
repairs (leaking faucets/toilet, hot water heater not working, etc). Rather than get in
desperate need, these repairs should be noted on the apartment checklist.

10. Unless authorized, DO NOT solicit members help with repairs, authorize any repairs,
or pay repair costs directly.
 A. The Mission will provide a cell phone to each companionship. The Mission will pay
all normal and reasonable cell phone bills. However, in those companionships where
the costs are deemed to be excessively high, the companionships responsible for
making the calls will be asked to reimburse the mission from personal funds. Calls to
cell phones of other missionaries within the Japan Kobe Mission are free. However,
we need to keep the calls short and focused on mission activities.

B. The telephone should be used for:

1. Proselyting needs (e.g. Follow-up, making appointments, etc.)
2. Emergency needs
3. Keeping in touch with the Mission Office
4. Zone Leader and District Leader business.

MSF is the Lord’s money. It should never be used for family needs, educational pursuits,
souvenirs, gifts, e-mail, and etc. These things are to be purchased with personal money. Do not
borrow or lend money from or to other missionaries, members, or non-members. If you need a
loan, contact the mission president. Always carry your “white まん” with you for
emergencies.

At the end of your mission unused MSF is to be returned to the mission financial secretary who
will place it back into the general missionary funds of the church.
A fast offering slip for your local area ward or branch should be in your apartment. If you run out
of slips, ask your local area ward bishop or branch president to get new ones. Your branch or
ward number is pre-printed on your slips. Your donor number is 0444 no matter which area you
are in. After filling out this both sheets, tear them out and take the bottom copy to your local post
office along with your money. The post office will give you a receipt.
Receipts are required for non-travel reimbursements. Always ask for a receipt. In the case of
travel, report the exact amount. Please use good handwriting and check your addition.

As a missionary there will be times when you need to order something from the mission home
such as copies of The Book of Mormon in Japanese, a new name tag, pamphlets, and etc. The
office staff is here to help you with your orders. We have prepared a way in which all
missionaries can order, receive, and pay for their materials. Please follow the procedure below:

1. Using the “Kobe Catalog”, find the items you want.

2. Using the “Supply Order Form”, fill out exactly what you want.
3. Send the order to the Mission Office by mail.
4. Expenses will be deducted from your MSF once we receive your order at the office.
5. Wait patiently for your order to be delivered.
6. Orders will be delivered at interviews and zone conferences or when the Assistants and
the President is visiting your area. Also, you can use the “Delivery Box” option to have
your items sent to you directly.

This form is a compilation of useful items to help your investigators and Dendo experience. It
does not cover all which can be ordered, nor by any means establishes that everything listed is
readily available. Please note that we do not stock non-Church products and those take time to be
ordered.

Only orders received on the approved order form will be accepted. Remember that being specific
and writing legibly is very important in the ordering process. PLEASE WRITE NEATLY SO
WE CAN READ YOUR WRITING. Use the order form that was given to you at your first
training as a master copy and make copies from it. Please do not use any older order forms that
you might find in your apartment. Miscellaneous items must not be ordered through the order
form. Such items must be paid in cash at the mission office.

If you check the “Delivery Box” option on the order form, all items which you have ordered will
be put into one box and will be sent to your apartment directly. Whatever that will not fit in the
first box will be put into another. A flat rate of 500 yen per box will be deducted from your MSF.
Most orders will fit in one box.

2. We will not take any orders over the phone. Questions over the phone about items are
welcomed. If you want something that is not in the catalog, please ask. We will try to
accommodate you.

to the possibility that you might be transferred out of your area. Although, orders to
resupply your apartment with proselyting tools or items for investigators will be
accepted.

4. Please remember that not all things are readily available in the mission office, and so
may take time to receive. Some rare orders may even take months to receive. Please
wait patiently for your orders.

5. Family and Ekaiwa chirashi can be ordered in the quantities of 500s.

6. We no longer take name tag or business card orders that have inappropriate names or
quotes that do not represent a representative of the Lord. No first names on name tags.
No Kanji on your name tags if you are not a Japanese Missionary

7. Please do not fax in your orders.

8. Please do not write miscellaneous items (food, helmet, etc.) on this order form. They
must be paid in cash at the mission office. To get these items faster, you can ask your
district leader and have him pass your order on to the zone leader to pick up
miscellaneous items at Mission Leader Council.

9. The Mission Office is not a store but a supplier to help your Dendo experience. Please
remember that the MSF you use is the Lord’s money, not yours. In the same manner,
please be wise when you purchase items from the Mission office. If you are buying
something for your personal use (grammar books, PMGs, scripture totes, etc.) it should
be paid using your personal funds. We cannot enforce this, but as missionaries, we
should be honest in our dealings with our fellow men.

