I. Introduction
What is the role of a school aside from being a teaching institution?
Schools don’t only serve as a learning environment for students, but they
also act as a safe space for them from physical harassment, attacks, and
bullying. It also protects students' freedom of speech, allowing them to
express their opinions ethically. However, based on the observation of
our group, Ilocos Norte National High School (INNHS) does not have the
best implementation of efficient school rules and regulations towards
their stude. Firstly, students from different schools were reported to have
entered the campus, especially during lunch hours, since the guards don’t
have an indication if a student entering is actually from INNHS. The fact
that students from other schools have a way of entering the campus,
endangers the safety of the actual students from INNHS. Secondly,
students are caught practicing vices such as smoking or vaping, drinking
alcohol, and gambling inside the school campus. These happen because
of the lack of proper and efficient implementation such as bag inspection
and lack of surveillance for students during vacant hours. And lastly,
students are prone to cutting classes because of their transfer between
classes over different campuses. Because of the poor surveillance of
students when transferring campuses, the safety of the students cutting
classes is at high risk.
To solve this problems, we propose that Ilocos Norte National
High School (INNHS) should change someof it’s regulations and
implement more secure ordinances that will aim to protect its learners and
improve proper security surveillances that aims to prohibit students from
doing these vital acts that will not only affect the reputation and standards
of the campus but also its learners as well.

II. Project Description
The objective and primary goal of this study is to implement proper
and efficient school rules and at the same time, a strong integrated school
regulations that will aim to protect its learners and to prevent activities
that are strictly prohibited during classes and inside the campus.

The findings of this study that talks about stricting of school rules
and regulations in Ilocos Norte National High School will provide
beneficial safety and security towards it’s learners and incoming visitors
from different school departments. With the help of this study, the co-
existing rules and regulations of the campus will be changed for a better
and more efficient way for the school to provide maximum safety and
protection towards its learners.
