Memo No:-Ch-11/SE/CommlEP-300 Dated:- 28.1.2019 Sub: Guidelines for laying of 33 KV and 11KV underground electrical distribution system in builders/developers areas. The guidelines ior laying of 33 KV and 11KV underground electrical ribution system in builders/developers areas have been evolved as under:-: Seneral Points i. thas already been decided by DHBVN that the Sectors from 8 te 115 in Gurugram and Sectors from 75 to 89 in Faridabad are to be electrified on 33 KV primary voltage level and the secondary distribution network to be laid by the HUDA/HSIDC/Colonizers /Licensee/SEZ shall be 33/.433KV or 33/11/.433KV. ji, Complete 33KV and 11kV network shalllbe laid underground. fi 33KV Underground feederfiine from source Sub-Station to 33KV Switching station Shall be put into place by laying 3CX400 mm2 size of 33 KV XLPE/11KV XLPE Cable alongwith a spare cable. iv. Beyond switching station, co-sharers will maintain redundancy by providing spare cable or through ring main system from other consumers of the same switching station. Under normal operating conditions, joad on each 33 KV feeder/line shall be restricted up to 50 % of its tull load capacity in case of ring main system. However in case ring main system is net possible, a spare cable shall be provided and a numbers of connections can be released on the feeder up to the full load capacity of > the feeder taking into consideration the demand factor of individual connections. The salient fealucs of the: specification are as under ii), Methods of cable layin: Selection of Route:- While selecting the route the following guideline may bu kept in view. a) The route should be away from parallel running gas. water pipes & telephone /telecornmunication cables etc as far as possible. 5) The route should be selected in such a manner that involves minimum obstacles such as roadway crossing etc <) If possible the cable should be laid along the footpath rather than the carriage way. 4) The cable route should not involve sharp bends. a) Laying cirect in the Ground:- The cables shall Be laid direct in the grouns after manual digging under proper protective covers, b) Laying of pipes:- At Railway Crossing road crossing ole the cable shou: te’ aid primariy through trenchless boring and HDPE Pipes. In sor cr canstances the lying of cable direct in ground for road crossing may b: Slowed for which the approval may be sought from the respective CM authorities, «) Laying of Racks:- Inside the buildings, industrial plants, siSins. & tunnels. Caples may be laid on racks fixed to the wall or supported from the Ceilings 4) Laying in Trench:- In exceptional Circumstances, in 8 inhabited area & nighly protetiive area ike Airport, Grid S/Stn. Hospital, School & other mniitary instalation, the Cable may be laid in covered trenches i) Installation Procedure: 3) While laying direct in the ground, the cable should be laid on 3 bedding of vrimum 75 mm riddled soil or sand & then covering it with additional fiddled soil or sand of minimum 75 mm & protecting it by means of RCC slahs, as per the approved drawing b) The minimum depth of laying from the ground surface to the top of the Cable is a8 follows, however the drawings stipulated in the specification No. CSC-138/DH/UH/P&D/2015-16 shall be followed:- + 41 KV cable — 0.9 meter + 33 KV Cable - 1.05 meter + LT cable and control cables - 0.75 meter + Cables at road crossings - 1.00 meter «Cables at raiway level crossings (measured from the Bottom of sleepers to the top of pipe)- 1.00 meter. The depth may vary as per the site conditions for which the contractor will seek approval from the Engineer in charge. c)_ The minimum clearances are as follows - Power cable to control cable — 0.2 meter fa Power cable to communication cable — 0.3 meter, Power cabie to Gas/Water main: -- 0.3 meter ower Cable to Power cable - clearance not necessary, however, larger the clearance, better would be carrying capacity 4d) The Diameter of the cable conduit or pipe or duct shall be at least 1.5 limes the outer diameter of the cable. Spare ducts for further extensions should be provided. The spare duct runs should be sealed off. ©) For identification of the route of U/G Cable and safety of others/human being the word “Power cable” should be marked on the protective covering of RCC slabs, as per the drawings stipulated in the specification No. CSC-138/DH/UH/P&D/2015-16. All the other materials liked coarse and fine aggregate sand, joint markers, sealing, identification strips/ tags of metal or plastics, route markers, cable support clamps, terminals and inline connectors, sealing compounds etc. , whether specifically mentioned or not in these specifications are deemed to have been included in the scope of supply and installation. These shall have to be got approved by