10. We no longer take CTR rings and garment orders. Please order these items through
your parents or the bishop in the area where you serve, He can get them ordered for
you from Tokyo.

11. There is no shipping fee for ordering Japanese Book of Mormons (48 books in 1
box). Please check the box on the order form if needed.

Emergency Action Plan
This Emergency Action Plan (EAP) is designed to be easy to understand and easy to
implement. The intent is not to have detailed actions for yet unknown events, but to have a
system in place to guide the actions of mission leaders and a plan to get information rapidly to
and from missionaries, if needed.

Emergency Action Plan Guidelines based on chain-of-command

 Guidelines for missionaries

 Gathering locations (Safe Havens) to be used in emergencies or evacuations

The maintenance, updates, and revisions of the EAP is the responsibility of the Assistants to the
President.

Guidelines for all Missionaries

In the case of widespread unrest, a natural disaster, or political crisis, you will be notified by the
Mission through your Zone Leader of the actions you will take. Generally, you will be directed
to take one of the following three actions:
 Remain in your apartment until directed that it is safe to leave.
 Move to the Mission Home, a senior couples’ apartment, a chapel, or other
designated Safe Haven location.
 Gather at a specific location to prepare to leave the country.

If asked to leave your apartment, you will take your 72 hr emergency kit along with the
following:
 A change of casual clothes
 Scriptures
 Journal
 Required medications
 Personal toiletries
 Any extra water you are capable of carrying (you should have 2 – 2 liter
bottles in 72 hr. kit)

Missionaries must have the following on them at all times:

 Alien Registration Card (Gaijin Card)
 Your cash reserve- 10,000 yen (white まん)
 Copy of passport
 Small First Aid Kit
 Important Phone Numbers

If you become aware of a dangerous or potentially dangerous situation before you are notified,
you will go to a Safe Haven location and contact the Mission President or the Mission Office
immediately.

Safety and Security

Passports
All passports are kept in the Mission Office.
Each missionary will have a copy of their passport pages including the Visa pages.

Cash Reserve
Missionaries will carry at least 10,000 yen (white まん) at all times.

Travel
Know where you are and avoid places that you know are dangerous.

Public Demonstrations
Avoid all demonstrations, marches, and areas where such events are planned. Do not photograph
such events even at a distance.

Robbery
If someone attempts to rob you of anything you own, do not fight back or resist. Nothing you are
carrying is worth your life. Comply with the instructions you are given. Avoid eye contact, stay
calm but alert and make no sudden moves. Get to a safe location, call the Mission President as
soon as possible and file a police report. You will also need to fill out a Church incident report.

Missionary Illness, Injury, or Death

In the event of illness, injury, or death of a missionary the chain-of-command should be
disregarded. Please use your best judgment in the case of an emergency, a serious incident
should be reported immediately to Welch Shimai.
 Specific Guidelines for
Natural Disasters
Earthquakes
If you are in your apartment:
1. Do not panic and rush outdoors!
2. Open the door for an escape route in case the building should collapse and get under a
table or doorway! Stay away from all windows!
3. If the quake worsens, get out and clear of the building. Also, remember to stay away
from tall buildings.
4. As soon as the tremor stops, shut off the gas and check for fire.
5. Call the Mission Home ASAP.
6. If you have to evacuate your apartment, let the ward/branch members know where the
missionaries will meet - leave a note on your apartment door or call a member.
7. Don’t forget your emergency kit!
8. Stay away from any wiring whether indoors or outside.

If you are outdoors:

1. Protect your head, avoid dangerous objects, beware of falling objects and cement block
walls.
2. Do not enter any buildings.
3. Go to a safe place such as a school or a park immediately.
4. Call the Mission Home ASAP.

Typhoon
If you are in your apartment:
1. Stay inside and bring in outdoor items; close the shutters if possible.
2. Fill the bathtub, sink, PET bottles, etc. with water in case the water supply becomes
contaminated.
3. Be prepared to evacuate at any time.
4. Check in with the Zone leaders or the Mission Home.
5. If you are told to evacuate, do so immediately. Take only your emergency kit.

If you are outdoors:

1. Move indoors and stay there, unless told to evacuate by authorities.
2. Avoid going outside until the typhoon is well and truly past. You should not go outside
when the "eye" or the calm of the typhoon passes over.

Tsunami
1. Move inland to higher ground immediately and stay there.
2. Stay away from the beach. Never go down to the beach to watch a tsunami come in.
If you can see the wave you are too close to escape it
3. If there is noticeable recession in water away from the shoreline this is nature's
tsunami warning and it should be heeded. You should move away immediately.
4. Listen for Tsunami warnings if an earthquake occurs and you are in a coastal area.
5. If you are told to evacuate, do so immediately. Take only your emergency kit.
