INVITATION FOR BIDS/NOTICE INVITING TENDER (IFB/NIT)

'Class-I local suppliers’ only are eligible to participate in this tender, as defined in the bidding
documents/ Public Procurement (Preference to Make in India), Order 2017 and its subsequent
amendments/ revisions issued by DPIIT. The bidders may apprise themselves of the relevant
provisions of bidding documents in this regard before submission of their bids."

1.0 NTPC Limited, Central Procurement Group - 2, Sipat Super Thermal Power Station, Ujjwal
Nagar, Sipat, Distt.: Bilaspur –495555, Chhattisgarh State invites bids on Single Stage Single
Envelope Composite bidding / Single Stage Two Envelope bidding basis from Eligible bidders
for aforesaid Package as per following details :

2.10 EVALUATION
CRITERIA Item rate bidding:
The Bidder shall to quote basic rates inclusive of all
charges for each item in the Excel BOQ Template.

The rate of GST% as applicable shall be selected online from
the drop down in the bid in the Schedule of Quantities in the
BOQ Excel sheet only.

In Case GST Registered Bidder has selected GST rate as “ 0”-


(ZERO) or Left Blank, then the quoted price of the bidder will
be considered to be INCLUSIVE of GST as applicable.

The minimum Percentage of Amount Linked to Safety Aspects


of the cumulative total of Works Portion of the Contract, i.e.
Civil + Structural Works shall be 2%.

EMD exemption is applicable in the subject NIT for MSE


bidders as detailed SCC clause 25.

The Bid Security shall, at the Bidder's option, be in the form
of Electronic Fund Transfer (EFT)/ irrevocable Letter of
Credit or a bank guarantee from any of the banks specified
in the Bid Data Sheets Annexure-VI to SCC or an insurance
Surety Bond from an Insurer as per the guidelines issued by
Insurance Regulatory and Development Authority of India
(IRDAI).
For the Bid Security amount up to Rs. 1,00,000/- (Rupees
One Lacs only), the Bidders must submit the Bid Security
amount online only on our e-tendering site

NOTE: Modes of Demand-draft (DD) / Banker’s cheque (BC)


or the stop gap arrangement of direct deposit in NTPC

account has been discontinued.

2.13 BENEFITS TO MSEs MSE Benefits (Applicable/Not Applicable) for this work
UDYAM REGISTRATION SHALL BE VALID DOCUMENT FOR
MSE BENEFITS
NOTE: Regarding Udyam Registration Certificate,
a) Traders are excluded from the purview of Public
Procurement Policy for MSEs Order,2012 and cannot be
extended MSE benefit.

b) Udyam Registration Number(URN) wherein, Major


Activity has been mentioned as TRADING cannot be
extended MSE benefits i.e. Exemption from Payment of
EMD and Purchase Preference in Tenders.
Benefits under PPP 2012 for MSEs are applicable only for (a)
Goods produced and (b) Services provided by MSEs. In this
regard, OM dated 9.11.2016 and its subsequent
amendment/clarifications issued by MSME from time to
time regarding definition of Goods and Services may be
referred. MSE benefits shall not be applicable to
Trader/Dealer of Goods. Further, MSE benefits shall also
not be applicable for Works Contracts.
Micro and Small Enterprises (MSEs) having Udyam
Registration for Goods produced and Services rendered
shall only be eligible for MSE benefits.
In case of an upward change in terms of investment in plant
and machinery or equipment or turnover or both, and
consequent re-classification, an enterprise shall continue to
avail of all non-tax benefits of the category (micro or small or
medium) it was in before the re-classification, for a period of
three years from the date of such upward change.
The benefits to the participating Service Providers under PPP
2012 shall be applicable irrespective of product (Goods /
Services) categories for which bidder is registered as MSE.

MSEs seeking exemption and benefits should enclose a

attested/self-certified copy of registration certificate as a
part of his bid, giving details such as stores/services, validity
(if applicable) etc. failing which they run the risk of their bid
being passed over as ineligible for the benefits applicable to
MSEs.
Further, in case of tenders where splitting of quantity is
possible, participating MSEs quoting price within price band
of L1 + 15 percent shall also be allowed to supply a portion
of requirement by bringing down their price to L1 price in a
situation where L1 price is from someone other than a Micro
and Small Enterprise and such Micro and Small Enterprise
shall be allowed to supply up to 25 percent of total tendered
value. In case of more than one such MSE, the supply will be
shared proportionately (to tendered quantity).

