PURPOSE:
The purpose of the FY 2024 Army Medical Department (AMEDD) Recruiting
Program Guide is to outline the AMEDD’s programs and incentives in a pocket
format. It serves primarily as a ready reference for commanders, recruiters, and
staff within the US Army Recruiting Command (USAREC).

Information contained in this guide is current at the time of publication; but subject
to change and should not be construed as a guarantee of the availability of these
programs and incentives at a given time. All incentives and bonuses are IAW the
Current Year Pay Plan, current publication is uploaded onto HSD Sharepoint and
supersedes all previous editions. Prime source information can be found in the
Health Profession’s Officer Special and Incentive Pay Plan and the Select Reserve
Incentive Program.

SCOPE OF RESPONSIBILITY
USAREC is responsible for recruiting for the Army Medical Department. We recruit
highly qualified health care professionals for the Army in all six AMEDD Corps:

United States.

MEDICAL SPECIALIST CORPS

SP Corps officers serve as the cornerstone of medical and performance readiness.


The Holistic Health and Fitness (H2F) initiative remains a high priority for the Army
regarding recruitment of Active-Duty SP Corps officers for FY24.

 Direct all interested applicants to the nearest AMEDD Recruiting Center.


 Applicants must be a US Citizen or Naturalized Citizen (INS 550) for
Regular Army (RA) or a Permanent Resident (INS 551) for Army Reserve
(AR).
 65A Occupational Therapist (OT): Applicants must possess a conferred
master’s or doctorate degree in occupational therapy from an accredited
program prior to the annual selection board date. Applicants must possess
certification by the National Board for Certification of Occupational
Therapists (NBCOT) and an unrestricted state occupational therapy
licensure.
 65B Physical Therapist (PT): Applicants must possess a conferred
doctorate degree in physical therapy (DPT) from a Commission on
Accreditation in Physical Therapy Education (CAPTE) program and an
unrestricted state physical therapy license for one year prior to the annual
selection board date.
 65C Dietitian (RD): Applicants must possess the credentials of “Registered
Dietitian (RD)/Registered Dietitian Nutritionist (RDN)” per the Commission
on Dietetic Registration (CDR). Note: RD/RDN state licensure is not an AOC
requirement in accordance with DHA-PM 6025.13, Vol. 4. Applicants may
apply to the annual selection board within 6-months of completing their
dietetic internship.
 65D Physician Assistant (PA): Applicants must possess a master’s degree
from an accredited program and certification by the National Commission for
Certification of Physician Assistants (NCCPA). Note: PA state licensure is
not an AOC requirement in accordance with Health Affairs Policy 04-002/15
Jan 2004. Applicants may apply within 6-months of graduating from PA
School. Applicants must be in the grade of captain or below.
 SP Student Programs: The SP Corps has four graduate student programs:
Army-Baylor University Occupational Therapy Doctorate Program (OTD),
Army-Baylor University Doctoral Program in Physical Therapy (DPT/PT
Baylor), Army-Baylor University Master’s Program in Nutrition (MPN), and
the Inter-service Physician Assistant Program (IPAP).
 ROTC Cadets: Reserve Officers Training Corps (ROTC) Cadets are eligible
to apply to the OTD, DPT, and MPN student programs. ROTC Cadets are
not eligible to apply to IPAP. ROTC Cadets may apply for Educational Delay
to attend a civilian graduate school for one of the four SP Corps specialties.

Army-Baylor University Occupational Therapy Doctorate (OTD)


Program

Active Duty entry-level Doctoral Program in Occupational Therapy at the U.S. Army
Medical Center of Excellence (MEDCoE), Joint Base San Antonio (JBSA), Texas.
The program consists of two phases – the academic phase and the clinical
internship phase. The academic phase is 18-months of graduate didactic
coursework at the MEDCoE. The internship phase is 12-months of supervised
Level II Fieldwork and Doctoral Capstone Experience at select military treatment
facilities.

Upon successful completion of the program, students are awarded a Doctoral


degree in Occupational Therapy from Baylor University and are eligible to sit for
the National Board for Certification in Occupational Therapy (NBCOT). Graduates
of the program must possess certification by the NBCOT and unrestricted state
licensure to maintain the 65A Area of Concentration (AOC). Upon completion of
the 30-month training program, officers will incur a 60-month Active Duty Service
Obligation (ADSO).

All applicants must apply to the program through the Occupational Therapy
Centralized Application Service (OTCAS) at https://otcas.liaisoncas.com. USAREC
only boards applicants academically qualified by the program via OTCAS.
Applicants must possess a bachelor’s degree or be in their last semester of
undergraduate school and complete 29 credit hours of prerequisite courses to
apply. Applicants are required to have a minimum 3.0 overall GPA, 3.0 prerequisite
GPA, 149 Graduate Record Exam (GRE) Quantitative Reasoning score, 145 GRE
Verbal Reasoning score, 3.5 GRE Analytical Writing score, and 300-combined
GRE score (Quantitative + Verbal) to be eligible for admission. Applicants must
complete a minimum of 24 observation hours in occupational therapy as a
volunteer or employee.

Army-Baylor University Doctoral Program in Physical Therapy (DPT)

Active Duty entry-level nationally-ranked Doctoral Program in Physical Therapy at


the U.S. Army Medical Center of Excellence (MEDCoE), Joint Base San Antonio
(JBSA), Texas. The program consists of two phases – the academic phase and the
clinical internship phase. The academic phase is 18-months of graduate didactic
coursework at the MEDCoE. The internship phase is 12-months supervised
clinicals at select military treatment facilities.

Upon successful completion of the program, students are awarded a Doctoral


degree in Physical Therapy from Baylor University and are eligible to sit for the for

state licensure. Graduates of the program must possess an unrestricted state


licensure in physical therapy to maintain the 65B Area of Concentration (AOC).
Upon completion of the 30-month training program, officers will incur a 60-month
Active Duty Service Obligation (ADSO).

All applicants must apply to the program through the Physical Therapy Centralized
Application System (PTCAS) at www.ptcas.org. USAREC only boards the Top 50
applicants as determined by the program via PTCAS. Applicants must possess a
bachelor’s degree or be in their last semester of undergraduate school and
complete 40 semester hours of prerequisite courses to apply. Applicants are
required to have a minimum 3.25 prerequisite GPA, 148 Graduate Record Exam
(GRE) Quantitative Reasoning score, 152 GRE Verbal Reasoning score, 3.5 GRE
Analytical Writing score, and a 300-combined GRE score (Quantitative + Verbal) to
be eligible for admission. Applicants must complete a minimum of 100 observation
hours in physical therapy as a volunteer or employee.

