1. Background
OXFAM is working in Pakistan since 1973 to ensure all people, especially women and girls are able to
exercise their rights and have access to basic services and economic resources. The main purpose of
OXFAM’s work is to help create lasting solutions to the injustice of poverty. OXFAM uses a combination
of rights-based sustainable development programs, public education and humanitarian assistance in
disasters to achieve the goals in Pakistan.
Oxfam’s Country Strategy (2015 – 2023) envisioned a just society without poverty, in which all women
and men live a life of dignity, enjoy their rights and assume their responsibilities as active citizens of
Pakistan. To achieve this vision, Oxfam works on three main programme pillars in a way that these are
interconnected and reinforce each other to produce maximum impact for Oxfam’s target groups. Oxfam
wants to create transformational and sustainable change through its programmes addressing poverty,
inequality and vulnerability. In order to bring about such change Oxfam works in partnership with a wide
range of actors (civil society organisations, women rights organisations, research institutions, private
sector and government authorities) from national to local level to address poverty, vulnerability and
injustice.
More specifically, Oxfam has been instrumental at any fronts working on climate change policies to
protection of women to addressing issues of poverty, inequality and access to resources in recent years.
2. Programme areas focused by Oxfam in Pakistan (all details section 2 and beyond cater
to FY 2021-2022)
Oxfam’s programmatic work is distributed in three main programmes namely:
a. Gender Justice
b. Economic Justice and Governance
c. Humanitarian, Resilience and Climate Change
During previous years, under these three programmes 10 projects were implemented through 36
partners in different districts of Pakistan.

a. Gender Justice Under Gender Justice programme, 3 projects (Empower Youth for Work, Creating
Spaces to Take Action on Violence Against Women and Girls, Women Voice
Leadership) were implemented through different partners in districts.

Women Protection Authority, SPO.
Districts
Layyah, Jamshoro, Gujrat, Jhelum, Kasur, Sialkot, Lahore, Rawalpindi, Hyderabad,
Shahdadkot, Shaheed Benazirabad, Umerkot, Lahore, Multan, Bahawalpur,
Karachi, Mirpurkhas, Usta Mohammad, Jaffarabad, Quetta, Peshwar, Mardan,
Lower dir and Islamabad.
b. Effective Under this programme, 3 projects (Effective Citizenship and Responsive
Governance Governance, Women Leadership in Public Life in Sindh, Pakistan) and Addressing
Root Causes through effective citizenship were implemented through different
partners.

Management & Development Foundation, SPO, LHDP, TKF, LASOONA AND
SAFWCO.

Lahore, Khanewal, Muzaffargarh, Hyderabad, Karachi, Sanghar, Khairpur Mirs,
Peshawar, Charsadda, Nowshera, Sukkur and Sanghar.
Under this programme, 5 projects (Pakistan Humanitarian Flood Response,
c. Saving lives Promoting Urban climate change Resilience in Sialkot and Abbottabad cities of
Now and In Pakistan, “Transforming the food system to eradicate hunger and fight inequality.
Future Pakistan, Women Empowerment & Sustainable Basmati Rice Value Chain in
Pakistan were implemented through different Partners in districts.

2. Recent Developments
Oxfam has decided to phase out from Pakistan by 2024. Therefore, Oxfam has developed an exit strategy
based on Oxfam’s Country Strategy (2015 – 2023). Therefore, this evaluation become more important. It
will inform country Office about the progress towards the Exit Strategy.
Purpose of the assignment: The purpose of the country programme evaluation is to assess the results
generated through each of the programmes implemented after June 2021 contributing to objectives and
outputs of the country programmes strategy. The evaluation will be instrumental in informing the impact
of Oxfam’s work to the Government Provincial and local government. The findings of the evaluation will
help the country team to reflect on the continued relevance of the programmes against the backdrop of
a changing external environment and assess whether the approaches applied in each programme were
appropriate and effective.
The CP evaluation will generate recommendations and lessons learned that will be used to inform the
country office exit strategy and ongoing programmes for their improvement and maintaining focus on
achieving goal as delineated in the Country Programme Strategy.
This Evaluation will be based on Desk Review and Qualitative data collection. Consultant will visit and
interview relevant provincial government authorities in Punjab and Sindh as well as on-site visit of
selected projects. The desk review will be based on reports, project evaluations, other important
documents and material related to Oxfam’s strategic direction, programmes, projects, planning, reporting
and monitoring.
4. Proposed Methodology
It is envisaged that this assignment will be performed through extensive desk review, secondary research
and Qualitative data collection through Key Informant Interviews with identified Government officials, at
national and provincial level (Sindh, Punjab) and FGDs with community members in selected projects.
Sample of projects will be developed by the consultant based on clear criteria for an in-depth review. The
consultant will be expected to pay one visit to Punjab, Sindh and Balochistan to meet with government
institutions as well as visit to 2-3 project sites in each province.
The consultant will interview following team members of Oxfam to triangulate and explore regarding
various dimensions of the country programme implementation.

Based on the information in the relevant documents and an understanding received through interviews
from above team members, the consultant will form his/her findings and recommendations in the form
of a report.
5. Deliverables
Following are the expected deliverables of this assignment:

- Final Inception report after Oxfam review
- Country programme evaluation report (with annexes) Draft for review
- Final Evaluation Report
6. Reporting lines
In all matters in relation to the study, the consultant will report to the MEAL team and or the assignment
focal point of Oxfam to support the day-to-day coordination and communication.
9. Timeframe
Provisional schedule is shown below

10. Payment timelines
a. First instalment 25% at the signing of contract
