Vehicle Use Policy

This policy has been prepared as an orientation on what is expected of you in the operation and maintenance of your
company vehicle. Dar Al-Riyadh will provide you with safe, dependable transportation. In turn, you are entrusted to use
good judgment and have a complete understanding of the responsibilities involved, both of which are necessary to
continue to drive a company-provided vehicle on company business. You have been provided a company vehicle
primarily to assist you in your job. Its use is strictly limited to business purposes. It may not be used for personal reasons.
Any driver of a company vehicle (or driving on company business in any manner) must meet the following requirements:
• Possess a valid driver’s license
• Maintain an acceptable driving record per company policy
• Follow the guidelines stated in this policy at all times
• Loaning the vehicle to friends, neighbors, relatives or anyone else is in violation of company policy.
• Employees with an assigned vehicle are not allowed to receive a transportation allowance

Vehicle request and approval

A vehicle request form must be completed by the employee’s supervisor and approved by higher levels of
management as appropriate. This form is available online. In addition to this form, other information is also required:

 Scanned and uploaded copy of valid Saudi Driver’s License or International


 Scanned and uploaded copy of valid Iqama or Saudi national ID

Vehicle Provisioning

DAR sometimes has vehicles available that match the required needs. In these cases, the available car will be supplied
for the remainder of its lease period.

If a new vehicle is to be leased, DAR must request quotations from multiple vendors per policy. Receipt of these
quotations from the vendors takes 3 - 5 business days.

Upon receipt of quotations, a lease purchase order (LPO) is generated. This takes 2 - 3 business days.

The signed LPO for a new vehicle request is forwarded to the vendor. After the vendor receives the request, he takes 1 -
2 business days to process the LPO and provides an estimated delivery date, usually 3 - 4 weeks from the current date.
Specialized vehicles may take longer.

A letter certified by the chamber of commerce is then prepared for the driver of the vehicle, providing authorization to
drive the particular vehicle. This takes 1 - 2 business days. This certification must be kept with the car at all times.

In some cases, a temporary car, if available, can be provided by the vendor after the processing of the LPO.

Vehicle Paperwork

Each car should contain several documents that need to remain with the vehicle in case of an accident or being stopped
by law enforcement.

 Copy of vehicle registration ownership (istamar) – Vendor name / DAR name
 Copy of auto insurance
 Copy of chamber of commerce certificate allowing employee to operate vehicle
 If taking the car out of Saudi Arabia, a special approval letter from the vendor and police will be required.

Upon receipt of the car, the driver must:


 Ascertain that the istamar, insurance and chamber of commerce certificates are in the vehicle. If they are
missing, he must not accept the vehicle until they are present.
 With the vendor and Vehicle Support employee, complete and sign the vehicle inspection form, Appendix 1.
This report must be completed each time a car is exchanged to another driver or returned to the vendor.
 Ascertain DAR Vehicle Use Agreement and emergency contact numbers are in vehicle, Appendix 2.

Safety

It is company policy that seat belts be used at all times, not only by the driver but by all passengers as well. Drivers are
prohibited from overcrowding a vehicle that may result in unsafe operation and cannot carry more passengers than the
number of seat belts in the vehicle. Drivers are responsible for wearing and enforcing the use of seat belts by all
occupants.

Driving is a full-time job. Avoid all distraction. Concentrate on the other driver by assuming that person will not do what
is expected. Roads are crowded. Consider all vehicles as potential accidents looking for a place to happen.

Beware when entering intersections. Always count to two before entering an intersection from a stoplight or stop sign.

Signal entry onto freeways and stay in the center or inside lane for ease of emergency maneuvering.
Do not insist on the right-of-way. Assume the other driver will. Use turn signals for parking, lane changes, and all turns
in shopping and office center parking lots.

Drivers must operate a vehicle only at a speed appropriate to the road, traffic and weather conditions.

Always keep a full level of windshield washer solvent. Before night driving, wipe off your headlights.
If you are wondering whether or not you should turn on your headlights, turn them on.

See Appendix 3.

Cell Phone Usage

The safest and most responsible way to use a Cell phone is using a hands-free device or to safely pull over and park.
Texting while operating a vehicle is strictly prohibited.
Any accident resulting from negligence due to phone or hands-free device usage will be subject to the at-fault conditions
as described in the accident section of this manual.

