PURPOSE:
The purpose of the FY 2024 Army Medical Department (AMEDD) Recruiting
Program Guide is to outline the AMEDD’s programs and incentives in a pocket
format. It serves primarily as a ready reference for commanders, recruiters, and
staff within the US Army Recruiting Command (USAREC).
Information contained in this guide is current at the time of publication; but subject
to change and should not be construed as a guarantee of the availability of these
programs and incentives at a given time. All incentives and bonuses are IAW the
Current Year Pay Plan, current publication is uploaded onto HSD Sharepoint and
supersedes all previous editions. Prime source information can be found in the
Health Profession’s Officer Special and Incentive Pay Plan and the Select Reserve
Incentive Program.

SCOPE OF RESPONSIBILITY
USAREC is responsible for recruiting for the Army Medical Department. We recruit
highly qualified health care professionals for the Army in all six AMEDD Corps:

All the above Corps requires specialized training and licensure/certification and are
recruited primarily from accredited university and college programs throughout the
United States.

Active Duty Medical Specialist Corps Student Programs
Active Duty entry-level Doctoral Program in Occupational Therapy at the U.S. Army
Medical Center of Excellence (MEDCoE), Joint Base San Antonio (JBSA), Texas.
The program consists of two phases – the academic phase and the clinical
internship phase. The academic phase is 18-months of graduate didactic
coursework at the MEDCoE. The internship phase is 12-months of supervised
Level II Fieldwork and Doctoral Capstone Experience at select military treatment
facilities.
All applicants must apply to the program through the Occupational Therapy
Centralized Application Service (OTCAS) at https://otcas.liaisoncas.com. USAREC
only boards applicants academically qualified by the program via OTCAS.
Applicants must possess a bachelor’s degree or be in their last semester of
undergraduate school and complete 29 credit hours of prerequisite courses to
apply. Applicants are required to have a minimum 3.0 overall GPA, 3.0 prerequisite
GPA, 149 Graduate Record Exam (GRE) Quantitative Reasoning score, 145 GRE
Verbal Reasoning score, 3.5 GRE Analytical Writing score, and 300-combined
GRE score (Quantitative + Verbal) to be eligible for admission. Applicants must
complete a minimum of 24 observation hours in occupational therapy as a
volunteer or employee.

All applicants must apply to the program through the Physical Therapy Centralized
Application System (PTCAS) at www.ptcas.org. USAREC only boards the Top 50
applicants as determined by the program via PTCAS. Applicants must possess a
bachelor’s degree or be in their last semester of undergraduate school and
complete 40 semester hours of prerequisite courses to apply. Applicants are
required to have a minimum 3.25 prerequisite GPA, 148 Graduate Record Exam
(GRE) Quantitative Reasoning score, 152 GRE Verbal Reasoning score, 3.5 GRE
Analytical Writing score, and a 300-combined GRE score (Quantitative + Verbal) to
be eligible for admission. Applicants must complete a minimum of 100 observation
hours in physical therapy as a volunteer or employee.

Active Duty entry-level Master’s Program in Nutrition at the U.S. Army Medical
Center of Excellence (MEDCoE), Joint Base San Antonio (JBSA), Texas. The
integrated 24-month program consists of 66 credit hours of graduate didactic
coursework at MEDCoE and 1,350 hours of supervised experiential learning
rotations at select civilian, VA, and military treatment facilities. The Army-Baylor
MPN replaced the legacy Military-Baylor Graduate Program in Nutrition (GPN).
All applicants must apply to the program through the Dietetic Internship Centralized
Application Services (DICAS) at https://dicas.liaisoncas.com. USAREC only boards
applicants academically qualified by the program via DICAS. Applicants must
possess a bachelor’s degree or be in their last semester of undergraduate school
to apply. Applicants are required to have a minimum 3.0 overall GPA, 148
Graduate Record Exam (GRE) Quantitative Reasoning score, 148 GRE Verbal
Reasoning score, 3.5 GRE Analytical Writing score, and a 300-combined GRE
score (Quantitative + Verbal) to be eligible for admission.

Applicants must complete one of the following two options for academic eligibility:
(1) Complete 27 credit hours of specified prerequisite coursework with 3.25 GPA.
(2) Complete a Dietetic Program in Dietetics (DPD) accredited by the Accreditation
Council for Education in Nutrition and Dietetics (ACEND).

