 General Controls and Management for FSK’s
The FSK consists of the containers installed or loaded in the aircraft and
the spare items that are loaded into and unloaded from the container.

 FSK Install Procedures;
 VP of Maintenance (DOM) or Designee: shall initiate a request (Form
Q2061) for an Engineering Order to install FSK's on Company aircraft.
The VP of Maintenance or designee will send the Q2061 to Materials
FSK Change email group (MaterialsFSKChange@AtlasAir.com).
NOTE:
VP of Maintenance or Designee is responsible to ensure all installation or
loading of FSK's containers, are accomplished only by way of an
Engineering Orders (EO), (Refer CH-5, EO process). All FSK
Installations, removals and/or modifications must be issued and
coordinated through MX Planning.

 Director of Materials or designee:
a. Will prepare the FSK master inventory list, which will be aircraft tail
number specific. The FSK master inventory list will have the individual
parts weights recorded, (eg. LBS or KGS specific to the aircraft tail
number ref. T2064 for units), and grouped by box / cabinet location on
the aircraft. Example, (Main Deck aft cabinet total parts / items weight =
xxx LBS, BULK BOX #1 total parts / items weight = xxx KGS).
b. Will ensure the Materials Department provides a complete FSK master
inventory list with the individual and a total part weights, (grouped by
FSK location on the aircraft), to system engineering for the FSK
configuration drawing. If the FSK cannot be provisioned at the same
time the FSK is installed, Part two of the EO shall be activated to track,
document and schedule the FSK provisioning.

 Director of Materials or designee:
c. Each aircraft and/or fleet configuration shall have a unique FSK
master inventory list. The Director of Materials will ensure each FSK
container contains a completed copy of the current EO FSK master
inventory list and is available inside each enclosure.

d. Once the Q2061 materials section is completed and signed for,


materials will send the FSK master inventory list & Q2061 to
Structures Engineering FSK Change email group
(StructuresEngineeringFSKChange@AtlasAir.com). Materials will
send the FSK master inventory list to the Maintenance Planning FSK
Change email group (hdqmaintplan2@AtlasAir.com).

 VP of Engineering or Designee:
a. Structures Engineering: will develop the Aircraft installation EO,
which is the maintenance document for installation and/or loading of
the FSK containers on the aircraft. Once the structures engineering
section is completed and signed for, structures engineering will send
the EO & Q2061 to Systems Engineering FSK Change email group
(SystemsEngineeringFSKChange@AtlasAir.com). Structures
Engineering will send the approved EO to the Maintenance Planning
FSK Change email group (hdqmaintplan2@AtlasAir.com).

b. Systems Engineering: Once the approved EO and Q2061 is received,


the FSK configuration drawing will be developed; based on the EO and
FSK master inventory list supplied by Materials Management. The VP
of Engineering or Designee will approve the FSK configuration drawing
for distribution. Once the FSK configuration drawing is approved and
the Q2061 Systems engineering section completed and signed;
Systems Engineering will send the Q2061 to Maintenance planning
FSK Change email group (hdqmaintplan2@AtlasAir.com).

 VP of Engineering or Designee:
**The VP of Engineering will ensure that each FSK will have adequate shelfing
and binning configured to ensure parts contained within the FSK are protected
from damage during normal operations.**
NOTE:
The VP of Engineering or designee will maintain FSK configuration drawings of all
aircraft in the fleet.

 Director of Maintenance Planning or Designee:
a. Will coordinate, schedule and issue all FSK EO's at a suitable MX
Station, preferably during a letter check or during other substantial
ground time; when the FSK master inventory list, EO & Q2061 are
received. Once the FSK master inventory list, EO & Q2061 are
received; MX Planning will issue the EO and MCS/non-routine forms
for FSK inventory provisioning on form T2019.

b. MX Planning shall collect all DFP’s of T2019, FSK EO and/or NRC.

c. MX Planning will complete the Planning department section of the


Q2061. MX Planning will notify and forward the Q2061, FSK EO & non-
routine forms to the Quality Control/Weight & Balance Engineer at this
email address (weightandbalancedata@atlasair.com).

