Report accompanying the Estimate for the “DRILLING AND GROUTING FOR
THE FOUNDATION TREATMENT OF K.R. DAM FROM T.B.L. AT 6.00MTS.
INTERVALS FOR PRIMARY AND SECONDARY HOLES BETWEEN KM.0.560
TO KM.8.000”.

1.0 HISTORY AND PREAMBLE: -

1.1 Kandaleru Reservoir is a balancing Reservoir intended to store 68TMC of


water for supplying drinking water to Chennai City besides providing
Irrigation facilities to 3.00 lakhs acres in Nellore and Chittoor Districts. The
length of the dam is 10.752Kms. The formation of the earth dam is completed
up to TBL ie., +89.00mts.

1.2 The Expert committee inspected the KR Dam on 19-7-87 and reviewed the
permeability test conducted previously at half FRD. The committee felt it
necessary to drill and grout holes at 10 mts intervals taken to a min depth
equivalent to FRL depth reckoned from the ground level where the
permeability value exceeds 300 ft/ yr. It is also suggested by the committee
that wherever the grout intake is more than 40 kgs/ 1 RMT, intermediate holes
may be drilled and grouted. According to the above recommendations, the
drilling and grouting was taken up and completed in the following reaches:-1)
Km 6.860 to KM 7.500 2) Km 7.500 to 8.120 3)km 8.120 to 8.300, in the
bottom cut off before formation of bund.

1.3 The chief Engineer: Telugu Ganga Project; Srikalahasti inspected the site on 3-
2-1988 and instructed to take up drilling and grouting at locations KM 2.380,
KM 7.60, KM 8.00, KM 8.200(Where the coefficient of permeability (K ) is
100 ft / yr to 300 ft/yr ). Km 5.00, Km 7.400, KM 7.800, KM 9.200, KM
10.00 where K is 300 ft/yr to 500 ft/yr. Km 6.040, KM 7.020, KM 8.500, KM
8.600, KM 8.625, KM 9.00 and KM 9.400 (where K is 500 ft/yr.) . Thus the
total number is 16 duly following the procedure indicated by the expert
committee recommendations dated 19-7-1987. Accordingly, the drilling and
grouting for primary holes were completed in the above said reaches except at
KM 9.200 and Km 10.00.

1.4 Subsequently, CWC team inspected the KR DAM during Jan 2002, and the
present Expert committee inspected the KR dam on 3-8-2002 and suggested
that grouting should be done up to FRD. Till the K value in Rock foundation is
not more than 5 lug ie., 50 ft/yr in all the reaches where K value is more than
50 ft/yr, the holes are to be drilled at 6mts intervals instead of 10mts as
suggested by the earlier committee.

1.5 Further, During the expert committee held in secretariat on 25-3-2003, the
committee reviewed the drilling and grouting works in KR dam and it was
stressed to complete the grouting from Km 9.050 to Km 10.750 to bring the K
value with in 5Lugeons on priority basis, as the reach is permeability prone.

1.6 Accordingly, in the reach from Km 9.00 to KM 10.00 primary and secondary
holes including test holes were carried out in 5 stretches during the year 2003.
The permeability and the grout intake results in these 5 reaches were
thoroughly reviewed by the Expert committee during their visit to KR DAM
on 10-1-2004 and 11-1-2004. And the Expert committee opined that, the
grouting done in this reaches could not bring down the permeability with in
5Lugeons (CWC guidelines). Hence the expert committee instructed to
excavate a trapezoidal pit to a depth of 3mts below the existing cut off level at
Km 9.960 on the U/S toe of the KR dam to observe the classification of soil
strata and the presence of clay blanket and also instructed to drive a test hole
at km 9.500 form +76.00mts to +24.00 mts. The same have been completed
and ascertained that the clay blanket of 1mt., thickness is present and also
connecting to the hearting zone. The Expert Committee verified the same at
site during their visit to KR dam on 2-3-2004, 17-7-2004 and 4-8-2004 (copies
enclosed).

1.7 On 19-3-2004,17-7-2004, 4-8-2004 and 8-10-2004 the expert committee under


the chairmanship of Sri M. Venkata Rao, Chief Engineer (Rtd), met in chief
engineer, Central Designs Office, Hyderabad have reviewed alternative
remedial measures to control the seepage in the vulnerable reach from Km.
8.00 to Km 10.00.

