THE PROBLEM AND ITS BACKGROUND

This chapter presents the introduction; background of the study;

statement of the problem; hypotheses; scope and delimitation of the study; and

significance of the study.

Introduction

In educational institutions, an effective grievance resolution

mechanism is paramount to maintaining a harmonious work environment and

fostering organizational performance. Bagong Silang Elementary School, as a

center for academic and administrative activities, relies on the cohesive

collaboration of its teachers and staff to achieve its educational objectives.

However, the presence of unresolved grievances within the school community

can significantly impact organizational performance, teacher/staff satisfaction,

and overall school climate. Therefore, it is essential to explore the dynamics of

grievance machinery and its influence on the organizational performance of

Bagong Silang Elementary School, with the ultimate aim of developing a

comprehensive resolution and improvement plan.

The effective management of grievances and the promotion of a

positive organizational climate are vital components of ensuring the overall

success and well-being of educational institutions. Bagong Silang Elementary

School, as a cornerstone of the local community, is no exception to this

fundamental requirement. The Department of Education (DepEd) recognizes

the significance of providing a conducive working and learning environment for

all stakeholders within its educational institutions. The establishment of a

robust grievance machinery aligns with DepEd’s commitment to upholding the

rights of employees and creating an atmosphere conducive to optimal teaching

and learning outcomes.

In accordance with the legal framework provided by DepEd, the rights

and welfare of both teaching and non-teaching personnel are safeguarded.

The DepEd Order No. 35, s. 2004, otherwise known as the Revised Rules of

Procedure Governing Investigation of Administrative Cases Against Non-

Teaching Personnel and Other Officials of the Department of Education,

outlines the procedures for addressing grievances and disciplinary matters

within the organization. Furthermore, the Magna Carta for Public School

Teachers, as mandated by Republic Act No. 4670, ensures the protection of

the rights and privileges of teachers, including the right to due process in

cases of grievances or disciplinary actions. These legal provisions underscore

the importance of establishing a fair and effective grievance machinery within

educational institutions, such as Bagong Silang Elementary School, to uphold

the rights of its employees and contribute to a harmonious working

environment.

Given the legal obligations and the imperative to maintain a positive

organizational climate, it is essential to investigate the relationship between the

effectiveness of the grievance machinery and the organizational performance

of Bagong Silang Elementary School. This study seeks to provide a

comprehensive understanding of the current status of grievance mechanisms

and their impact on the school’s overall performance. By doing so, it aims to

identify areas for improvement and develop a resolution plan that aligns with

the legal framework provided by DepEd, ultimately contributing to the

enhancement of the school’s organizational effectiveness and the promotion of

a positive work and learning environment in accordance with DepEd’s legal

mandates.

The significance of this study lies in its potential to provide

valuable insights into the existing grievances among teachers and staff of

Bagong Silang Elementary School and their implications for organizational

performance. By examining the effectiveness of the current grievance

machinery, identifying areas for improvement, and understanding the

relationship between grievance resolution and organizational performance, this

research seeks to contribute to the development of targeted interventions that

can enhance the school’s operational efficiency and the well-being of its

teachers and staff.

Background of the Study

Bagong Silang Elementary School plays a crucial role in the local

community by providing quality education to its students and serving as a hub

for the professional and personal growth of its teachers and staff. However, like

any organization, educational institutions are not immune to internal challenges,

including grievances among teachers, staff, and school head and the potential

impact on organizational performance. Given the significance of maintaining a

positive work environment and the legal obligations outlines by the Department

of Education (DepEd), it is imperative to understand and address the

relationship between grievance machinery and organizational performance at

Bagong Silang Elementary School.

The existence of a functional grievance machinery within the school is

essential for providing a fair and transparent process for addressing the

concerns and disputes of its teachers. A well-structured grievance system can

contribute to the resolution of conflicts, the preservation of teacher morale, and

the prevention of more serious issues that could negatively impact the school’s

organizational performance. However, if the grievance machinery is inefective

or under-utilized, unresolved conflicts and dissatisfaction may lead to decreased

productivity, heightened stress levels, and a decline in overall organizational

performance.

In line with the legal basis provided by DepEd, this study seeks to

investigate the current state of the grievance machinery at Bagong Silang

Elementary School and its impact on organizational performance. By

conducting a comprehensive analysis, the study aims to identify specific areas

for improvement and develop a resolution plan that aligns with the legal

framework and best practices outlined by DepEd. Ultimately, the goal is to

contribute to the enhancement of the school’s organizational effectiveness and

the promotion of a positive work environment for its teachers, in line with the

legal mandates and the broader mission of DepEd to provide quality education

and uphold the rights of educational personnel.

Through this research, the study will provide valuable insights that can

inform policy and practice within the school, contributing to the creation of a

more supportive and productive work environment for teachers and staff, as

well as an improved learning environment for learners. By addressing the

relationship between grievance machinery and organizational performance, the

study will seek to support the school in fulfilling its mission and aligning its

practices with the legal and ethical standards set forth by DepEd.