Vehicle Care

The employee is expected to treat the car as he would his own. All company-provided vehicles are designated as “non-
smoking” areas, and each driver is expected to keep his vehicle in a clean, well-maintained condition. All employees
when driving reflect on the reputation of Dar Al-Riyadh.

Driver safety checklists must be performed in writing twice annually. Drivers must inspect all safety related equipment
including: headlights, taillights, brake lights, turn signals, running lights, license plate lights, tire tread, windshield wipers
and horn operation.

Vehicle Repairs and Maintenance

It is the driver’s responsibility to have the scheduled maintenance performed at the designated intervals to ensure
maximum vehicle performance for safety, operating efficiency and extended life of the vehicle:
• Change oil according to manufacturer’s suggested maintenance schedule
• Keep tires inflated to the proper PSI rating
• Have tires rotated every 10,000 miles
• Frequently inspect belts and hoses for cracks, leaks or loose fittings

Unusual wear and tear above the industry average or neglecting to maintain the company-provided vehicle may result in
the vehicle being taken from the employee and the employee charged for any resulting repairs.

Tire mileage is directly proportional to driver technique, alignment, tire pressure and wheel balance. All of these factors
are under driver control. Tire pressures must be checked regularly (and kept at a PSI level as designated in the vehicle
manual or as designated on the inside door panel of the vehicle) and tires visually inspected. Alignment and wheel
balance problems must be corrected immediately to avoid drastic tire wear.

Vehicles work best with normal scheduled maintenance. The vendor will provide for normal routine maintenance. Each
driver must keep record of all maintenance performed on his vehicle. If the vehicle needs repair, the driver can contact
Vehicle Support to make arrangement for repairs. In most cases, if the repair takes more than 4 hours, the vendor will
provide a temporary replacement.

In cases where it is determined that the repair is required because of neglect on the driver’s part, then the employee will
be held responsible and charged for the cost of repairs.

Accidents
Please drive safely. We desire all employee safe travels.

In the event that you are involved in an accident, please follow these instructions:

1. When an accident involves another vehicle, obtain the following information:


• Driver’s name (and owner’s name if different from the driver)
• Address
• Telephone number

• Name of insurance company and policy number
• VIN, vehicle year, make and model
• Vehicle license plate number (Try to take a picture of cars license plate)
• When possible, take a pictures of both vehicles’ damage

2. If possible, obtain names, addresses and telephone numbers of any witnesses, including name of any
investigating law enforcement agency.

3. Identify yourself and show your driver’s license and insurance identification card. Do not discuss insurance
policy. Do not assume the blame for the accident and, above all, do not agree to any settlement.

4. Cooperate with the investigating law enforcement officers. Answer their questions factually and avoid
commentary beyond that. Despite your opinion, the officer may be trying to decide responsibility for the
accident and an overly aggressive attitude on your part may result in a decision against you.

5. Note if there are any injuries reported by anyone involved in the accident.

7. If in a car accident please call 920000560 ( Najm) and wait for them to come and do a detailed accident
report. This report is required to get the car repaired.

8. It is your responsibility to notify police of the accident and to file the appropriate written report as required, in
addition to notifying management as soon as possible.

9. If it is determined that the driver is at fault, you will be financially responsible for:
• Deductible amount and maybe held responsible for other physical damages.
• If you are found to be under the influence of drugs or alcohol at the time of the accident, regardless of
whether you are found at fault or not, your employment will be terminated.

Traffic and Parking Violations


If traffic tickets are receives the employee will be held responsible and will be charged. Please see Appendix 1.
Each driver is responsible for prompt payment of any fine incurred as a result of unlawful operation or illegal parking
of the company vehicle.

Out of Country Travel

No vehicle may be driven out of the Kingdom of Saudi Arabia without express permission by the employee’s General
Manager at DAR Al-Riyadh and the rental company owning the vehicle. Previous arrangements need to be taken since
forms from the Vendor and police will need to be secured. Allow sufficient time to process requests.

DAR Pool Vehicle

Dar Al Riyadh does have limited pool cars. These are meant to be used for a short term requirement, one week or less
and NOT for extended use. See Appendix 4 for log sheets.

Requirements for all pool vehicles:


 User logs are to be maintained for each vehicle with inspections on each use to identify damage and
responsibility.
 Weekly mileage logs to be kept.
 Under no circumstances are pool vehicles to be used as personal transport.
 All incidents involving the vehicle are to be immediately reported to Vehicle Support.
 No smoking is to be allowed in the vehicles under any circumstances.
 Regular cleaning is to be undertaken and logs kept.
 All petrol and operating expenses to be maintained and billed against the vehicle with corresponding mileage
logs in justification.