1.8 The Expert Committee during its inspection on 3rd and 4th of November,2005,
has instructed that the foundation of the bund from km.0.000 to km.8.000 is to
be grouted immediately from the top of bund to bring down the permeability
values below 5 Lugeons.

1.9 Further, the Expert Committee during the meeting held on 21/8/2007
suggested that the Grout curtain formed from berm level is to be connected
laterally to the grout curtains now to be formed afresh from Km.0.560 to
km.9.000 by Drilling and Grouting from TBL. And proposed Grout curtains
also to be taken down to the 5Lugeons strata duly following the same pattern
of grout holes ie., 6.00mts., intervals staggered. As per the post grouting
values of the 13nos., of test holes, the permeability values are found to be very
high, the drilling and grouting between km.0.560 to km.8.000 at 6.00mts.,
intervals for Primary and Secondary holes staggered is proposed taken down
to a depth equal to FRD. Hence, as per the instructions of the Chief Engineer,
Telugu Ganga Project, Srikalahasti during his inspection on 15/10/2007 a
estimate is prepared for Rs.1248.00Lakh.

2.0 SCOPE AND DESCRIPTION OF WORK: -

2.1 i) Drilling in soils has to be done from +89.00 level to ground level.
ii) Drilling in Rock up to F.R.D.+ 10% depth of rock level form
Km.0.5600 to 8.000, is proposed.
iii) Conducting permeability test and grouting as per the following norms.

Every 3.00Mts., interval is to be reckoned, as a zone and grouting should be


done till the K value in two consecutive zones is less than 5Lugeons as per minutes dated
27-3-2004 and 4-8-2004.

3.0 DESIGNS: -

The Chief Engineer; CDO:; Hyderabad has issued certain instructions with regard
to parameters and also a drawing has been issued vide drawing no.1/2004-05 and as per
the minutes of the expert committee on 8/10/2004 and available bore hole data and
previous test hole data and as per the investigation of ground department by Electro
Resistivity Method.

4.0 PROVISIONS IN THE ESTIMATE: -

The following provisions made in the estimate.

4.1 Drilling in consolidated earth is proposed to drill with manual auger of


mechanical auger 100 mm dia from +89.00 level dully driving the casing
pipe of suitable dia to protect the hole from collapsing during the
rock drilling and Grouting operations.

4.2 Provision is made for drilling of holes 75mm. dia ( NX bit ) with a
diamond drill in all types of rock in ascending order only. The hole is
proposed to be washed with water after drilling is completed.

4.3 Provision is made for conducting permeability test at 1.50mts., to


2.00mts., zonal intervals up to 10mts., from top and 3mts., zonal intervals
for the remaining depth up to the bottom of hole.

4.4 Provision is made for grouting the holes (in rock drill portion) with
cement slurry with required pressure including cement mortar with 5%
of Wt of cement and of 600mic seived sand as directed by the
department. The rate of cement consumption is proposed at a rate of 2
bags per One Rmt, which is based on the data available for the
completed works in KR dam recently during 2003 (Grout intake data
calculations are enclosed).

4.5 Provision is also made for backfilling the drilled holes in consolidated
earth with cement mortar (1:2).

4.6 LS provisions are made in the estimate for

i) Technical supervision charges.


ii) Insurance premium.
iii) Geologist Inspection charges.
iv) Expert Committee Sitting charges.

5.0 ADMINISTRATIVE APPROVAL:- An administrative approval for


Rs.1252.00Lakh is already accorded by the Government vide G.O.Ms.No.280,
dt.17/12/2007.

6.0 RATES: - The rates are worked out adapting the hire chrages of machinery and
consumables as per the present market rates obtained by means of quotations duly
incorporating the same in the observed data approval in CE.No.61/2002-03 and other
rates as per S.S.R. for the year 2008-09.

7.0 PROGRAMME OF WORK:- The work is programmed to be completed with in


15 months.
8.0 MACHINERY REQUIRED: - Particulars of the machinery required to complete
the work with in Fifteen (15) months is affixed.

9.0 MISCELLANEOUS:- The Estimate is prepared for an amount of Rs.1257.00L.

The expenditure is debitable MH 4701 C.O.L on Major and Medium


Irrigation(01) Major Irrigation –123-TGP-SH (26) D&A. works –530 Major works and
531 other expenditure.