Army-Baylor University Master’s Program in Nutrition (MPN)

Active Duty entry-level Master’s Program in Nutrition at the U.S. Army Medical
Center of Excellence (MEDCoE), Joint Base San Antonio (JBSA), Texas. The
integrated 24-month program consists of 66 credit hours of graduate didactic
coursework at MEDCoE and 1,350 hours of supervised experiential learning
rotations at select civilian, VA, and military treatment facilities. The Army-Baylor
MPN replaced the legacy Military-Baylor Graduate Program in Nutrition (GPN).

Upon successful completion of the program, students are awarded a Master of


Nutrition Science from Baylor University and are eligible to sit for the Commission
on Dietetic Registration (CDR) credentialing exam. Graduates of the program must
possess the credentials of “Registered Dietitian (RD)/Registered Dietitian
Nutritionist (RDN)” per the CDR to maintain the 65C Area of Concentration (AOC).
Upon completion of the 24-month training program, officers will incur a 48-month
Active Duty Service Obligation (ADSO).

All applicants must apply to the program through the Dietetic Internship Centralized
Application Services (DICAS) at https://dicas.liaisoncas.com. USAREC only boards
applicants academically qualified by the program via DICAS. Applicants must
possess a bachelor’s degree or be in their last semester of undergraduate school
to apply. Applicants are required to have a minimum 3.0 overall GPA, 148
Graduate Record Exam (GRE) Quantitative Reasoning score, 148 GRE Verbal
Reasoning score, 3.5 GRE Analytical Writing score, and a 300-combined GRE
score (Quantitative + Verbal) to be eligible for admission.

Applicants must complete one of the following two options for academic eligibility:
(1) Complete 27 credit hours of specified prerequisite coursework with 3.25 GPA.
(2) Complete a Dietetic Program in Dietetics (DPD) accredited by the Accreditation
Council for Education in Nutrition and Dietetics (ACEND).

Inter-service Physician Assistant Program (IPAP)

Entry-level Graduate Program in in Physician Assistant studies. Phase 1: 64-weeks


of graduate education didactic coursework at the U.S. Army Medical Center of
Excellence (MEDCoE) located at Joint Base San Antonio-Fort Sam Houston, TX.
Phase 2: 52-weeks of clinical rotations at select Army military treatment facilities.

Applicants must be a current RA, AR, or Army National Guard (ARNG) service
member. Civilian personnel are not eligible to apply for IPAP. Applicants must have
a minimum 2.5 overall GPA, 3.0 science courses GPA, minimum 1000 cumulative
score on the Scholastic Aptitude Test (SAT), minimum 450 SAT Reading score,
and 450 SAT Math score.

IPAP Applicants must complete all prerequisite undergraduate coursework,


minimum of 80 shadowing hours with a Physician Assistant, and take the Physician
Assistant College Admissions Test (PA-CAT) to be eligible for admission. Graduate
Record Exam (GRE) and American College Testing (ACT) will not fulfill the SAT
requirement.

RA IPAP students will incur a 54-month Active Duty Obligation (ADO) for the
training. Enlisted IPAP students attend the program in officer candidate status and
commission as First Lieutenants upon successful completion of the program.
Commissioned and Warrant Officers attend IPAP in their current grade held. Upon
successful completion of the program, commissioned officers are reappointed into
SP Corps. Rank is determined by their individual constructive service credit
calculated IAW DODI 6000.13 and policy established by OTSG.

AMEDD Recruiters do not process IPAP applicants. Applicants must digitally


submit their packets to the USAREC IPAP mailbox at
usarmy.knox.usarec.mbx.hsd-ipap@mail.mil between 1 October 2023 and 1 March
2024. Applicants must also complete the online IPAP registration through UNICAS
for the University of Nebraska Medical Center (UNMC), at

Active Duty Medical Specialist Corps Incentives

Active Duty Accession Bonus (AB)

Fully qualified Active Duty SP Corps applicants (65A/OT, 65B/PT, 65C/RD,


65D/PA) are eligible for an Accession Bonus (AB) as outlined in the current Army
Active Component (AC) Health Professions Officer (HPO) Special and Incentive
Pay Plan Memo. Specialties authorized the AB must be in accordance with the
current Office of the Deputy Chief of Staff, G-1, Army Accession Mission
memorandum.

Eligible SP applicants sign a written agreement to serve on AD for not less than 4
consecutive years in exchange for receiving the AB. Payment will be requested
upon completion of AMEDD Basic Officer Leadership Course (BOLC) and arrival at
the first duty station and will be paid in a lump sum.

An individual who holds an appointment as an officer in either the Active or


Reserve Component is not eligible for an AB. A former officer who no longer holds
an appointment or commission and is otherwise qualified and eligible must have
been honorably discharged or released from uniformed service at least 24 months
prior to executing the written agreement to receive an AB.

Fully qualified Active Duty SP Corps applicants are eligible to combine AB


incentive with the Active Duty Health Professions Loan Repayment Program
(ADHPLRP). Active Duty obligation (ADO) is served consecutively for individuals
who sign a written agreement for both incentives.

Board Certification Pay (BCP)

Fully qualified Active Duty SP Corps applicants (65A/OT, 65B/PT, 65C/RD,


65D/PA) who are board certified by an approved recognized clinical specialty
professional board as listed in the pertinent section of Table 2 of the AC HPO
Special and Incentive Pay Plan Memo are eligible for Board Certification Pay
(BCP). Individuals must have a post-baccalaureate degree (Master's Degree or
higher) in the officer’s clinical specialty/AOC. BCP is paid on a prorated monthly
basis. SP officers may receive BCP in addition to other qualifying incentives.

Health Profession Officer Incentive Pay (IP)

Fully qualified Active Duty 65D/PA applicants who possess a current, valid,
unrestricted license/NCCPA are eligible for Incentive Pay (IP). The IP is authorized
at the annual rate as listed in the pertinent section of Table 3 of the AC HPO
Special and Incentive Pay Plan Memo. IP is paid on a prorated monthly basis.
65D/PA officers may receive IP in addition to other qualifying incentives.

Active Duty Health Professions Loan Repayment Program (ADHPLRP)

Fully qualified Active Duty SP Corps applicants (65A/OT, 65B/PT, 65C/RD,


65D/PA) are eligible for Active Duty Health Professions Loan Repayment Program

(ADHPLRP) as outlined in the current AC HPO Special and Incentive Pay Plan.
This program will repay a specified amount of qualified loans to lending institutions
annually for a maximum of 3 years. Active Duty obligation (ADO) is 1 year-for-year
receiving loan repayment with a minimum period of 2 years on AD. ADHPLRP
ADO is served consecutively to any other service obligation incurred for education
and training or AB.