Applicants must be a current RA, AR, or Army National Guard (ARNG) service
member. Civilian personnel are not eligible to apply for IPAP. Applicants must have
a minimum 2.5 overall GPA, 3.0 science courses GPA, minimum 1000 cumulative
score on the Scholastic Aptitude Test (SAT), minimum 450 SAT Reading score,
and 450 SAT Math score.
RA IPAP students will incur a 54-month Active Duty Obligation (ADO) for the
training. Enlisted IPAP students attend the program in officer candidate status and
commission as First Lieutenants upon successful completion of the program.
Commissioned and Warrant Officers attend IPAP in their current grade held. Upon
successful completion of the program, commissioned officers are reappointed into
SP Corps. Rank is determined by their individual constructive service credit
calculated IAW DODI 6000.13 and policy established by OTSG.
Eligible SP applicants sign a written agreement to serve on AD for not less than 4
consecutive years in exchange for receiving the AB. Payment will be requested
upon completion of AMEDD Basic Officer Leadership Course (BOLC) and arrival at
the first duty station and will be paid in a lump sum.
Fully qualified Active Duty 65D/PA applicants who possess a current, valid,
unrestricted license/NCCPA are eligible for Incentive Pay (IP). The IP is authorized
at the annual rate as listed in the pertinent section of Table 3 of the AC HPO
Special and Incentive Pay Plan Memo. IP is paid on a prorated monthly basis.
65D/PA officers may receive IP in addition to other qualifying incentives.

(ADHPLRP) as outlined in the current AC HPO Special and Incentive Pay Plan.
This program will repay a specified amount of qualified loans to lending institutions
annually for a maximum of 3 years. Active Duty obligation (ADO) is 1 year-for-year
receiving loan repayment with a minimum period of 2 years on AD. ADHPLRP
ADO is served consecutively to any other service obligation incurred for education
and training or AB.
Provides a specified bonus for eligible AOCs as listed in current U.S. Army
Reserve (USAR) Health Professions Special and Incentive (HPS&I) Pay Plan, also
known as the USAR Army Medical Department (AMEDD) Incentives Policy. The
amount listed for accession bonus (AB) represents the annual amount authorized
for new agreements signed during the period of the pay plan.
Officer must serve in an AR TPU, APMC or IMA Program while receiving the
incentive pay. Defense Finance and Accounting System (DFAS) will withhold
Federal and state taxes as applicable from AB prior to disbursing payments.
The USAR HPS&I Pay Plan CWSL states the maximum annual and lifetime
amounts authorized by specialty for Reserve Component Health Professional Loan
Repayment Program (RC HPLRP). For each year of satisfactory service in an AR
TPU, APMC or IMA Program, any DoD authorized student loan will be considered
eligible for repayment.

AR IPAP students will incur an 8-year obligation for the training: the Selective
Reserve (SELRES) obligation of 6 years and an Individual Ready Reserve (IRR)

DENTAL CORPS (DC)
This program provides 2-year, 3-year, and 4-year scholarships for students
enrolled in an ADA accredited Doctor of Dental Surgery (DDS) or Doctor of
Medicine in Dentistry (DMD) program. Applicant must be a U.S. Citizen. The
program provides full tuition, monthly stipend for 10 and one-half months and
reimbursement of certain academic fees. Provides Second Lieutenant pay for 45
days during non-active or Active Duty Training (ADT). Per 10 USC 2126; this
does not authorize Active Duty credit while in HPSP towards BASD upon
entry into regular army status at retirement. Appointed and commissioned as a
Second Lieutenant branch unassigned while participating in the HPSP program.
Soldiers are commissioned as a Captain in the Dental Corps upon graduation from
dental school. Active Duty Obligation (ADO) is year for year for each year receiving
the scholarship with a minimum obligation of 3 years.

There are 52 AEGD-1 training slots for Fiscal Year (FY) 2023 located at 7 training
sites: Fort Benning, GA; Fort Bliss, TX; Fort Campbell, KY; Fort Carson, CO; Fort
Jackson, SC; Fort Sill, OK; and Joint Base Lewis-McChord, WA. See the FY23
AEGD-1 USAREC Message for additional application requirements and deadlines.
The CSWSAB provides an accession bonus for eligible AOCs as outlined in the
current Army Active Component (AC) Health Professions Officer (HPO) Special
and Incentive Pay Plan Memo. Specialties authorized the AB must be in
accordance with the current Office of the Deputy Chief of Staff, G-1, Army
Accession Mission memorandum.
Eligible DC applicants sign a written agreement to serve on AD for not less than 4
consecutive years in exchange for receiving the CSWSAB. The payments will be
paid in 4 annual payments. The first payment will be requested upon completion of
AMEDD Basic Officer Leadership Course (BOLC) and arrival at the first duty
station. The remaining 3 payments will be made on the anniversary date of the first
payment.
Individuals are not eligible for CSWAB if they received any financial assistance
from the DoD to pursue their dental degree13 or specialty training including HPSP