 Director of Maintenance Planning or Designee:
d. MX Planning will send the Material Management the completed T2019
via Materials FSK Change email group
(MaterialsFSKChange@AtlasAir.com).

NOTE:
In the event an FSK is installed without being fully provisioned. The
Director of Maintenance Planning will ensure that MCI is issued to track
FSK provisioning. After completion, FSK inventory form T2019 will be
provided to the Weight & Balance Engineer by MX Planning with all
weights as mentioned above. As the FSK receives the outstanding parts /
items, FSK inventory form T2019 will be revised for each item with its
weight and immediately provided to the Systems engineering and the
Weight & Balance Engineer through the MX Planning Department at this
email address (weightandbalancedata@atlasair.com).

 Quality Control/Weight & Balance Engineer:
a. Will account for weight and balance changes due to the installation or
loadings of the FSK containers and the loading of items in the FSK per
the FSK master inventory list. After receiving a completed EO that
installed a FSK container in an aircraft, the Quality Control/Weight and
Balance Engineer will account for the weight and balance of the FSK
container by either adding a weight and balance change record to the
aircraft’s Form T2065 (Cumulative Weight and Balance Change
Record) or by indicating on Form T2065 that the FSK was installed
during the last aircraft weighing.
b. The items loaded into and unloaded from the FSK container are
operational items. After receiving a completed EO & FSK master
inventory list for an aircraft, the Weight and Balance Engineer will
account for these operational items in the FSK container by making
weight and balance changes to the Basic Operating Weight (BOW) on
Form T2064. The Quality Control/Weight and Balance Engineer will
send the T2064 to Ground Operation Standards and Procedures at this
email address (StandardsandProcedures@AtlasAir.com). 12

 Quality Control/Weight & Balance Engineer:
c. Once the Quality Control/Weight and Balance Engineer section is
completed and signed for, the Quality Control Manager or Weight and
Balance Engineer will send the Q2061 to Director of Quality Control.

 Director of Quality Control;


Will review, for completeness, catalog, and archive all Q2061. The Archived
Q2061 forms will be stored in the Quality Control server directory, until the
aircraft is sold or returned to the lesser.

for an Engineering Order to remove FSK's from Company aircraft. The
VP of Maintenance or designee will send the Q2061 to Material
Management FSK Change email group
(MaterialsFSKChange@AtlasAir.com).
NOTE:
All FSK removals must be issued and coordinated through MX Planning.

VP of Engineering or Designee shall ensure all removals of FSK's from


Company aircraft, are accomplished only by way of an Atlas Air EO, (Refer
CH-5, EO process).
The VP of Engineering or designee will maintain FSK configuration
drawings of all aircraft in the fleet.

 Director of Materials or Designee
Upon receiving the Q2061 Materials Management will prepare for the FSK
removal and storage by reviewing the current FSK inventory for accuracy.
Once this review is complete the Q2061 is sent to Systems Engineering
FSK Change email group
(SystemsEngineeringFSKChange@AtlasAir.com).

NOTE:
Using the T2019 will ensure, upon removal, that the FSK is re-inventoried,
to validate content for later install on other company aircraft. The validated
and current inventory list shall remain with the FSK. Should this FSK and
contents be install or reinstalled the FSK install process in section shall be
complied with. Should the FSK be taken out of service permanently, the
Senior Director of Materials will ensure the inventory and inventory forms
are returned to stock and discarded respectively.

 VP of Engineering or Designee
Systems Engineering: Upon receive the Q2061 Systems Engineering will
remove from active use and revise, the specific FSK configuration
drawing/s. Once the Q2061 Systems engineering section is completed and
signed for, Systems Engineering will send the Q2061 to Maintenance
planning FSK Change email group (hdqmaintplan2@AtlasAir.com).