However, in case of tenders where splitting of quantity is not


possible, participating MSEs quoting price within price band
of L1 + 15 percent shall be allowed to execute the package by
bringing down their price to L1 price in a situation where L1
price is from someone other than a Micro and Small
Enterprise. The award shall be made as follows:
a) Award shall be given to L1 bidder if L1 bidder is a MSE.
b) In case L1 bidder is not a MSE, then all the MSE vendor(s)
who have quoted within the range of L1 + 15%, shall be given
the opportunity in order of their ranking (starting with the
lowest quoted MSE bidder and so on) to bring down its price
to match with L1 bidder. Award shall be placed on the MSE
vendor who matches the price quoted by L1 bidder.
c) If no MSE vendor who has quoted within range of L1 + 15%
accepts the price of L1 bidder then the award shall be made
to the L1 bidder.
Note: Generally, in tenders having Item wise evaluation,
splitting is allowed unless otherwise specified in the Special
Conditions of Contract (SCC). Further, in tenders having
Package wise evaluation generally splitting is not allowed.
Please refer Special Conditions of Contract for specific tender
provisions.
Note:
1.Splitting is Not Applicable.
2. “In case MSE Benefit/ Purchase Preferences for MSE
and/or Class-I local supplier is applicable as per the
provisions specified in the Bidding documents and if during
evaluation of Bids, Negotiation is required to be conducted -

the Negotiation shall be carried out with L1 Bidder.
Further, eligible MSE and/or Class-I local supplier as per the
provisions specified in the Bidding documents with respect
to MSE Benefit/ Purchase Preferences shall be offered to
match the Negotiated/ Awardable price of L-1 Bidder in the
order of their ranking & eligibility based on Original quoted
price of L-1 Bidder (before Negotiation).”

'Class-I local suppliers’ only are eligible to participate in this
tender, as defined in the bidding documents/ Public Procurement
(Preference to Make in India), Order 2017 and its subsequent
amendments/ revisions issued by DPIIT. The bidders may apprise
themselves of the relevant provisions of bidding documents in this
regard before submission of their bids."

2.21 All bids must be accompanied by Bid Security as stipulated in the Bidding documents.
While submitting the bid for the subject work, please upload EMD/Bid
Security/Insurance Surety Bond online along with your offer.

"ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE


SEALED ENVELOPE SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-
RESPONSIVE AND SHALL NOT BE OPENED. IN CASE, THE BID SECURITY IS SUBMITTED
THROUGH ELECTRONIC FUND TRANSFER (EFT), BIDDER TO SUBMIT THE PROOF OF
E-PAYMENT OF BID SECURITY EITHER IN SEPARATE SEALED ENVELOPE OR IN THE E-
TENDERING PORTAL.”

3.0 QUALIFYING REQUIREMENTS FOR BIDDERS: NOT APPLICABLE

4.0 'Class-I local suppliers’ only are eligible to participate in this tender, as defined in the bidding
documents/ Public Procurement (Preference to Make in India), Order 2017 and its

subsequent amendments/ revisions issued by DPIIT. The bidders may apprise themselves of
the relevant provisions of bidding documents in this regard before submission of their bids.

Minimum Local Content = 50%.

5.0 Any ‘Bidder from a country which shares a land border with India’, as specified in the Bidding
Documents, will be eligible to bid in this tender only if bidder is registered with the
Competent Authority as mentioned in the Bidding Documents.

Further, any bidder (including bidder from India) having specified Transfer of Technology
(ToT) arrangement with an entity from a country which shares a land border with India, will
be eligible to bid only if the bidder is registered with the same competent authority.

However, the said requirement of registration will not apply to bidders from those countries
(even if sharing a land border with India) to which the Government of India has extended
lines of credit or in which the Government of India is engaged in development projects.

6.0 NTPC reserves the right to reject any or all bids or cancel / withdraw the Invitation for
Bids/NIT without assigning any reason whatsoever and in such case no bidder / intending
bidder shall have any claim arising out of such action.

7.0 The bidding document is available online. A complete set of Bidding Documents may be
downloaded by any interested Bidder from the GePNIC Portal (https://GePNIC.gov.in). The
Bidder would be required to register on the website.

8.0 Transfer of Bidding Documents by one intending Bidder to another is not permissible.

9.0 First time users are required to register themselves on GePNIC Portal only. First time users
not allotted any vendor code by NTPC, should send a copy of the registration details to the
e- mail address specified in this NIT under Address for Communication with following details
at least three working days prior to Technical Opening Date:

a) Request on the letter head of the Company


b) Address Proof
c) Copy of GST Registration Certificate & PAN Card,
d) Email ID and Contact No.
e) Name and Designation of the contact person
f) Cancelled cheque & E.F.T form duly verified by bank
g) CIN no. in case of company
Note: Format of E.F.T(Electronic Fund Transfer) Form is attached along with tender
document.

Note: No Hard Copy of bidding documents shall be issued.
