Answers to the two questions are drawn fiom findings of a recently completed study on the TOD experience in Hong Kong, Taipei, and Shanghai. The study method includes three pars: (1) review of the literature on the TOD experience in the selected cities; (2) Field visits of the best practice of TOD projects in those cities; and (3) Interviews of individuals rep. resenting transit agencies, govemment officals, and scholars from those cities. An ‘operational model, refered to as TOD-China, was derived from the study findings lis core attributes. include five parts: Differentiated Density, Dockized District, Deluxe Design, Diverse Destination and Distributed Dividends.