 Director of Maintenance Planning or Designee:
a. Will coordinate, schedule and issue all FSK EO's at a suitable MX
Station, preferably during a letter check or during other substantial
ground time, only when the EO & Q2061 are received. Once the EO &
Q2061 are received, MX Planning will issue the EO and MCS/non-
routine forms for FSK inventory on form T2019.

b. MX Planning shall collect all Collects DFP’s of T2019, FSK EO and/or


NRC.

c. MX Planning will complete the Planning department section of the


Q2061. MX Planning will notify and forward the Q2061, FSK EO &
MCS/non-routine forms to the Quality Control/Weight & Balance
Engineer at this email address (weightandbalancedata@atlasair.com).

d. MX Planning will send the Material Management the completed T2019


via Materials FSK Change email group

 Quality Control/Weight & Balance Engineer
a. Will account for weight and balance changes due to the removal of the
FSK container and its items from an aircraft. After receiving a
completed EO that removed a FSK container from an aircraft, the
Weight and Balance Engineer will account for the weight and balance
of the removed FSK container by either making a weight and balance
change record to the aircraft’s Form T2065 (Cumulative Weight and
Balance Change Record) or by indicating on Form T2065 that the FSK
was not installed during the last aircraft weighing.

b. The items loaded into and unloaded from the FSK container are
operational items. After receiving a completed EO that removed a FSK
container and all its contents from an aircraft, the Weight and Balance
Engineer will account for removal of the operational items by making
weight and balance changes to the Basic Operating Weight (BOW) on
Form T2064. The Weight and Balance Engineer will send the T2064 &
T2065 and Drawing to Ground Ops Standards
(StandardsandProcedures@AtlasAir.com).

Flight Spares Kits (FSK) – Master Inventory List Change:


 VP of Maintenance or Designee shall initiate Q2061 for materials to
change a FSK's contents on Company aircraft. The VP of Maintenance
will send the Q2061 to Materials FSK Change email group
(MaterialsFSKChange@AtlasAir.com).

NOTE:
The VP of Engineering or designee will maintain FSK drawings of all
aircraft in the fleet.

 Director of Materials or Designee


a. Will update the FSK master inventory list of the applicable tail/s as
required per the request from the VP of Maintenance or Designee. The
updates shall list the new individual parts weights recorded, (eg. LBS or
KGS specific to the aircraft tail number ref. T2064 for units), and
grouped by box / cabinet location on the aircraft. Example, (Main Deck
aft cabinet total parts / items weight = xxx LBS, BULK BOX #1 total
parts / items weight = xxx KGS).

inventory list with the individual and a total part weights, (grouped by

inventory list with the individual and a total part weights, (grouped by
FSK location on the aircraft), to Maintenance Planning.
d. Once the materials section is completed and signed for; materials will
send the Q2061 & FSK master inventory list to Systems Engineering
FSK Change email group
(SystemsEngineeringFSKChange@AtlasAir.com).

 VP of Engineering or Designee
a. Systems Engineering will draft a revision – from the revised FSK
master inventory list provided by the Materials Department on the - to
the FSK configuration drawing/s for documenting the weights of the
new FSK inventory, for loading into the FSK.

b. Once the Systems engineering section is completed and signed for,


Systems Engineering will send the Q2061 & EO to Maintenance
planning FSK Change email group (hdqmaintplan2@AtlasAir.com).

Will schedule the FSK inventory change at a suitable MX Station,
preferably during a letter check or during other substantial ground time. MX
Planning will issue MCS/non-routine forms for FSK inventory changes on
form T2019.When completed, MX Planning will notify and forward FSK
master inventory list, Q2061 & maintenance T2019 DFP/s to the Weight &
Balance Engineer at this email address

 Quality Control/Weight & Balance Engineer
a. Will account for weight and balance changes due to a change in the
FSK master inventory. After receiving FSK master inventory list &
maintenance DFP/s, the Weight and Balance Engineer will account for
the change in operational items by making weight and balance
changes to the Basic Operating Weight (BOW) on Form/s T2064 and/or
T2065.

b. Once the Weight & Balance Engineer section is completed and signed
for, the Quality Control Manager or Weight and Balance Engineer will
send the Q2061 to the Director of Quality Control.

