1. INTRODUCTION

Staying youth at home specially at night and early in the morning, will
keep them from committing or becoming a victim of a crime. Furthermore, the
threat of fines or other sanctions discourages youth from being out in public during
curfew hours. Numerous legal challenges have been filed against juvenile curfews.
The constitutional basis for violating youth rights is based on the assumption that
doing so reduces juvenile crime and victimization. The evidence on the
effectiveness of juvenile curfews in reducing criminal behavior and victimization
among youth is synthesized in this review.
A rule requiring people to stay off the streets at certain times, usually in
times of emergency. There are powers allowing a local authority or the police (after
confirmation by the Secretary of State) to ban children under 10 from being in a
particular public place during specified hours (which must fall in the period 9pm
and 6am), otherwise than under the control of a parent or responsible adult (Crime
and Disorder Act 1998 as amended by the Criminal Justice and Police Act 2001).
Any child found in breach of a curfew may be returned home, or to a place of
safety if there are serious concerns about the child's safety in the family home.
Local ordinances and state statutes may make it illegal for minors under
a certain age to be on public streets unless accompanied by a parent or an adult,
or unless they are on lawful and necessary business on behalf of their parents or
guardians. A Michigan state law, for example, states that "[n]o minor under the age
of 12 years shall loiter, idle, or congregate in or on any public street, highway, alley,
or park between the hours of 10 o'clock p.m. and 6 o'clock a.m., unless the minor
is accompanied by a parent or guardian, or some adult delegated by the parent or
guardian to accompany the child"

II. PROBLEM OF THE STUDY

Letting the youth stay at night will caused a public disturbances


specially when they are a group of teenager. A curfew at 10 pm can reduce any
unwanted action of the teens. There are lots of possible crime or any possible
accident if teens staying at night. There are big possiblities if they stay at night the
jamming and will result to a public disturbances. Another thing is they are drinking
alcohol and is prone to chaos mostly when they are already drunk and cant able to
manage their self or they are not aware of their action. Letting youth at night can
make their parents worried thinking that their child still ouside of there house
togethere with his or her friend. Mostly to girls who loves staying at night with
friends are prone to accident or any unwanted result like rape.

III. SIGNIFICANT OF THE STUDY

Proposing enacting a law putting a curfew on minors after 10:00 p.m. to


keep them from causing chaos on the streets from 5 a.m. to 5 a.m. I'm curious if
the proposed ordinance infringes on or restricts our parental rights to educate our
children. Restriction offers a number of advantages in our barangay, including
peace and order, safety late at night, and selfdiscipline, particularly for youngsters
who may not be aware of it. Curfews instruct kids to keep to a routine by returning
home before a certain time each night. I spotted some of the underage wandering
around our barangay late at night, which may generateacommotion. When it's 6
p.m. My sisters and were already in the house doing what we needed to do and for
our own safety when my youth yand adolescence rolled around, unlike today's
circumstance when some minors lack self-control Curfews should be
reestablished in our barangay to discipline and secure the safety of our youth in
drinking alcoholic beverages, using drugs/rugby, seeing their girlfriends/boyfriends,
which leads to casual sex, and violence are all instances of hazardous behaviors
that our youth may be influenced by, In this day and age, when there are so many
threats to a minor child's safety and we all have a restful sleep, we need to use
every tool at our disposal.

IV. METHODOLOGY

The method that will be used in this project is a petition to be filed to the
respondent barangay regarding our suggestion for curfew to be implemented in its
vicinity, The said petition will encompass a document and position paper
suggesting for the passing of barangay legislation for the said matter and praying
for the outright action to be acted upon by the officials concerned. Likewise if
feasible and subject to barangay approval, we will volunteer as barangay police
along with some of my trusted residents for the effective implementation of the
program.

V. CONCLUSION

This curfew's major purpose is to maintain peace and order in our barangay, as
well as to ensure the protection of our youth. Curfew makes our barrio more
ordered and tranquil at night, preventing unlawful things, it may be a means of
ensuring that families have access to the services they require, can be used to
teach self responsibility principles, parents might use this time to discuss what
works best for their family and what doesn't. It encourages children to make their
own decisions. Youth can learn how to make better choices for the rest of their
lives if they are given the opportunity to make these decisions in a safe
environment with supportive institutions. These reinstated curfews will be notified
on December 19, 2021 to alert the public to the implementation, and the curfew will
be implemented on December 20, 2021. To those youth who will be captured, 1
request that their parents report to the barangay in order to retrieve their children
and be reprimanded by the barangay authorities, who will tell them that they must
guide their children because we have a curfew and will assess its effectiveness.

VI. RECOMMENDATION

firmly supporting the implementation of a curfew in our barangay because, as an


adolescent and a father of a teen, I understand how important curfews are. They
keep your teen safe while fostering qualities like responsibility, selfcontrol, and time
management in them. Every adolescent is a ane-of- a -kind individual. What works
for one youngster may or may not work for another. I know that no parent can have
a good night's sleep if their child is not at home late at night, especially if their child
is a daughter. This change is being made for our own safety.
