 OBJECTIVES OF THE THIS WORKSHOP

• To sensitise participants on the provisions on the

reformed PPDPA Act
• To clarify some of the objectives of the Provisions of
the Act.
• To highlight the consequences of non-compliance.
• To provide a platform where participants can discuss
the Act without interruptions.

Expectations to the participants
We expect that you:
• Want to have more knowledge of the Public Procurement Act and the
Regulations so that your organisations operate within the confines of the
Law
• involve actively in the workshop discussions – this is an interactive
workshop
• ask for clarification, if required for: slides / cases / terms / concepts
• take notes to be used later as you embark on implementing the ACT.
• state when you find provisions that you anticipate to cause implementation
challenges

 Public Procurement

• Public procurement refers to procurement of external

resources needed by the government and the entities
under their control.
• Public procurement includes acquisitions of external
resources using public funds. It also uses any other
source of funding, such as grants and gifts

Strengthen the procurement professionalisation
The new Public Procurement and Disposal of Public Assets Act, which
took effect January 2018:
• provides for licensing of procurement practitioners in the public
sector practice
• Central government, State-owned enterprises, and local authorities
shall establish procurement management units (PMUs) to ensure that
decisions are free from undue influence.

 Public Procurement Systems

• The purpose and actions of the public procurement system

transcend meeting functional objectives. It recognizes the
significant role public procurement can play in generating
positive public value.
• In this regard, the procurement system in Zimbabwe
recognizes the equal status of functional and horizontal
objectives in public procurement
• This is expressed in the legal frameworks which govern
public procurement (PPDPA) 10
 Regulatory Compliance

• A highly prescriptive approach is considered appropriate where

officials have minimal procurement skills, and where it is also
necessary to ensure transparency or prevent or overcome corruption.

• Compliance may become the focus of public procurement instead of

the outcomes.
