Implementation of the

Citizenship Amendment Act


(CAA), 2019
The Union Government on 11th March 2024, implemented
the Citizenship (Amendment) Act, 2019 through the
Citizenship Amendment Rules, 2024. The Citizenship
(Amendment) Act, 2019 amended the Citizenship Act, 1955.
Background
Act of 2019 aims to grant citizenship to religious minorities like Hindu,
Jains, Christians, Sikhs, Buddhists, Parsis and Christians who migrated
to India from Pakistan, Bangladesh and Afghanistan before 31st
December 2014.

Citizenship will entitle benefits like right to travel in India, and to work
and study in the country.

Citizenship provisions will not be applicable upon the


following
Tribal areas of Assam, Meghalaya, Mizoram or Tripura.

Areas under the Inner Line under the Bengal Eastern Frontier
Regulations, 1873.

Process to Apply for Citizenship


Rule 10A provides for a grant of citizenship by registration or
naturalism. This rule sets out specific conditions that need to be
fulfilled to make an application by people who share relationship
with Indian citizen.

Rule 11A provides that application for seeking citizenship needs to


be submitted in an electronic form to the empowered committee
through district level committee.

Rule 13A provides that the empowered committee shall verify the
documents of eligible applicants and after being satisfied with
their eligibility has the power to grant them citizenship of India.