The purpose of the FSK inventory is to check if items on the FSK master
inventory List have been loaded in their proper locations, check if items
have been properly packaged and loaded to prevent their damage, check if
items not loaded have been recorded as removed on a non-MEL, and to
check if any items not on the FSK master inventory list have been loaded in
a FSK container.

If an item not on the FSK master inventory list has been loaded in a FSK
container, then check if there is non-MEL that records its weight and
balance addition. If an item not on the FSK master inventory list has been
loaded in a FSK container, check with the Senior Director of Maintenance
or designee to determine whether this item should be added to the
Inventory List. If an item needs to be added to the Inventory List, contact
Engineering to issue an EO to add the item to the FSK master inventory
list.

Any discrepancies found during the Inventory Check must be recorded on a


non-routine form or log page.

a. Senior Director of Maintenance Planning or Designee will
coordinate, schedule and issue all FSK inventory tasks, preferably
during a letter check or during other substantial ground time.

b. Director of Materials or Designee will ensure, upon removal, that the


FSK is re-inventoried, to validate content for later install on other
company aircraft. The validated and current inventory list shall remain
with the FSK. Should the FSK be taken out of service permanently, the

c. Quality Control/Weight & Balance Engineer will verify that the weight
and balance of items have been properly accounted for, in the BOW on
Form T2064 after receiving a FSK master inventory. The FSK master
inventory list will be compared against the FSK configuration drawing to
determine if any unreported modifications have been made to that
aircraft FSK. The Quality Control/Weight & Balance Engineer will
ensure that the aircraft records accurately reflect the current FSK
weights and current position. All updated Weight & Balance records,
and deviations and/or errors noted are to be provided and escalated to
the Senior Manager of QC in order to document and to correct the root-
cause.

from FSK containers:
a. Loading or unloading an item from a FSK container can result in a weight and
balance change that must be properly accounted for on a loadsheet to help
ensure an accurate aircraft weight and center of gravity is calculated.

b. Normally, items loaded into or unloaded from a FSK container should be on the
FSK master inventory list. In limited cases, it may be necessary to temporarily
add an item to a FSK container that is not on the FSK master inventory list or
increase the quantity of an item on the FSK master inventory list. Whether an
item is on the FSK master inventory list affects how its weight and balance
change is accounted for on the loadsheet. This is because the weight and
balance of items and their quantities on the FSK master inventory list are
already accounted for in the BOW. If an item is on the list, then unloading the
item results in the subtraction of weight on the loadsheet and when the item is
load back into the FSK, no action is needed. If an item is not on the list or
increases the quantity, loading the item results in the addition of weight in the
loadsheet, but unloading the item, results in no change in the loadsheet.

c. The Cargo and Passenger Limiting Items Report is described in Chapter 2 of
the Atlas Air Southern Air Ground Administration Manual (GAM). The load
planner must proactively review this report to determine if there are any FSK
items that need to be accounted for on the loadsheet.

d. Maintenance Control is responsible for notifying the Ground Operations agent


when items are added or removed from an FSK that have not been accounted
for in the Cargo and Passenger Limiting Items Report.

e. If an Item is on the FSK master Inventory List: When an item on the FSK
master Inventory List is unloaded from a FSK container, a non-MEL Form
T2002 will be issued, the non-MEL item will be added to the Cargo PAX
Limiting Items report, and the weight and balance change will be accounted for
on the loadsheet for each flight. When an item on the FSK master inventory list
is loaded into the FSK container, the non-MEL that documented removal of that
item will be closed and the item will be removed from the Cargo PAX Limiting
Items report. No change to the loadsheet will be needed for loading this item
because it has already been accounted for in the BOW.

f. If an Item is not on FSK master inventory list or exceeds listed quantity
on the FSK master inventory list: When an item not on the FSK master
inventory list or an item that exceeds the listed quantity on the FSK
master inventory list is loaded into a FSK container, a non-MEL Form
T2002 will be issued to document the weight and balance change, the
non-MEL item will be added to the Cargo PAX Limiting Items report,
and the weight and balance change will be accounted for on the
loadsheet for each flight. When an item not on the FSK master
inventory list or an item the exceeds the listed quantity on the FSK
master inventory list is removed from the FSK container, the non-MEL
that documented removal of that item will be closed and the item will be
removed from the Cargo PAX Limiting Items report. No change to the
loadsheet will be needed because it is not included in the BOW.