Army Reserve Medical Specialist Corps Incentives

Army Reserve Accession Bonus (AB)

Provides a specified bonus for eligible AOCs as listed in current U.S. Army
Reserve (USAR) Health Professions Special and Incentive (HPS&I) Pay Plan, also
known as the USAR Army Medical Department (AMEDD) Incentives Policy. The
amount listed for accession bonus (AB) represents the annual amount authorized
for new agreements signed during the period of the pay plan.

Officer must serve in an AR TPU, APMC or IMA Program while receiving the
incentive pay. Defense Finance and Accounting System (DFAS) will withhold
Federal and state taxes as applicable from AB prior to disbursing payments.

Reserve Component Health Professional Loan Repayment Program


(RC HPLRP)

Provides repayment of outstanding loans made, insured, or guaranteed through a


recognized financial or educational institution used to finance education in a health
profession determined to be a critical wartime shortage by the Secretary of
Defense.

The USAR HPS&I Pay Plan CWSL states the maximum annual and lifetime
amounts authorized by specialty for Reserve Component Health Professional Loan
Repayment Program (RC HPLRP). For each year of satisfactory service in an AR
TPU, APMC or IMA Program, any DoD authorized student loan will be considered
eligible for repayment.

Inter-service Physician Assistant Program (IPAP)

of the program. Commissioned and Warrant Officers attend IPAP in their current
grade held. Upon successful completion of the program, commissioned officers are
reappointed into SP Corps. Rank is determined by their individual constructive

DENTAL CORPS (DC)

 Direct all interested applicants to the nearest AMEDD Recruiting Station.


 Applicants must be a US Citizen or Naturalized Citizen (INS 550) for
Regular Army (RA) or a Permanent Resident (INS 551) for Army Reserve
(AR).
 AMEDD Recruiters should focus on recruiting dental students at American
Dental Association (ADA) accredited dental schools, working dentists, and
residents in oral and maxillofacial surgery and prosthodontic residency
programs.
 Applicants may apply during their last 6 months of dental school or
residency.
 Working dentists must be licensed to practice dentistry and be a graduate of
an ADA-accredited dental school in the U.S., District of Columbia, Puerto
Rico or Canada.
 New graduates applying for RA must show proof of sitting for license within
90 days of graduation or proof of license after 90 days of graduation.
 Working dentists must show proof of Federal Drug Enforcement
Administration (DEA) License.
 All direct accessions should have fewer than 10 years constructive credit or
current grade held of Major/O-4.
 Dental Corps Financial Assistance Program (FAP) is not available for FY23.

Active Duty Dental Corps Programs/Incentives


Health Professions Scholarship Program (HPSP)

This program provides 2-year, 3-year, and 4-year scholarships for students
enrolled in an ADA accredited Doctor of Dental Surgery (DDS) or Doctor of
Medicine in Dentistry (DMD) program. Applicant must be a U.S. Citizen. The
program provides full tuition, monthly stipend for 10 and one-half months and
reimbursement of certain academic fees. Provides Second Lieutenant pay for 45
days during non-active or Active Duty Training (ADT). Per 10 USC 2126; this
does not authorize Active Duty credit while in HPSP towards BASD upon
entry into regular army status at retirement. Appointed and commissioned as a
Second Lieutenant branch unassigned while participating in the HPSP program.
Soldiers are commissioned as a Captain in the Dental Corps upon graduation from
dental school. Active Duty Obligation (ADO) is year for year for each year receiving
the scholarship with a minimum obligation of 3 years.

Health Professions Scholarship Program Accession Bonus (HPSP AB)

DC HPSP applicants, regardless of scholarship length, are eligible to receive the


HPSP AB. Applicants must meet the HPSP eligibility requirement. HPSP AB
provides a bonus (taxable) paid in one lump sum approximately 30 days after

receipt of the first stipend payment. ADO in conjunction with HPSP AB is 4 years,
regardless of length of HPSP participation. The HPSP AB obligation is served
concurrently with the HPSP ADO.

Advanced Education in General Dentistry (AEGD) 1-Year Program

AEGD-1 provides increased exposure and familiarization to the various dental


specialty areas and focuses on clinical practice. Application to AEGD-1 is
mandatory for DC HPSP officers as a condition of the scholarship contract.
Participation in AEGD-1 does not incur any additional Active Duty obligation (ADO)
for DC HPSP officers. However, AEGD-1 training time does not count towards
payback of the initial HPSP ADO. All DC officers (63A) entering active duty through
accession sources other than the Financial Assistance Program (FAP) are eligible
to apply to AEGD-1. ROTC Education Delay officers are eligible to apply to AEGD-
1 but have no mandatory obligation to submit an application.

There are 52 AEGD-1 training slots for Fiscal Year (FY) 2023 located at 7 training
sites: Fort Benning, GA; Fort Bliss, TX; Fort Campbell, KY; Fort Carson, CO; Fort
Jackson, SC; Fort Sill, OK; and Joint Base Lewis-McChord, WA. See the FY23

Active Duty Critically Short Wartime Skills Accession Bonus


(CSWSAB)

The CSWSAB provides an accession bonus for eligible AOCs as outlined in the
current Army Active Component (AC) Health Professions Officer (HPO) Special
and Incentive Pay Plan Memo. Specialties authorized the AB must be in
accordance with the current Office of the Deputy Chief of Staff, G-1, Army
Accession Mission memorandum.

Eligible DC applicants sign a written agreement to serve on AD for not less than 4
consecutive years in exchange for receiving the CSWSAB. The payments will be
paid in 4 annual payments. The first payment will be requested upon completion of
AMEDD Basic Officer Leadership Course (BOLC) and arrival at the first duty
station. The remaining 3 payments will be made on the anniversary date of the first
payment.

An individual who holds an appointment as an officer in either the Active or


Reserve Component is not eligible for a CSWSAB. A former officer who no longer
holds an appointment or commission and is otherwise qualified and eligible must
have been honorably discharged or released from uniformed service at least 24
months prior to executing the written agreement to receive a CSWSAB.

Individuals are not eligible for CSWAB if they received any financial assistance
from the DoD to pursue their dental degree13 or specialty training including HPSP

and FAP, even if the obligation for this assistance has been served. For further
information, please see the current AC HPO Pay Plan and visit the Defense
Finance and Accounting System (DFAS) Special and Incentive Pay Index website.
Fully qualified Active Duty DC applicants are eligible to combine CSWAB with the
Active Duty Health Professions Loan Repayment Program (ADHPLRP). Active
Duty obligation (ADO) is served consecutively for individuals who sign a written
agreement for both incentives.

Active Duty Health Professions Loan Repayment Program (ADHPLRP)

Fully qualified Active Duty DC applicants are eligible for Active Duty Health
Professions Loan Repayment Program (ADHPLRP) as outlined in the current AC
HPO Special and Incentive Pay Plan. This program will repay a specified amount
of qualified loans to lending institutions annually for a maximum of 3 years. Active
Duty obligation (ADO) is 1 year-for-year receiving loan repayment with a minimum
period of 2 years on AD. ADHPLRP ADO is served consecutively to any other
service obligation incurred for education and training or CSWAB.