Appendix 2

Vehicle Quick Reference Card – (To be kept in vehicle)

DAR VEHICLE USE AGREEMENT-COMPANY VEHICLES


1. Employee must maintain a valid Saudi Driver’s license or International.
2. Employee must follow generally accepted safe driving practices and obey traffic regulations
3. Employee will ensure that all occupants of a company vehicle are properly wearing safety bells while the vehicle
is in motion.
4. Employee is not permitted to use non-hands-free speaking or texting on a mobile device while the vehicle is in
motion.
5. Employee is responsible for ensuring that the vehicle is properly maintained. This includes having the vehicle
serviced at regular service intervals by a qualified mechanic. The leasing company will pay or arrange for normal
vehicle maintenance.
6. Employee authorizes the company to obtain records about the employee driver’s record.
7. Employee is responsible for parking cars in safe and legal areas off public ways.
8. Employee will notify the company of any tickets or citations received while operating a company vehicle, and
employee is financially responsible for the same.
9. Employee must report all accidents within 12 hours of the occurrence to their manager and Vehicle Support.
10. Employee will be responsible to pay any deductible in the event an accident is deemed avoidable.
11. Employee will not make any modification or add equipment (CD players, stereos, cellular phones, etc.) to any
company vehicle.
12. Vehicles are not to be loaned to other employees without written permission and never to non-employees.
13. The use of alcohol and controlled substances prior to and during operation of any vehicle is prohibited. Any
hazardous substances, chemicals or dangerous goods are prohibited from being carried in a company car.

Safe Driving Practices


Reminder
You are Dar Al Riyadh’s most valuable asset! The way that you drive says
everything about you and your company. Make a positive statement by following
these work-related safe driving practices.
Stay Safe
• Use a seat belt at all times – driver and passenger(s).
• Be well-rested before driving.
• Avoid taking medications that make you drowsy.
• Set a realistic goal for the number of miles that you can drive safely each day.
• Drive at or below the speed limits.
Stay Focused
• Driving requires your full attention. Avoid distractions, such as adjusting the radio
or other controls, eating or drinking, and talking on the phone.
• The safest and most responsible way to use a cell phone is to safely pull over and
park or any hands-free device. Texting while operating a vehicle is strictly
prohibited.
• Continually search the roadway to be alert to situations requiring quick action.
• Stop about every two hours for a break. Get out of the vehicle to stretch, take a
walk, and get refreshed.
Avoid Aggressive Driving
• Keep your cool in traffic!
• Be patient and courteous to other drivers.
• Do not take other drivers’ actions personally.
• Reduce your stress by planning your route ahead of time (bring the maps and
directions), allowing plenty of travel time, and avoiding crowded roadways and
busy driving times.

Appendix 5

Saudi Traffic Violations & Penalties


List of Traffic Violations, Penalties:

Traffic violations are divided into four categories as follows:

Category I Violations, extra measures that might be taken thereon:

Penalties for such violations: (A fine not less than five hundred Riyals and not exceeding nine hundred Riyals,
or keep the vehicle in custody plus the fine). These violations are:

1. Driving a vehicle without driving license.


2. Driving a vehicle without plates (vehicle will be kept in custody until settlement of violation).
3. Driving a vehicle without back plate (vehicle will be kept in custody until settlement of violation)
4. Using forged registration plates (vehicle will be taken into custody until removal of violation).
5. Using illegal plates (vehicle will be kept in custody until settlement of violation).
6. Fixing equipment on the vehicle like those used in official and emergency vehicles (vehicle will be kept
in custody until violation is settled).
7. Concealing or trying to conceal or blur the special features of the vehicle (vehicle will be kept in custody
until violation is settled).
8. Driving under the influence of alcohol, drugs or medicine which was warned not to drive if taken.
9. Not stopping while the red traffic light was on.
10. Driving on the opposite direction.
11. Moving fast, recklessly between vehicles on public roads.
12. Exceeding the speed limit by more than 25 klm/h.
13. Overtaking vehicles in curves and uphill(s).
14. Stopping on railways.
15. Uncovering, untying transported loads.
16. Carrying out road-works before notifying the relevant authorities.
17. Non-stopping completely at the stop signal.
18. Not stopping at the signal driving priority ahead if there are vehicles moving on a priority road.
19. Allowing no priority to vehicles moving on the right side when they reach the intersection where there
are equal movement priorities, when there are no priority signals.
20. Allowing no priority of movement for vehicles on the main road if there no priority signals.
21. Violating traffic police hand signals while organizing traffic and not giving his hand signals priority to
traffic lights.
22. Allowing no priority of movement for vehicles in a roundabout by the vehicles outside it in the absence
of lights signals or traffic policeman who organizes traffic.
23. Endangering lives by driving a vehicle without breaks or necessary equipment (vehicle will be kept in
custody until settlement of violation).
24. Not using necessary lights at night or while driving in bad weather conditions.
25. Driving vehicle inside tunnels without lights.