and FAP, even if the obligation for this assistance has been served. For further

Finance and Accounting System (DFAS) Special and Incentive Pay Index website.
Fully qualified Active Duty DC applicants are eligible to combine CSWAB with the
Active Duty Health Professions Loan Repayment Program (ADHPLRP). Active
Duty obligation (ADO) is served consecutively for individuals who sign a written
agreement for both incentives.
Fully qualified Active Duty DC applicants are eligible for Active Duty Health
Professions Loan Repayment Program (ADHPLRP) as outlined in the current AC
HPO Special and Incentive Pay Plan. This program will repay a specified amount

recognized clinical specialty professional board as listed in the pertinent section of

Board Certification Pay (BCP). BCP is paid on a prorated monthly basis. DC
officers may receive BCP in addition to other qualifying incentives.
Fully qualified Active Duty DC applicants who possess a current, valid, unrestricted
license are eligible for Incentive Pay (IP). The IP is authorized at the annual rate as
listed in the pertinent section of Table 3 of the AC HPO Special and Incentive Pay
Plan Memo. IP is paid on a prorated monthly basis. DC officers may receive IP in
addition to other qualifying incentives.

professions officer (HPO).
DC officer must serve in an AR TPU, APMC or IMA Program while receiving the

Federal and state taxes as applicable from AB prior to disbursing payments. DC
officers can contract for both AB and RC HPLRP if their AOC is listed in the current
USAR HPS&I Pay Plan, Critical Wartime Shortage List (CWSL). Obligation is
served consecutively, and applicant must choose which incentive to receive first.
Applicant may continue to reapply for Retention Bonus (RB) if AOC is on the
CWSL.
The USAR HPS&I Pay Plan CWSL states the maximum annual and lifetime
amounts authorized by specialty for the USAR. The RC HPLRP and Accession
Bonuses (AB) may be offered and contracted at the same time, in either order,
provided the applicant meets all other eligibility requirements. Soldiers will receive
their incentive in the order they select using the appropriate Incentive Declaration
Statement.
For each year of satisfactory service in an AR TPU, APMC or IMA Program, any
DoD authorized student loan will be considered eligible for repayment. Applicant
may be eligible, if qualified, to participate in another AR incentive program. HPOs,
students, or residents receiving STRAP may be eligible for RC HPRLP. Applicant
must possess a current, valid, active and unrestricted state dental license to apply.
This is a Stipend Program for HPOs, students or residents in training toward skills
approved for the stipend program as listed on the current USAR HPS&I Pay Plan.
Participants must be accepted in an accredited residency program. Applicants
must be a U.S. Citizen. Incurs a 1-year obligation in the AR for every 6 months (or
partial 6 month period) of financial assistance.
Individuals approved for the stipend program in full-time status will be assigned to
the AMEDD Professional Management Command (APMC). Participants in this
category must fully in-process with the APMC to ensure proper management while

DSSP Provides a monthly stipend IAW the most current USAR HPS&I Pay Plan to
individuals accepted into an accredited dental program. Participants are assigned
the primary AOC of 00E67 and branched MS during the program. Students will be
assigned to the APMC for the duration of their attendance in dental school. Dental
students are not eligible for RC HPLRP until they are commissioned as Dental
Corps Officers, have completed their DSSP obligation, and have met all RC
HPLRP eligibility requirements.

MEDICAL CORPS (MC)
Direct all interested applicants to the nearest Medical Recruiting Station.
Commissions are available to qualified physicians in the RA and AR.
Applicants must be a US Citizen or Naturalized Citizen (INS 550) for Regular
Army (RA) or a Permanent Resident (INS 551) for Army Reserve (AR).
RA and AR applicants must have a Doctor of Medicine or osteopathy degree
from an accredited US school of medicine or osteopathy. Foreign graduates
may apply if they have a permanent certificate from the Educational Council
of Foreign Medical Graduates (ECFMG).
Must have completed at least 1 year of an approved Graduate Medical
Education (GME) internship.
Must hold a current, valid, active, and unrestricted license to practice
medicine in the US, District of Columbia, or US territory.
Must be at least board eligible.
ROTC cadets who are approved for educational delay to attend medical
school are eligible to apply for HPSP.

reappointed to the Medical Service Corps as a second lieutenant (2LT). No entry
grade credit waivers will be granted. Upon completion of the program, officers will
incur an 84-month obligation, not counting medical school, internship, or residency.
Applicants will receive full pay and allowances commensurate with rank during the
entire program; tuition expenses paid by the Army. Graduates receive MD degrees
and are reappointed as RA captains in the MC. Direct all interested individuals to