Board Certification Pay (BCP)

Fully qualified Active Duty DC applicants who are board certified by an approved
recognized clinical specialty professional board as listed in the pertinent section of
Table 2 of the AC HPO Special and Incentive Pay Plan Memo are eligible for
Board Certification Pay (BCP). BCP is paid on a prorated monthly basis. DC
officers may receive BCP in addition to other qualifying incentives.

Health Profession Officer Incentive Pay (IP)

Fully qualified Active Duty DC applicants who possess a current, valid, unrestricted
license are eligible for Incentive Pay (IP). The IP is authorized at the annual rate as
listed in the pertinent section of Table 3 of the AC HPO Special and Incentive Pay
Plan Memo. IP is paid on a prorated monthly basis. DC officers may receive IP in
addition to other qualifying incentives.

Army Reserve Dental Corps Programs/Incentives


Army Reserve Accession Bonus (AB)

Provides a specified bonus amount per year based on 2, 3 or 4 years of affiliation


for eligible DC AOCs as listed in current U.S. Army Reserve (USAR) Health
Professions Special and Incentive (HPS&I) Pay Plan, also known as the USAR
Army Medical Department (AMEDD) Incentives Policy. Applicant must meet the
following criteria for an AB: (1) Be a graduate of an accredited school in the health
profession of the application. (2) Meet criteria for and accept appointment as a
commissioned officer in the USAR. (3) Be qualified in the specialty to which
appointed; must have a current, valid, and unrestricted state license in the critical

dental specialty for the authorized incentive. (4) Have been honorably discharged
or released from any Uniformed Service at least 24 months before execution of the
written agreement, and no longer hold an appointment, if a former health
professions officer (HPO).

DC officer must serve in an AR TPU, APMC or IMA Program while receiving the
incentive pay. Defense Finance and Accounting System (DFAS) will withhold
Federal and state taxes as applicable from AB prior to disbursing payments. DC
officers can contract for both AB and RC HPLRP if their AOC is listed in the current
USAR HPS&I Pay Plan, Critical Wartime Shortage List (CWSL). Obligation is
served consecutively, and applicant must choose which incentive to receive first.
Applicant may continue to reapply for Retention Bonus (RB) if AOC is on the
CWSL.

Reserve Component Health Professional Loan Repayment Program


(RC HPLRP)

Provides repayment of outstanding loans made, insured, or guaranteed through a


recognized financial or educational institution used to finance education in a health
profession determined to be a critical wartime shortage by the Secretary of
Defense

The USAR HPS&I Pay Plan CWSL states the maximum annual and lifetime
amounts authorized by specialty for the USAR. The RC HPLRP and Accession
Bonuses (AB) may be offered and contracted at the same time, in either order,
provided the applicant meets all other eligibility requirements. Soldiers will receive
their incentive in the order they select using the appropriate Incentive Declaration
Statement.

For each year of satisfactory service in an AR TPU, APMC or IMA Program, any
DoD authorized student loan will be considered eligible for repayment. Applicant
may be eligible, if qualified, to participate in another AR incentive program. HPOs,
students, or residents receiving STRAP may be eligible for RC HPRLP. Applicant
must possess a current, valid, active and unrestricted state dental license to apply.

Reserve Component Specialized Training Assistance Program (STRAP)

This is a Stipend Program for HPOs, students or residents in training toward skills
approved for the stipend program as listed on the current USAR HPS&I Pay Plan.
Participants must be accepted in an accredited residency program. Applicants
must be a U.S. Citizen. Incurs a 1-year obligation in the AR for every 6 months (or
partial 6 month period) of financial assistance.

Individuals approved for the stipend program in full-time status will be assigned to
the AMEDD Professional Management Command (APMC). Participants in this
category must fully in-process with the APMC to ensure proper management while

in the STRAP program. Upon completion of residency, training must serve in an


AR TPU, APMC or IMA Program. STRAP participants may be eligible as a
concurrent incentive for RC HPLRP, provided eligibility requirements are met.

The number of DC USAR accessions is limited to the approved HQDA Mission


Memo for mission/overproduction by specialty. The number of STRAP recipients
for DC for residency training in CWSL specialties is limited to the total mission in
that specialty.

Medical/Dental School Stipend Program (MDSSP)


MDSSP is available only to medical and dental students. Dental students must be
enrolled in good standing or have a firm unconditional written acceptance from an
accredited dental school. Must be a US Citizen. Student incurs a 1-year obligation
in the AR for every 6 months (or partial 6-month period) of financial assistance.

DSSP Provides a monthly stipend IAW the most current USAR HPS&I Pay Plan to
individuals accepted into an accredited dental program. Participants are assigned
the primary AOC of 00E67 and branched MS during the program. Students will be
assigned to the APMC for the duration of their attendance in dental school. Dental
students are not eligible for RC HPLRP until they are commissioned as Dental
Corps Officers, have completed their DSSP obligation, and have met all RC
HPLRP eligibility requirements.

DSSP obligation period begins immediately following the residency or dental


school completion unless the individual elects to enter the STRAP program for
residency in an eligible specialty. In that event, the original DSSP contract will be
amended to reflect the new STRAP contractual obligation. Upon completion of
residency training, DC officer must serve in an AR TPU, APMC or the IMA
program.

MEDICAL CORPS (MC)
 Direct all interested applicants to the nearest Medical Recruiting Station.
 Commissions are available to qualified physicians in the RA and AR.
 Applicants must be a US Citizen or Naturalized Citizen (INS 550) for Regular
Army (RA) or a Permanent Resident (INS 551) for Army Reserve (AR).
 RA and AR applicants must have a Doctor of Medicine or osteopathy degree
from an accredited US school of medicine or osteopathy. Foreign graduates
may apply if they have a permanent certificate from the Educational Council
of Foreign Medical Graduates (ECFMG).
 Must have completed at least 1 year of an approved Graduate Medical
Education (GME) internship.
 Must hold a current, valid, active, and unrestricted license to practice
medicine in the US, District of Columbia, or US territory.
 Must be at least board eligible.
 ROTC cadets who are approved for educational delay to attend medical
school are eligible to apply for HPSP.

Active Duty Medical Corps Programs/Incentives


Health Professions Scholarship Program (HPSP)
Program provides up to a four-year scholarship to students accepted to or enrolled
in accredited schools of medicine or osteopathy. Applicant must be a US Citizen.
HPSP provides full tuition, monthly stipend for 10 and one-half months and
reimbursement of certain academic fees. Provides Second Lieutenant pay for 45
days during ADT. Appointed and commissioned as a Second Lieutenant branch
unassigned while participating in the HPSP program. Soldiers are commissioned
as MC Captains upon graduation from medical school. Soldiers incur an ADO of 2
years for the first 2 years, or portion thereof, of program participation. Participation
for more than 2 years will result in an additional ADO of one-half year for each
additional one-half year or portions thereof.