Operations must account for FSK weight and balance changes on a
loadsheet. A weight and balance change can be accounted for as a
Service Weight Adjustment or a Last Minute Change (LMC). Normally,
the change should be accounted for as a SWA in the Sable program.
Because the procedures to check and document if a LMC exceeds any
limits can be more difficult and time-consuming than making a change
in Sable, using the LMC change process is not recommended.

g. Accounting for Weight and Balance Change on the Loadsheet: Ground
Operations must account for FSK weight and balance changes on a
loadsheet. A weight and balance change can be accounted for as a
Service Weight Adjustment or a Last Minute Change (LMC). Normally,
the change should be accounted for as a SWA in the Sable program.
Because the procedures to check and document if a LMC exceeds any
limits can be more difficult and time-consuming than making a change
in Sable, using the LMC change process is not recommended.

The VP of Maintenance (DOM) has the overall Responsibility for the
proper configuration of the aircraft and associated components and is
responsible for:
a. All request made to engineering for install, remove and/or modify FSK's
on Company aircraft.
b. Installations and/or removals of FSK's from Company aircraft, are
accomplished only by way of an Atlas Air EO.

The Senior Director, Quality Assurance/Quality Control has the
Responsibility and/or Authority:
a. To determine the methods and procedures for weighing aircraft and
maintaining the weight and balance records.
b. Has the authority to establish and modify the policies, procedures,
instructions, and information associated with the aircraft weighing
interval process.
c. The responsibility to ensure that each aircraft is weighed in a timely
manner and according to accepted practices.
d. The responsibility to ensure that weight and balance records are up to
date and for notifying all affected departments when an aircraft weight
and balance is revised.
e. The responsibility to ensure FSK’s are is inventories are properly
documented on the aircrafts weight and balance; from information
received from other responsible departments.

The Director of Quality Control has the responsibility for:
a. Updating and maintaining a current file for each aircraft. Additionally,
has the responsibility for any changes from the loading schedule that
will affect the current aircraft C.G. and/or any changes affecting the
aircraft weight and balance.

b. For completing, updating, and distributing forms T2064 and T2065


(refer to Weight and Balance - Weighing Procedures in the GMM). An
updated form will be completed after each aircraft weighing and
whenever any significant alterations and/or modifications are
accomplished.

c. Ensures there is a cataloged & archived record of all Q2061 forms.

Flight Spares Kits (FSK) – Responsibilities and Authority
The Senior Director Maintenance Planning is responsible for:
a. Maintaining aircraft weight and balance records in TRAX.

b. Ensures that weighing intervals are established in TRAX.

c. Coordinating, scheduling and issuing all FSK EO's at a suitable MX


Station.

d. Ensuring the current FSK inventory form is issued with the EO and
coordinating Any modifications, additions and/or removals to the FSK
master inventory list

e. Ensuring that the Weight & Balance Performance Engineer is notified


and forwarded FSK information.

VP of Engineering is responsible for:
a. Creation for all installations and/or removals EO’s of FSK's for
Company aircraft.
b. Creation, maintaining and archiving all aircraft FSK configuration
drawing/s.

Senior Director of Materials is responsible for:
a. Preparing and revising the FSK inventory forms.

b. Ensuring each FSK container contains a completed copy of the current


FSK master inventory list including weights and is available inside each
enclosure.

c. Provides a complete FSK master inventory list with the individual and a
total part weights, (grouped by FSK location on the aircraft) to the
Performance Engineer.

d. Maintain TRAX inventory allocation level in-accordance-with FSK

The Weight and Balance Engineer is responsible for:
a. Accounting for weight and balance changes on Form T2065
(Cumulative Weight and Balance Record) due to the installation and
removal of FSK containers by EO.

b. Accounting for weight and balance changes on Form T2064 (Basic


Operating Weight) due to the loading or unloading of all items on an
initial or revised FSK Inventory Form into an aircraft’s FSK.
