For centuries since the invention of the police organization and policing, the institution
has been characterized by a negative police culture—one of police brutality, corruption among
others. However, over the past few decades, there has been an effort to change this culture
through police reforms. Some of these reforms have been addressed in President Obama’s Task
Force on 21st-century Policing. The report addresses how some policies were institutionalized in
the police force, certain behaviors in some officers and to address these issues. These are the