Health Professions Scholarship Program Accession Bonus (HPSP AB)


MC HPSP applicants, regardless of scholarship length, are eligible to receive the
HPSP AB. Applicants must meet the HPSP eligibility requirement. HPSP provides
a bonus (28% taxable) paid in one lump sum approximately 30 days after receipt of
the first stipend payment. ADO in conjunction with HPSP is 4 years, regardless of
length of HPSP participation. The HPSP AB obligation is served concurrently with
the HPSP ADO.

Uniformed Services University of Health Sciences (USUHS) School of


Medicine
This four-year program requires that applicants must possess a baccalaureate
degree and be US citizens. Applicants selected into the program will be appointed
to the Regular Army as Medical Service Corps officers and will attend the AMEDD
Direct Commission Course (DCC) and AMEDD Basic Officer Leader Course
(BOLC), as 17

required. Commissioned officers, not currently in the Medical Service Corps, will be
reappointed to the Medical Service Corps as a second lieutenant (2LT). No entry
grade credit waivers will be granted. Upon completion of the program, officers will
incur an 84-month obligation, not counting medical school, internship, or residency.
Applicants will receive full pay and allowances commensurate with rank during the
entire program; tuition expenses paid by the Army. Graduates receive MD degrees
and are reappointed as RA captains in the MC. Direct all interested individuals to

Financial Assistance Program (FAP)


The Mission is for 60C, 60D, 60W, 61F, 61H, 61J, 61K, 61M, and 62A only.
Open to physicians at any point during their residency training, such as, Post
Graduate Year (PGY) II and above. Must be PGY1 complete and successfully
passed all three steps of the USMLE/COMLEX exams on the first attempt. Certain
individuals may be eligible to apply in PGY I with approval from OTSG. A full
medical license is required for all applicants entering PGY III.

Each FAP participant incurs a minimum ADO of 2 years or one-half year for each
half year or portion thereof of FAP sponsorship, whichever is greater. Individuals
must be US citizens.

Active Duty Critically Short Wartime Skills Accession Bonus (CSWSAB)


Provides accession bonus for eligible AOC's that are listed in the Pay Plan Memo
and sign a written agreement to serve on AD for not less than 4 consecutive years
in exchange for receiving the CWSAB. The payments will be paid in 4 annual
payments. The first payment will be requested upon completion of Basic Officer
Leadership Course (BOLC) and arrival at the first duty station. The remaining 3
payments will be made on the anniversary date of the first payment. Applicants
must have a minimum 24-month break-in service.

Medical Corps Direct applicants are eligible to combine CSWSAB with Health
Professions Loan Repayment Program; cannot combine AB with CSWSAB.

Individuals are not eligible if they received any financial assistance from DoD to
pursue their medical degree or specialty training including HPSP and FAP, even if
the obligation for this assistance has been served. For further information, please

Active Duty Health Professions Loan Repayment Program (ADHPLRP)


This program will repay qualified loans to the lending institution annually for a
maximum of three years. ADO is one year-for-year receiving loan repayment with a
minimum period of two years on AD. Only missioned AOCs are authorized
ADHPLRP.

USAR Accession Bonus


Bonus provides an incentive to participants who must choose two-, three- or four-
year affiliation for physicians in eligible specialties joining the AR. Physicians must
have completed a residency program in the specialty in which they are applying.
Participants must serve in an AR TPU, APMC, or IMA program. Individuals may be
eligible, if qualified, to participate in one other AR incentive program. Special pay
may not be offered concurrently with STRAP. Eligible AOCs are listed in the USAR
HPS&I Pay Plan. Applicants must have a minimum 24-month break in service.

Reserve Component Health Professional Loan Repayment Program


(RCHPLRP)
Program provides a repayment of education loans for physicians in certain
specialties. Eligible AOCs are listed in the Select Reserve Incentive Program
Memo or the USAR HPS&I Pay Plan. This applies to applicants who are serving in
an AR TPU, APMC, or the IMA program. Loan repayment is provided for each year
of satisfactory service in an AR TPU, APMC, or the IMA program. Individuals may
be eligible, if qualified, to apply for one other AR incentive. STRAP may be offered
at the same time.

Medical/Dental School Stipend Program (MDSSP)


Provides a monthly stipend to individuals accepted into an accredited medical
program. Please see pay plan. Participants are assigned the primary AOC of
00E67 in the MS Corps. Must be a US Citizen. Incurs a one-year obligation in the
AR for each six-month period (or part thereof) of financial assistance. Upon
completion of residency training must serve in an AR TPU, APMC or the IMA
program.

Specialized Training Assistance Program (STRAP)


Stipend program for physicians in designated specialties currently enrolled in
accredited residency programs. Participants will receive a monthly stipend (please
see USAR HPS&I Pay Plan).

All participants will incur a one-year obligation in the AR for every six months or
portion thereof of financial assistance. STRAP participants must serve in an AR
TPU, APMC, or the IMA program after completing residency; must be a US Citizen.
Eligible AOCs are listed in the pay plan.

MEDICAL SERVICE CORPS (MS)
 Direct all interested applicants to the nearest Medical Recruiting Station
 Based on the annual needs of the Army, commissions may be available to
applicants in the Regular Army (RA) or Army Reserve (AR).
 Applicants must be a US Citizen or Naturalized Citizen (INS 550) for Regular
Army (RA) or a Permanent Resident (INS 551) for Army Reserve (AR).
 Commissions are available in the areas of audiology, biochemistry, clinical
laboratory science, clinical psychology, entomology, environmental
engineering, environmental science, medical evacuation, microbiology,
nuclear medical science, optometry, pharmacy, podiatry, research psychology
and social work.
 Specific degree requirements may be obtained from the local AMEDD
Healthcare Recruiter.
 ROTC cadets who are approved for educational delay to attend a qualifying
program are eligible to apply to serve in the MS Corps.

Active Duty Medical Service Corps Programs/Incentives

Health Professions Scholarship Program (HPSP) –

Provides 1, 2, and 3-year scholarships to students enrolled in or accepted to


accredited optometry programs. Applicants must be a US Citizen. HPSP provides

ROTC-HPSP Cooperative Pharmacy Program

This is a combined scholarship from ROTC and HPSP to provide 5-6 years of
financial assistance throughout a student’s entire pharmacy education so he/she
may obtain a commission with concurrent call to Active Duty in the rank of captain.
Participants will incur ADOs from both ROTC and HPSP that must be served
consecutively, resulting in a 6-year ADO. These applicants will not be boarded at
USAREC; however, recruiters will assist applicants in completing all HPSP
documents prior to submitting those documents to HSD for processing and
tracking.

