Summary: TÜV SÜD Product Service was commissioned by Hampshire County Council to evaluate
a USB adapter (see figure 1) under the TÜV SÜD Product Service screening check
protocol. The aim of the assessment is to ensure that the product is of a suitable build
quality and has adequate overall safety.

Comments No instructions were provided. There were ‘Tips for charging your phone’
printed on the packaging. Instructions are required to show the user how to
properly and safety use and dispose of the product.

Comments The product had no external sharp edges or burrs. It was not possible to access
live parts without tools.

Internal Product Construction

Comments The products internal parts were accessed by breaking open the casing. There
appeared to be a mains voltage PCB and a separate low voltage PCB. The
connections to be mains pins were soldered only. These should be reinforced
to minimise the risk of a short circuit occurring. The 2 PCBs were well
separated with about 17mm between them however there was a wire that
connected the USB port directly to the mains PCB. The pad where this wire
terminated was less than 1mm away from a mains track. Creepage distances
of less than 1mm are not considered to have any separation at all.

Protection Against -Pass -Fail

Comments The product was not considered to provide adequate protection against
electric shock as it did not meet the requirements for creepage and clearance.

Comments The ISOD appeared to be tapered and was too wide at the base. The ISOD was
measured at 4.70mm wide. Maximum width is 4.05mm. There was only
3.5mm of material around live and neutral pins. At least 9.5mm of material is
required around the pins.

Electric Strength Test

Comments The electric strength test was attempted at 4242V DC. The product broke
down before the full test voltage was applied.