Each FAP participant incurs a minimum ADO of 2 years or one-half year for each
half year or portion thereof of FAP sponsorship, whichever is greater. Individuals
must be US citizens.
Medical Corps Direct applicants are eligible to combine CSWSAB with Health
Professions Loan Repayment Program; cannot combine AB with CSWSAB.
Individuals are not eligible if they received any financial assistance from DoD to
pursue their medical degree or specialty training including HPSP and FAP, even if
the obligation for this assistance has been served. For further information, please
visit the DFAS – Special and Incentive Pay Index website.
All participants will incur a one-year obligation in the AR for every six months or
portion thereof of financial assistance. STRAP participants must serve in an AR
TPU, APMC, or the IMA program after completing residency; must be a US Citizen.
Eligible AOCs are listed in the pay plan.

MEDICAL SERVICE CORPS (MS)
Direct all interested applicants to the nearest Medical Recruiting Station
Based on the annual needs of the Army, commissions may be available to
applicants in the Regular Army (RA) or Army Reserve (AR).
Applicants must be a US Citizen or Naturalized Citizen (INS 550) for Regular
Army (RA) or a Permanent Resident (INS 551) for Army Reserve (AR).
Commissions are available in the areas of audiology, biochemistry, clinical
laboratory science, clinical psychology, entomology, environmental
engineering, environmental science, medical evacuation, microbiology,
nuclear medical science, optometry, pharmacy, podiatry, research psychology
and social work.
Specific degree requirements may be obtained from the local AMEDD
Healthcare Recruiter.
ROTC cadets who are approved for educational delay to attend a qualifying
program are eligible to apply to serve in the MS Corps.

This is a combined scholarship from ROTC and HPSP to provide 5-6 years of
financial assistance throughout a student’s entire pharmacy education so he/she
may obtain a commission with concurrent call to Active Duty in the rank of captain.
Participants will incur ADOs from both ROTC and HPSP that must be served
consecutively, resulting in a 6-year ADO. These applicants will not be boarded at
USAREC; however, recruiters will assist applicants in completing all HPSP
documents prior to submitting those documents to HSD for processing and
tracking.
The Army sponsors a 1-year clinical psychology internship program at four military
medical treatment facilities: Womack Army Medical Center, Fort Bragg, North
Carolina; Tripler Army Medical Center, Honolulu, Hawaii; San Antonio Army
Medical Center, Joint Base San Antonio, Texas; and Madigan Army Medical
Center, Joint Base Lewis-McChord, Washington. Applicants must submit a letter
from the university dean’s office stating the applicant’s academic standing, current
program, current GPA, and anticipated graduation date. Officers enter the
program in the rank of captain and incur a 36-month ADO which begins upon
completion of the residency and licensure. This is a one-time-a-year board meeting
in January of each year.
The Army sponsors a 1-year clinical psychology residency program for students at
one of four military medical treatment facilities: Womack Army Medical Center, Fort
Bragg, North Carolina; Tripler Army Medical Center, Honolulu, Hawaii; San Antonio
Military Medical Center, Joint Base San Antonio, Texas; and Madigan Army
Medical Center, Joint Base Lewis-McChord, Washington. Applicants who are
currently completing an American Psychological Association (APA) accredited
civilian clinical or counseling psychology internship are eligible to compete for this
one year of post-doctoral supervision requirement towards licensure. The program
requires a doctorate from an APA-accredited institution and proof of completion of
an APA-accredited internship. Applicants pending graduation from an internship
program must submit a letter from the university Dean’s Office showing the
applicant’s academic standing, current program, current GPA, and anticipated
graduation date. Officers enter the program in the rank of captain and incur a 36-
month ADO which begins upon completion of the residency and licensure.
Program requirements for this 5-year program, resulting in a Ph.D. in Clinical Psychology:
must possess a baccalaureate degree; applicants selected for the Active Duty