the contractor from the Engineer-in-charge before use. 4) \centification strips/ tags of metal or plastics should be attached to the cables, particularly if several cables are laid in parallel, 8 to 10m apart. Identification tags should also be attached at every entry point into the buildings and at the cable end terminations. h) A bedding of riddled earth or river sand should be provided and protective cable warning tapes should be used. Instruction to back fill the trench should not be given until the entire length is protected by cable cover and necked |) The precautions to be taken while laying cables in ducts by taking care against abrasions during pulling, proper alignment of duct, precautions against damage to cable at duct entry positions ete. tn case of jointing of lengths of various cables, provision of RCC jointing inspection pitwindow should be kept in case the same is to be kept underground. However, overhead jointing of cable may be done through H-pole or 4-pole structure or RMUs. For tapping power from underground HT XLPE cable, a Ring Main Unit (RMU) depending upon the voltage level Le. 33KV or 11KV shall be installed at every load centre ie. HT connection/distribution transformer/tapping point between the cable. A standard 3 way RMU having 2 no. Isol tors (for incoming and outgoing) and one no, circuit breaker unit (for local load control e.g. DT/ HT connection) will be installed. For the 11KV system, outdoor type RMUs can be used with proper fencing of the area. However, for the 33KV gystem, Indoar type RMUs shaii be 3: “ ised for which a oom of [0X10 size is required. The RMU shall be Quldoor jor 33KV andl Incdsot/Outdoor type for 1IKV. The RMUs shall be having St 6 type quenching media with both sides extendable and motorized with the provision of self-powered supply as per Nigam Specs/ISIEC. However, the provision of FRTU shall be available in the RMU for compatibility with future SCADA, The 33KV RMUs are not being manufactured in India presently and maintenance issue can arise at later stage. Also, being an imported item, the cost of RMUs is high in ccmparison to the 33KV breakers, so it is suggested that instead of 33KV RMUs, 33KV indoor VCBs (to be housed in a room of suitable size and clearance from safety aspects) are more viable and thus may be preferred over RMUS, wherever possible Other tapping arrangementmethod of 11KV and 33KV line-can be made through H pole by using GO switch fer 11KV system and isolator on 4 pole structure for 33KV system. 33/0.433 KV Distribution transformer with ratings of 400 KVA, 630KVA and 1000 KVA with adequate redundancy shall be considered for electrification of distribution system in a plotted area. In addition to the above capacity, DTs cf ratings 1250KVA, 1650 KVA, 2000KVA, 2500 KVA & 3150 KVA with adequate redundancy shall be considered for electrification of distribution system in group housing societies as per the sanctioned load. The ceiling on maximum loading of the distribution transformer(s) will be 80%. In case of underground/basement installation, the DTs shall be dry type and clearances shall be as per electricity rules. Another option is to install and commission a 33/11KV substation (rating in multiples of 8, 10, 12.5 MVA power transformers) and further installation of 11/0.433 KV underground distribution network may also be explored. However, 33KV Sub/Station can be of GIS or AIS as opted by the HUDA /HSIIDC / Private Colonizers / Developers / SEZs etc.In case of 33/11/.433KV system, tie «. pacity of DTs shall be the same as defined above. LT feeder panel shail be equipped with the ACBVCB on incomer side and MCCB/AGB on outgoing side. The rating of LT ACB/VCB on income! side shall be matching with the DTs rating. All the outgoing circuits shall be equipped with MCCB/ACB matching the load of outgoing circuit. The number of circuit may vary as per the site requirement. Al the LT outgoing circuits shall also be underground up to the consumer level from the LT distribution panel. The sizefrating of MCCB can vary depending upon the joad on the circuit. in case of plotted development, the consumer meters shall be installed in the MCBs! Meters panels outside the premises. In case of group housing societies, mete's may be installed in tower-wise meter room. Separate metering provision shall be provided for common facilities. Se fy The entre L Eintenal ntiastructure shall also be lad underground and the size af LI cable shall be one size higher of the corresponding rating size equivalent to the total load connectedito be proposed on the line/feeder panel. vi HT and LT lines may be laid in the same trench in case of open/concrete trench by marinating the depth as given in the Nigam Specification. However, in that scenario, FRLS cable shall be installed.
