 Safety Enhancement in Lebanon
■ To acquire the road safety improvement,
the enhancement of each factor affecting
the road traffic safety is necessary.
■ Enhancement must be done at al levels:
– Engineering
– Vehicle/Mechanical
– Education
– Legislations/Policies
 Legislations and Policies
■ A legislation is a standard ratified by a parliament or a national law-
making body at a state level or a federal level .
■ The type of legislation is dependent on the system of the country: federal
system or national system.
■ Legislations appropriate to road safety differ from country to country.
They serve as a benchmark to reduce the number of injuries, deaths to
achieve their national plan’s gal.
■ Several factors can affect the legislations of road safety:
– Political Will
– Level of Commitment
– Public Pressure
– Budget
■ Assessing and improving legislations in a country can be done
following these steps in order to bring five essential risks to light
(Speed and over-speed, drink driving, use of seat belts, helmets use,
child restraints)
– Institutional assessment must be conducted in order to identify
institutions, bodies and ministries responsible for road safety,
recognize their with respect to legislations and establish a link
between these bodies so they can coordinate to meet their
responsibilities (these bodies are police, justice ministry of health,
transport, private sectors, industry entities..)
– Laws , regulations and legislations must be reviewed to find and
define gaps in legislations
– Gaps in regulations must be evaluated in order to ensure that any
alteration is well targeted
– Make sure that legislations have suitable provisions for
enforcement and include suitable penalties

1. Enhancing School Education

1. Participation of the students in the learning activities
2. Use of different strategies of teaching and learning
3. School and parent council support
4. Provide real situations fro students so they can apply what they have learnt and
derive positive attitude
5. Staff training (dealing with road traffic safety)
6. Dispersal of knowledge
■ 2. Role of Parents
– Parents must be aware that their role is primary and major (main trainers)
– Motivation towards keeping their children safe
– Urge to model good and responsible behavior (children imitates their parents)
– Monitoring and continuous supervision of the behavior of their children when
driving
– Apply corporal punishment style

3.Education of road users

Development of new alternative education system for the road users
Development of new education system for road safety professionals
Promotion system and activities
 Engineering Enhancement
1. Engineering enhancement towards the protection of road users
– Execution and promotion of road protection measures for road
users
– Execution of road moderating measures

■ 2. Management measures related to engineering enhancement

– Transformation of the road network to fit their hierarchical
structure
– Modernization of the road network in order to satisfy the road
traffic safety
– Implementation of new and safer infrastructure measures and
solutions
– Execution of the intelligent transportation system (ITS)
– Merging of all methods of employment of speed limits
Vehicle- Mechanical Enhancement

– Execution of new techniques, methods and technologies at the stations of motor

vehicle inspection
– New safety devices and equipment
– Execution of blocking devices that prevent the startup of the vehicle (in case of
BAC exceed the limits in exhaled air for example)
– Improvement of the use requirements regarding the vehicle equipment