In a study conducted by Sanchez-Danday (2022), it was found that

teachers may not be adequately protected in schools due to the attendant

prejudice and misconceptions in the grievance procedure. Studies focusing on

teacher-complainants’ plight in lodging their complaints before their grievance

committee are also found wanting. This premise led to the conduct of this study

by the researcher who is teaching in the elementary.

Statement of the Problem

This study will assess and evaluate the Grievance Machinery and

Organizational Performance of Bagong Silang Elementary School in Caloocan

North II District that would serve as basis for a resolution and improvement

plan.

Specifically, this study will seek the answers to the following questions:

1. What are the existing grievances among teachers and staff of Bagong

Silang Elementary School, and how do these grievances impact organizational

performance?

2. How effective is the current grievance machinery at Bagong Silang

Elementary School in addressing the grievances of teachers and staff, and

what are its strengths and weaknesses?

3. Is there a significant relationship between the resolution of grievances

and organizational performance of Bagong Silang Elementary School, and

how do teachers and staff satisfaction and retention relate to organizational

performance?

4. How do different leadership styles within Bagong Silang Elementary

School influence the prevalence of grievances among teachers and staff, and

Hypotheses

Ho1: There is no significant relationship between the effectiveness of the

grievance machinery at Bagong Silang Elementary School and the

organizational performance indicators.

Ho2: The timeliness of grievance resolution at Bagong Silang Elementary

School does not impact teachers and staff job satisfaction and organizational

performance.

Ho3: The existence of a structured grievance management system at Bagong

Silang Elementary School has no influence on teacher retention rates and

overall effectiveness.

Scope and Delimitation of the Study

This thesis will focus on the examination of the grievance machinery

within Bagong Silang Elementary School and its impact on the organizational

performance. Furthermore, this study will investigate the current grievance

handling processes, procedures, and mechanisms in Bagong Silang

Elementary School. Moreover, it will assess the relationship between the

effectiveness of the grievance machinery and the overall organizational

performance of the school. It will involve the collection of data from teachers,

staff, and administrators. Finally, the researcher will propose a resolution and

improvement plan based on the findings to enhance the grievance machinery

and organizational performance.

The study is limited to 200 teachers of Bagong Silang Elementary

School and may not be generalizable to other educational institutions. The

research will focus solely on the grievance machinery and its impact on

organizational performance, excluding other factors that may influence

performance. It will not delve into individual grievances or specific personal

disputes within the school. It will also not assess the financial implications of

implementing the proposed resolution and improvement plan. Also, this study

will not address broader issues of educational policies or governance that may

influence the school’s organizational performance. It will cover the school

years 2021-2022, 2022-2023, and 2023-2024.

Significance of the Study

This study will be useful to the following:

Learners. While not the primary focus of the study, learners of Bagong

Silang Elementary School can indirectly benefit from the research outcomes. A

well-functioning grievance machinery and improved organizational

performance can create a conducive learning environment, enhance teacher-

student relationships, and positively impact the overall educational experience

of learners.

Teachers and Staff. Teachers and staff members at Bagong Silang

Elementary School stand to benefit from the study by having a more efficient

and transparent grievance handling system in place. Addressing grievances

promptly and fairly can lead to increased job satisfaction, morale, and

engagement among employees, contributing to a more positive and supportive

work culture.

Subject Coordinators. The result of this study will guide them to

understand the importance of effective grievance handling processes in

fostering open communication within their departments. Coordinators can use

the study findings to improve communication channels, address concerns

promptly, and create a supportive environment for teachers and staff.

School Administrators. School administrators can benefit from the

study by gaining insights into the effectiveness of the current grievance

machinery and its impact on organizational performance. The research

findings and proposed improvement plan can help administrators enhance

grievance handling processes, promote a positive work environment, and

ultimately improve the overall performance of the school.

Parents and Guardians. They will benefit from the study by knowing

the school values transparency, fairness, and effective conflict resolution

mechanisms. A positive school environment resulting from improved grievance

handling processes can instill confidence in parents and guardians regarding

their children’s well-being and educational experience.

Curriculum Writers. This study will help to develop new and revised

instructional materials, lessons, and activities for teachers.

Education Program Supervisors (EPS). This study will help in the

future to develop training designs on teachers’ personal and professional

development to incorporate some recommendations made based on the result

of this study.

Researcher. This study can potentially lead to publication opportunities

in academic journals, conferences, and research forums. Researchers can

disseminate the findings to a wider audience, contribute to the scholarly

conversation, and receive feedback from peers in the field.

Future Researchers. The findings of the study will serve as a valuable

reference material and a guide for future researchers and scholars interested

in exploring the relationship between grievance machinery and organizational

performance in educational settings. The research findings, methodology, and

proposed improvement plan can inspire further studies, discussions, and

advancements in the field of educational management.

Educational Institutions. Beyond Bagong Silang Elementary School,

recommendations generated by the study. Schools and educational