Category II Violations, extra measures that might be taken thereon:

Penalties for such violations: (A fine not less than three hundred Riyals and not more than five hundred Riyals,
or keep vehicle in custody plus the fine). These violations are:

1. Making additional amendments to vehicle's body without following proper procedures (vehicle will be
kept in custody until settlement of violation).
2. Driving public works vehicles (industrial, constructional, or agricultural) on road without taking proper
precautions to avoid their negative effects (vehicle will be kept in custody until violation is settled).
3. Driving a vehicle that pollutes environment on public roads (vehicle will be kept in custody until
violation is settled).
4. Exceeding the speed limit by not more than 25 klm/h.
5. Tampering with traffic regulating signs.
6. Not stopping at check points when there is a check point sign.
7. Not complying with traffic regulations at roads intersections.
8. Using vehicle for unlicensed purposes.
9. Carrying passengers whose number is more than the number stipulated in the license.
10. Seating passengers in the vehicle in places other than those specified for them.
11. Refusing to present driver's or vehicle's identifying papers when required by authorized persons.
12. Non-complying with road-limits marked on the lanes.
13. Leaving objects on public roads that endanger public safety.
14. Allowing no movement priority for VIP or emergency vehicles.
15. Overtaking school buses when they stop to load or unload.
16. Using expired license..

Category III Violations, extra measures that might be taken thereon:

Penalties for such violations: (A fine not less than one hundred and fifty Riyals and not more than three hundred
Riyals). These violations are:

1. Not equipping trailers as required by regulations.


2. Not presenting vehicle for periodic technical inspection.
3. Infringing rules by using strong lights.
4. Not following precautions required when parking on public roads in emergencies.
5. Putting bars inside the vehicle that prevent driver vision.
6. Driving without carrying the driving license or vehicle registration license.
7. Leaving the vehicle on a slope road without taking necessary precautions.
8. Violating rules for driving on roads.
9. Not preserving vehicle's plate number.
10. Non-completion of transfer of vehicle ownership.
11. Non-completion of vehicle use domain.
12. Not wearing seat belts.
13. Non-using safety seats meant for children.
14. Defying priority rules.
15. Exceeding time limits set for exporting a vehicle prepared for export.
16. Using cell phone while driving.
17. Misusing vehicle's horn.
18. Not wearing a helmet when riding a motorbike.

19. Driving within lanes not intended for driving.
20. When animals owners do not keep their animals away from road.

Category IIII Violations, extra measures that might be taken thereon:

Penalties for such violations (A fine not less than one hundred Riyals and not more than one hundred and fifty
Riyals). These violations are:

1. Using unauthorized devices inside the vehicle or fixing logos or posters contrary to public morals.
2. Leaving vehicles on public roads in unauthorized areas unnecessarily.
3. Throwing any objects outside the vehicle while it is moving.
4. Driving a vehicle without front plate numbers.
5. Getting off or riding into a vehicle while it is moving.
6. Pedestrians crossing roads from places other than those allocated for them.
7. Pedestrian’s non-compliance with signals defined for them.
8. Slowing down driving in a manner that impedes smooth flow of traffic.
9. Parking in places defined for persons with special needs if he is not from that category.
10. Parking in places defined for persons with special needs while you are not from the category.
11. Not focusing on road while driving.
12. Absence of an insurance policy.

Traffic Violations Points System:

If the number of points recorded against him reached (24) points, the driver's license would be revoked as
follows:

1. If the violator got (24) points for the first time within one Hijri year, the driving license is withdrawn for
a period of three months.
2. If the violator got (24) points for the second time within one Hijri year, the driving license is withdrawn
for six months.
3. If the violator got (24) points for the third time within one Hijri year, the driving license is withdrawn
for one year.
4. If the violator reaches 24() points for the fourth time within one Hijri year, the driving license will be
revoked.