Clinical Psychology Internship Program (CPIP)

The Army sponsors a 1-year clinical psychology internship program at four military
medical treatment facilities: Womack Army Medical Center, Fort Bragg, North
Carolina; Tripler Army Medical Center, Honolulu, Hawaii; San Antonio Army
Medical Center, Joint Base San Antonio, Texas; and Madigan Army Medical
Center, Joint Base Lewis-McChord, Washington. Applicants must submit a letter
from the university dean’s office stating the applicant’s academic standing, current
program, current GPA, and anticipated graduation date. Officers enter the
program in the rank of captain and incur a 36-month ADO which begins upon
completion of the residency and licensure. This is a one-time-a-year board meeting
in January of each year.

Clinical Psychology Post-Doctoral Residency Program (CPRP)

The Army sponsors a 1-year clinical psychology residency program for students at
one of four military medical treatment facilities: Womack Army Medical Center, Fort
Bragg, North Carolina; Tripler Army Medical Center, Honolulu, Hawaii; San Antonio
Military Medical Center, Joint Base San Antonio, Texas; and Madigan Army
Medical Center, Joint Base Lewis-McChord, Washington. Applicants who are
currently completing an American Psychological Association (APA) accredited
civilian clinical or counseling psychology internship are eligible to compete for this
one year of post-doctoral supervision requirement towards licensure. The program
requires a doctorate from an APA-accredited institution and proof of completion of
an APA-accredited internship. Applicants pending graduation from an internship
program must submit a letter from the university Dean’s Office showing the
applicant’s academic standing, current program, current GPA, and anticipated
graduation date. Officers enter the program in the rank of captain and incur a 36-
month ADO which begins upon completion of the residency and licensure.

Uniformed Services University of Health Sciences (USUHS)


Clinical Psychology Doctoral Program

Program requirements for this 5-year program, resulting in a Ph.D. in Clinical Psychology:
must possess a baccalaureate degree; applicants selected for the Active Duty

Army Clinical Psychology Program will be appointed to the RA as Medical Service


Corps officers and will attend the AMEDD Direct Commission Course (DCC) and
AMEDD Basic Officer Leader Course (BOLC), as required, prior to entering the
Army Clinical Psychology Program. Commissioned officers, not currently in the
Medical Service Corps, will be reappointed to the Medical Service Corps and have
their entry grade computed IAW Department of Defense Instruction 6000.13. No
entry grade credit waivers will be granted. Upon completion of the Army Clinical
Psychology Program, officers will incur an 84-month obligation to the US Army,
which will be discharged after obtaining licensure as an independent licensed
psychologist at the doctoral level. Internships and post-doctoral level fellowships
are not credited towards satisfying this obligation. Refer to the program MILPER

The Army-UK Master of Social Work (MSW) Program

The Army Master of Social Work (MSW) Program is a 14-month course through the
University of Kentucky consisting of 60 semester hours, followed by a 26-month
Social Work Internship Program. This program is open to civilians, officers and
enlisted personnel requesting to become RA MS Corps Army officers so that they
may pursue the MSW via the Army-UK MSW Program. Applicants should have a
liberal arts undergraduate degree from an accredited university. However, all
undergraduate degrees are accepted if the applicant has at least 18 undergraduate
semester hours in the behavioral/social sciences and 3 semester hours of
statistics. Applicants must have a cumulative GPA of 3.25 or higher and GRE score
of 290 or higher. Applicants pending graduation from a degree program must
submit a letter from the university dean’s office showing the applicant’s academic
standing, current program, current GPA, currently enrolled courses, and anticipated
graduation date. Applicants incur a 42-month ADO that begins upon receipt of
licensure. This is a one-time-a-year board meeting in January of each year. Refer
to the program MILPER message for additional requirements and application
criteria.

The Social Work Internship Program (SWIP)

This program is open to civilians, officers, and enlisted personnel requesting to


become RA MS Corps Army officers. The SWIP is conducted at multiple Army
Medical Treatment Facilities for a 26-month period. The SWIP is an educational
bridge between the Master of Social Work (MSW) program at the AMEDD Center
and School and independent social work practice. It is a formal training program
designed to give social work interns structured supervision as they transition from
their role as social work students to independent providers. The SWIP exposes
unlicensed Active Duty social workers to key areas of practice within the social
work career field and allows the advanced application of theory to practice in a

supervised setting. Applicants require a Master of Social Work degree with a


graduating GPA of 3.5 or higher. The degree must be accredited by a CHEA and
CWSE. Applicant must provide a PSV of their master’s level license by a date
specified in each year’s MILPER message. LGSW, LMSW, LSW, CMSW, or CSW
are the only acceptable licenses. Applicants incur a 30-month ADO upon
completion of the program and licensure. This is a one-time-a-year board meeting
in June of each year.

Audiology Externship Program (AEP)

AEP provides a 1-year clinical audiology externship to students who have


completed all academic coursework for their doctorate in audiology (Au. D) and are
eligible for the 1-year program. Training is conducted at Walter Reed National
Military Medical Center, Bethesda, Maryland. Applicants incur a 36-month ADO
following completion of the externship. This is a one-time-a-year board meeting in
September of each year.

Active Duty Accession Bonus

All fully qualified licensed clinical social workers (73A), clinical psychologists (73B),
and pharmacists (67E) who do not currently hold a commission as a licensed
clinical social worker, clinical psychologist, and pharmacist in any service may be
eligible to receive special pay. 73As, 73Bs, and 67Es may receive an incentive
IAW the current Pay Plan. This incentive cannot be combined with any other
incentive. Current serving applicants must have a 24-month break-in-service to
receive a bonus.

Active Duty
Health Professions Loan Repayment Program (ADHPLRP)

This program will repay qualified loans to lending institutions annually for a
maximum of 3 years IAW current incentive plan. Participants of the ADHPLRP will
incur an ADO consisting of a minimum of 2 years, or one year of ADO for each
annual repayment, whichever is greater in accordance with AR 601-141, Chapter
4, Paragraph 4-3. This ADO will be served consecutively (not concurrently) with
any other existing ADO, including obligations as a result of prior loan repayment. If
no other ADO exists, the obligation will commence on the date of the first loan
repayment.

** For qualifying internship program applicants receiving the ADHPLRP: An ADO


incurred for Graduate Professional Education (GPE) is in addition to and will be
served after the ADHPLRP ADO. If currently not fully qualified in the specialty
targeted by the ADHPLRP, participants must be licensed to practice in the
profession or specialty in which they are train before payments are executed
consistent with the ADHPLRP contract.