The Army Master of Social Work (MSW) Program is a 14-month course through the
University of Kentucky consisting of 60 semester hours, followed by a 26-month
Social Work Internship Program. This program is open to civilians, officers and
enlisted personnel requesting to become RA MS Corps Army officers so that they
may pursue the MSW via the Army-UK MSW Program. Applicants should have a
liberal arts undergraduate degree from an accredited university. However, all
undergraduate degrees are accepted if the applicant has at least 18 undergraduate
semester hours in the behavioral/social sciences and 3 semester hours of
statistics. Applicants must have a cumulative GPA of 3.25 or higher and GRE score
of 290 or higher. Applicants pending graduation from a degree program must
submit a letter from the university dean’s office showing the applicant’s academic
standing, current program, current GPA, currently enrolled courses, and anticipated
graduation date. Applicants incur a 42-month ADO that begins upon receipt of
licensure. This is a one-time-a-year board meeting in January of each year. Refer
to the program MILPER message for additional requirements and application
criteria.
All fully qualified licensed clinical social workers (73A), clinical psychologists (73B),
and pharmacists (67E) who do not currently hold a commission as a licensed
clinical social worker, clinical psychologist, and pharmacist in any service may be
eligible to receive special pay. 73As, 73Bs, and 67Es may receive an incentive
IAW the current Pay Plan. This incentive cannot be combined with any other
incentive. Current serving applicants must have a 24-month break-in-service to
receive a bonus.
Active Duty
Health Professions Loan Repayment Program (ADHPLRP)
This program will repay qualified loans to lending institutions annually for a
maximum of 3 years IAW current incentive plan. Participants of the ADHPLRP will
incur an ADO consisting of a minimum of 2 years, or one year of ADO for each
annual repayment, whichever is greater in accordance with AR 601-141, Chapter
4, Paragraph 4-3. This ADO will be served consecutively (not concurrently) with
any other existing ADO, including obligations as a result of prior loan repayment. If
no other ADO exists, the obligation will commence on the date of the first loan
repayment.
RCHPLRP provides for repayment of outstanding loans for qualifying AOCs IAW
the AMEDD Officer Selected Reserve Incentives Program (SRIP): made, insured,
or guaranteed through a recognized financial or educational institution; used to
finance education in a health profession determined to be a critical wartime
shortage by the Secretary of Defense. For each year of satisfactory service in an
AR TPU, the APMC or IMA Program, a specified amount IAW the AMEDD Officer
SRIP (once approved by appropriate approval authorities) will be applied to an
education loan.

66H with Precision Course Guarantee Critical Care Nurse Student Program
This is a precision course guarantee for qualifying 66H applicants. The incentive guarantees attendance
in the 66S Critical Care nurse program. Upon completion of the program, they will become a 66S
Critical Care Nurse. To qualify for the 66S Student Program, the applicant must have at least 2 years of
MED-SURG in an inpatient hospital setting in either a medical, surgical, step-down ICU and or
progressive care units to qualify.

66H with Precision Course Guarantee Labor and Delivery (OB/GYN) 66G Student Program
66H with Precision Course Guarantee Labor and Delivery (OB/GYN) 66G Student Program is a precision
course guarantee for qualifying 66H applicants. The incentive guarantees attendance in the 66G Labor
and Delivery (OB/GYN) nurse program. Upon completion of the program, they will become a 66G
OB/GYN nurse. To qualify for the student program, the applicant must have at least 1 year of MED-SURG
in an inpatient hospital setting in either a medical, surgical, step-down ICU and or progressive care units
to qualify.
Active-Duty Accession Bonus
All fully qualified nurses may be eligible to receive Special Pay or a Critical Skill Wartime Shortage
(CSWS) bonus. Qualified nurses in specific AOCs may be eligible for an accession bonus (see mission
memo). May receive ADHPLRP and or the bonus depending on eligibility for RA. Current serving
applicants must have a 24-break-in service to receive a bonus. ADSO are either 3 years or 4 years for a
bonus.
Active-Duty Health Professions Loan Repayment Program (ADHPLRP)
This program will repay qualified loans to lending institutions annually for a maximum of 3 years IAW
current incentive plan. Participants of the ADHPLRP will incur an ADO consisting of a minimum of 3
years, or one year of ADSO for each annual repayment, whichever is greater in accordance with AR
601-141, Chapter 4, Paragraph 4-3. This ADSO will be served consecutively (not concurrently) with any
other existing ADSO, including obligations as a result of prior loan repayment. If no other ADSO exists,
the obligation will commence on the date of the first loan repayment.
The RCHPLR and Special Pay may be offered and contracted at the same time, in either order,
provided the applicant meets all other eligibility requirements. Soldiers will receive their incentive
in the order they select using the appropriate Incentive Declaration Statement. Once the contract
is executed, Soldiers may not deviate from the order of this selection. Service members cannot
overlap obligation periods or receive concurrent payments. Payments and the payback time will
be consecutive. Healthcare professionals can contract for both if authorized, the RC HPLRP and

the Special Pay if their AOC is listed in the current USAR HPS&I Pay Plan. If the healthcare
professional fails to contract for both incentives at the time of accession, the healthcare
professional can contract for a Special Pay or the RC HPLRP in the future if the individual’s AOC
is listed in the current USAR HPS&I Pay Plan, at the time the contract is executed.
