I. Introduction
What is the role of a school aside from being a teaching institution?
Schools don’t only serve as a learning environment for students, but they
also act as a safe space for them from physical harassment, attacks, and
bullying. It also protects students' freedom of speech, allowing them to
express their opinions ethically. However, based on the observation of
our group, Ilocos Norte National High School (INNHS), doesn’t have the
best implementation of efficient school rules and regulations. Firstly,
students from different schools were reported to have entered the campus,
especially during lunch hours, since the guards don’t have an indication if
a student entering is actually from INNHS. The fact that students from
other schools have a way of entering the campus, endangers the safety of
the actual students from INNHS. Secondly, students are caught practicing
vices such as smoking/vaping, drinking alcohol, and gambling inside the
school. This happens because of the lack of proper implementation such
as bag inspection and lack of surveillance for students during vacant
hours. Lastly, students are prone to cutting classes because of their
transfer between classes over different campuses. Because of the poor
surveillance of students when transferring campuses, the safety of the
students cutting classes is at risk.
To solve these problems, we propose Ilocos Norte National High
School (INNHS)