Army Reserve Medical Service Corps Programs/Incentives

USAR Accession Bonus


For USAR HPOs, only specialties listed in the current USAR HPS&I Pay Plan, are
eligible to receive the AB. Bonus provides a specified amount per year. 67J, 73B,
72B, 71A, and 73A AOCs are eligible for a USAR accession bonus. Current
serving applicants must have a 24-month break-in-service to receive a bonus.

Reserve Component Health Professions Loan Repayment Program


(RCHPLR)

RCHPLRP provides for repayment of outstanding loans for qualifying AOCs IAW
the AMEDD Officer Selected Reserve Incentives Program (SRIP): made, insured,
or guaranteed through a recognized financial or educational institution; used to
finance education in a health profession determined to be a critical wartime
shortage by the Secretary of Defense. For each year of satisfactory service in an
AR TPU, the APMC or IMA Program, a specified amount IAW the AMEDD Officer
SRIP (once approved by appropriate approval authorities) will be applied to an
education loan.

Reserve Incentives Note:


The RCHPLR and Special Pay may be offered and contracted at the same time, in
either order, provided the applicant meets all other eligibility requirements. Soldiers
will receive their incentive in the order they select using the appropriate Incentive
Declaration Statement. Once the contract is executed, Soldiers may not deviate
from the order of this selection. Service members cannot overlap obligation periods
or receive concurrent payments. Payments and the payback time will be
consecutive. Healthcare professionals can contract for both, the RC HPLRP and
the Special Pay if their AOC is listed in the current USAR HPS&I Pay Plan. If the
healthcare professional fails to contract for both incentives at the time of
accession, the healthcare professional can contract for a Special Pay or the RC
HPLRP in the future if the individual’s AOC is listed in the current USAR HPS&I
Pay Plan, at the time the contract is executed.

ARMY NURSE CORPS (ANC)

All applicants must:


 Have been practicing as an RN in the United States, District of Columbia, Puerto Rico, or a U.S.
Territories for RA and AR.
 Must hold a RN current, valid, active, and unrestricted license to practice nursing.
 Must have a Baccalaureate of Science in Nursing (BSN) or an advanced nursing degree.
 Be a graduate of a nursing program accredited by the Accreditation Commission for Education in
Nursing (ACEN), or the Commission on Collegiate Nursing Education (CCNE) or accepted by the
National League of Nursing (NLN) (if older degree). CRNA (66F) degree must be accredited by
Council on Accreditation (COA).
 Must pass the National Council Licensure Examination (NCLEX) and board certifications if
advanced practicing nurse (66F, 66P, 66R, 66W).
 ANC guidelines recommend 1 year of work experience in the AOC applying for by the program
manager review date for RA and USAR.
 RA requires RN full-time for not less than 1-year work experience for all AOC’s, exclusions noted in
mission memo or on checklists. Must be working in the AOC at the time of program manager
review.
 AR must have been practicing as an RN full-time for not less than 6 months within the 1-year in
AOC at the time of program manager review.
 Applicants must be a US Citizen or Naturalized Citizen (INS 550) for Regular Army (RA) or a
Permanent Resident (INS 551) for Army Reserve (AR).
 Certification for Critical Care Registered Nurse (CCRN-Adult) is required for 66S.
 An approved CV is good for the fiscal year but dependent on any changes with a previously
approved CV within timeframe or any added requirements; FY24 CV Checklists have been
updated and located on HSD-Nurse Corps sharepoint site.
 Constructive credit for DNP is 3 years and MSN is 2 years. Will not be able to receive both work
experience and educational experience if same time frame.
Nurse ROTC Scholarships:
ROTC Scholarships are available for students pursuing a baccalaureate degree at an accredited school of

AMEDD Enlisted Commissioning Program (AECP)
Provides RA, AR and ARNG component enlisted Army Soldiers with the opportunity to complete their
Bachelor of Science in Nursing (BSN). The Army pays up to $15,000 per academic year for tuition fees for
a maximum of 24 months of schooling along with a book stipend of $1,000 per academic year. Applicant
must seek out an AMEDD recruiter to assist with application process. Current FY24 MILPER 22-411.
FY25 MILPER will be published the beginning of the FY24. If selected in 2024 board, the Soldier will start

Health Professions Scholarship Program (HPSP)
Provides scholarships to students obtaining a DNP for a Certified Registered Nurse Anesthetist
(CRNA) (66F) or a DNP/MSN for Family Nurse Practitioner (66P), Psychiatric Nurse Practitioner
(66R) or Midwife Nurse Practitioner (66W). Per mission memo, an applicant for Psychiatric Nurse
Practitioner needs at least one year experience in MED-SURG. CRNA applicant must have 1-
year critical care experience per the Council on Accreditation (COA). Applicant must be a US
Citizen. HPSP provides full tuition, monthly stipend per applicable regulatory guidance and
reimbursement of certain academic fees. Applicants are appointed and commissioned as a
second lieutenant (2LT) in the MS Corps while participating in the HPSP program. ADSO is an
obligation of 3 years. Once the officer has graduated, a new scroll will be generated with the
constructive credit applied with the new conferred degree. Officers will commission RA upon DCC
or BOLC. Must submit a DA Form 2125 (Academic Worksheet). Acceptance letter from the school
must state what courses are online, must be full-time student status every semester with a
MM/DD/YY start and tentative graduation date MM/DD/YY with listed program. Online courses
are considered on a case-by-case basis and have the following restrictions:
• Nursing program can’t be 100% online.
• Online courses can’t be a clinical or lab.
• If classes are offered in-person or online, the applicant must choose the in-person
class or classes.
• The consultant reviews, approves/disapproves the courses and the school.

US Army Graduate Program in Anesthesia Nursing (AMEDD Center and School)


(USAGPAN)
This is a Doctor of Nursing Program (DNP) to obtain the Certified Registered Nurse in Anesthesia
(CRNA). Students are commissioned RA and receive full pay and allowances which commensurate with
rank during entire program. The Army pays tuition expenses. RA obligation 36 months while attending
the program and after graduation an additional ADSO of 60 months for total ADSO of 8 years. This is a
dual board; the applicant will board through USAREC and Baylor University. Admissions through Baylor
University opens 1 February-1 August each year. Visit https://www.baylor.edu//nursing/armydnp/ to apply.
Applicant must be USAREC board selected for RA and successfully and simultaneously admitted to
Baylor University to attend this program. Candidates must have at least 1 year of Critical Care Nursing
experience as defined by the Council on Accreditation (COA); must have competitive Graduate Record
Exam (GRE) scores (see Baylor website for details). If applicant is not selected for program, they may still

66H with Precision Course Guarantee Critical Care Nurse Student Program
This is a precision course guarantee for qualifying 66H applicants. The incentive guarantees attendance
in the 66S Critical Care nurse program. Upon completion of the program, they will become a 66S
Critical Care Nurse. To qualify for the 66S Student Program, the applicant must have at least 2 years of
MED-SURG in an inpatient hospital setting in either a medical, surgical, step-down ICU and or
progressive care units to qualify.

