this seminar.Outine the content of your paper.20 marks

2. There are two separate and distinct formation of Library materials with different styles of
operation. The leadership of theUniversity of Calabar has appointed you as the lad speaker in
an
orientation exercise for the fresh Law students. Write your guide for presentation in the two
formations of Library materias.15 MARKS

3. The Executive Governor of Cross River State recently increased the jurisdiction of Magistrate
courts in the state and the State Of Assembly has confirmed and passed the decision of the
Governor in aw. With the aid of your knowledge in law, describe the binding or probative vaue
in the said law, bearing in mind whether or not, it is a primary source of law. 15 MARKS

SECTION A

QUESTION 1
In the community of Ukpah, Cross River State, Mr. Okokon, a 25 year old man, intends to
incorporate a
company as a singe person.He believes that as a person, he can form a company without any
partner.
Also, there have been series of complaints from the State Government that newly incorporated
companies have not been paying up their taxes.
On 17thOctober, 2021, Mrs. Afe contracted with Mr. Afu and requested the latter to supply ten
bags of
cement on the 30th of October,2021. Mrs. Afe paid N25,000 as purchase price, but Mr. Afu has
failed to
deliver the goods till date and Mrs. Afe is furious.
Also, Esther and Ignatius got married under the Marriage Act.While their marriage was
subsisting,
Ignatius went to ive with another woman without dissoving his marriage with Esther.
A group named Black Catin Ukpah Community are killing indigenes and raping young girls in
the
community . The reason for them doing this is because,they claim that the Government have
not
provided good roads andelectricity as well as portable drinking water in the community. And
also, they
want the Governor to ensure that the pharmacist who sell in the community have their
prerequisite
licenses.
Governor Obamasoro, who is the Executive Governor of Bendel State as approached you as an
astute
law student. With the aid of statutory and judicia authorities,identify and explain the methods of
social
control inherent in the scenario and advice the parties accordingly.

The plaintiff, mr. Whyte, the Governor of Dongah state, sued Light House Publishing Company,
the publishers of Light House Weekly Magazine, for libel. The defendant filed a preliminary
objection challenging the jurisdiction of the court to hear the matter, on the ground that by virtue
of section 308 of the 1999 constitution the plaintiff cannot maintain any proceeding against any
person in his personal capacity nor can any proceedings be maintained against him in his
personal capacity during his term in office. The court held in favor of the plaintiff on the ground
that although section 308 confers absolute immunity on the president, vice president, Governor,
and Deputy Governor, it does not incapacitate them from suing in their personal capacity in any
competent court for redress.

With the aid of statutory and judicial authorities, identify and discuss the canon of interpretation
adopted and applied by the court.

INSTRUCTIONS: Answer four questionable, two from each of the sections.
Questions 1 and 4 are compulsory.

SECTION A
QUESTION 1
The Federal Republic of Bette is one of the largest countries of the world with over 200 million
people. The country operates a similar legal system with that of Nigeria. Currently, Bette is being
ravaged by a novel disease which has killed over 1000 person. As a way of containing the
spread of the disease, government declared total lock down in some confinal areas of the
country to wit: schools, markets, clubs, churches, mosques etc. Government also declared 6am
to 6pm curfew in addition to the compulsory wearing of face mask and the prioritization of
personal hygiene.
In Akpakwu, one of the Local Government Areas of the country, there exist a pefarious group,
Christenal Amatata Wolves. This group has been terrorizing citizens, stealing their properties,
raping girls and women as well as producing and selling fake drugs, which they claim can cure
the novel disease.
Government is not concerned about the welfare of her citizens as they lack access to portable
water, good roads, electricity, and free education. Government has also failed, refused
and/neglected to provide palliatives to the vulnerable in order to cushion the dismal effect of the
novel disease. It is also evident that there is no tax payment management regime in the country.

Your uncle, Prof. Toritori Yanga Atialikong who was recently appointed the chief law officer of the
Federal Republic of Bette has vowed to change the narratives through potent reforms.

Being vested with the scenarios painted above, list, discuss and advice Prof. Toritori on the
possible method of social control that he can initiate and implement. Support your advice with
statutory and judicial authorities.

Educate your friend, Peter on the motion that " the teaching of Legal Methods in all faculty of
Law across the country (Nigeria) has no jurisdiction whatsoever.