66H with Precision Course Guarantee Labor and Delivery (OB/GYN) 66G Student Program
66H with Precision Course Guarantee Labor and Delivery (OB/GYN) 66G Student Program is a precision
course guarantee for qualifying 66H applicants. The incentive guarantees attendance in the 66G Labor
and Delivery (OB/GYN) nurse program. Upon completion of the program, they will become a 66G
OB/GYN nurse. To qualify for the student program, the applicant must have at least 1 year of MED-SURG
in an inpatient hospital setting in either a medical, surgical, step-down ICU and or progressive care units
to qualify.
Active-Duty Accession Bonus
All fully qualified nurses may be eligible to receive Special Pay or a Critical Skill Wartime Shortage
(CSWS) bonus. Qualified nurses in specific AOCs may be eligible for an accession bonus (see mission
memo). May receive ADHPLRP and or the bonus depending on eligibility for RA. Current serving
applicants must have a 24-break-in service to receive a bonus. ADSO are either 3 years or 4 years for a
bonus.
Active-Duty Health Professions Loan Repayment Program (ADHPLRP)
This program will repay qualified loans to lending institutions annually for a maximum of 3 years IAW
current incentive plan. Participants of the ADHPLRP will incur an ADO consisting of a minimum of 3
years, or one year of ADSO for each annual repayment, whichever is greater in accordance with AR
601-141, Chapter 4, Paragraph 4-3. This ADSO will be served consecutively (not concurrently) with any
other existing ADSO, including obligations as a result of prior loan repayment. If no other ADSO exists,
the obligation will commence on the date of the first loan repayment.

Army Reserve Army Nurse Corps Programs/Incentives


USAR Accession Bonus
USAR Accession Bonus for USAR HPOs, only specialties listed in the current USAR HPS&I Pay
Plan, are eligible to receive the AB. Bonus provides a specified amount per year. 66S AOC is
eligible for a USAR accession bonus. Current serving applicants must have a 24-month break-
in-service to receive a bonus.

Reserve Component Health Professions Loan Repayment Program (RCHPLR)


RCHPLRP provides for repayment of outstanding loans for qualifying AOCs IAW the AMEDD Officer
Selected Reserve Incentives Program (SRIP): made, insured, or guaranteed through a recognized
financial or educational institution; used to finance education in a health profession determined to be a
critical wartime shortage by the Secretary of Defense. For each year of satisfactory service in an AR
TPU, the APMC or IMA Program, a specified amount IAW the AMEDD Officer SRIP (once approved by
appropriate approval authorities) will be applied to an education loan.

The RCHPLR and Special Pay may be offered and contracted at the same time, in either order,
provided the applicant meets all other eligibility requirements. Soldiers will receive their incentive
in the order they select using the appropriate Incentive Declaration Statement. Once the contract
is executed, Soldiers may not deviate from the order of this selection. Service members cannot
overlap obligation periods or receive concurrent payments. Payments and the payback time will
be consecutive. Healthcare professionals can contract for both if authorized, the RC HPLRP and

the Special Pay if their AOC is listed in the current USAR HPS&I Pay Plan. If the healthcare
professional fails to contract for both incentives at the time of accession, the healthcare
professional can contract for a Special Pay or the RC HPLRP in the future if the individual’s AOC
is listed in the current USAR HPS&I Pay Plan, at the time the contract is executed.

Specialized Training Assistance Program (CRNA) (FSTRAP)


Provides a monthly stipend of the rate for which an HPSP recipient would receive for HPSP while in
school. For every 6 months of accepting the stipend, the officer will owe the USAR 1 year of service. If
currently serving nurse officer in the USAR TPU, the ANC officer must request the FSTRAP retention
incentive through their S1.

VETERINARY CORPS (VC)

Health Care Recruiters focus on recruiting veterinary students at American Veterinary Medical
Association (AVMA) accredited veterinary schools and working veterinarians.

 Direct all interested applicants to the nearest Medical Recruiting Center.


 Applicants must be a US Citizen or Naturalized Citizen (INS 550) for Regular Army (RA) or a
Permanent Resident (INS 551) for Army Reserve (AR).
 Direct commissions are available in the RA and AR for working veterinarians who are licensed to
practice veterinary medicine and are graduates of an AVMA accredited veterinary school in the
United States, District of Columbia, Puerto Rico, or Foreign Countries (school must have been
accredited when the student graduated). Foreign graduates of non-accredited veterinary schools
may apply if they have a permanent certificate from the Educational Commission for Foreign
Veterinary Graduates (ECFVG) or the Program for Assessment of Veterinary Education Equivalence
(PAVE). They must be licensed to practice veterinary medicine and hold an active and unrestricted
license in the United States, District of Columbia, or a U.S. territory. In addition, veterinarians must
maintain a USDA Veterinary Accreditation for category II animal species.
 Veterinary students may apply for RA during their last year of Veterinary school.
 HPSP is only available for the last three years of veterinary school.
 ROTC cadets who apply for educational delay to attend veterinary school are eligible to apply for
HPSP.

Active Duty Veterinary Corps Programs/Incentives


Health Professions Scholarship Program (HPSP)
Provides a three-year scholarship for students enrolled in an AVMA accredited DVM or VMD program.
USAREC has no mission for one year and four-year scholarships, however, recruiters should check with
MC/VC program manager in advance if they have an interested applicant. Applicants must be a US
Citizen. HPSP provides full tuition, a monthly stipend, and reimbursement of certain academic expenses,
except while attending ADT or ineligible for entitlements. (Please see USAR HPS&I Pay Plan). Provides
second lieutenant (2LT) pay for 45 days during ADT. Appointed and commissioned as a second
lieutenant branch unassigned while participating in the HPSP program. Soldier is commissioned as a VC
captain upon completion of training. ADO is year-for-year for each year receiving the scholarship with a
minimum obligation of three years. HPSP graduates are required to apply for and attend the First Year
Graduate Veterinary Education (FYGVE) Program, a one-year hands on training covering clinical
medicine, +public health, leadership, and hospital management. Time spent in FYGVE does not count
towards repayment of the HPSP ADO.

Active Duty Accession Bonus


Provides accession bonus for eligible AOC’s that are listed in the Pay Plan Memo and sign a
written agreement to serve on AD for not less than four consecutive years in exchange for receiving the
Bonus One-Time Lump Sum. This cannot be received in conjunction with ADHPLRP. Applicants must
have a minimum 24-month break in service.
