An inspection ofthe site and surrounds was undertaken on 25th Aupust 2017 with representatives from Development Victora an the City of Yarra, ASSESSMENT OF THE PROPOSED LOCATION & FUTURE USE ‘The proposed locations within an open site, providing a high degree of visilty 10 the Store from the Main Yarra Tral and surrounds The "Main Yarra Trail Boathouse and Amphitheatre are all wal utilised by large groups of people and the sheds have a high degree of passive surveilance asa result. The sheds within the immediate context ofthe propoted location are wal cared for, with no graff or damage present. A representative from the City of Yarra Parks Department reported thatthe site and sheds withn the immediate context are generaly not subject to wanton vandalism, theft or éestruetion. The exiting sheds (I and 2) within the immedate context are currently in use by the Canoe Club for storage ts intended that the Porter Prefabricated Iron Store would replace the sales shed within the vicinty (3), whichis currently inure for storing histori canoes and will soon become redundant: Ths shed currently sits on a concrete slab, and its understocd that the shed is to be removed. The intention would be to utlise the slab where possible, extending tas required to ft the Store, In terms ofthe surrounding vegetation itis assumed that ven the site isa managed parkland there isa Teee Management Plan (or sia) that will ensure the risks of trees dropping limbs, or root caturbance in the viinty is managed and mitigated Itis understood that the reinstated Store is to be used for storage (as per the current arrangement), and * i proposed to reinstate the Southern wall to enabie this, and to keep the structure secure. PORTER PREFABRICATED IRON STORE METHODOLOGY Ths methodology is intended to be a general outine only. A detaled methodology will be prepared folowing the engagement of asutable contractor for the works DISMANTLING Development Victoria have incited tat the Porter Prefabricated Iron Store is required to be removed from its curent ste by the 30th April 2018. Prior to commencement of ary works tothe Porter Prefabrcated Iron Store, a full dlapidation survey should be undertaken. This should record all defects in buldng fabric, including any structural issues in the fabric and should ince Full photographic survey ofthe existing bling (internal and external) in accordance with Heritage Victorias Technical Note. + Measured drawings ofthe exsting building including all elevations and structural mernbers. + Undertake a dita scan ofthe existing building Digital copies ofthe document on CD should be distributed to Heritage Victoria and relevant architects / heritage consultants prior to commencement of any works, and a copy should be kept by Development Victoria and the City of Yara, Price to disranting investigation should be undertaken by suitably quafied contractors in conjunction with the Heritage Architect to determine the approach for dsmanting the Store, dealing wth corroded elements, etc. Following ths, the strueture should be dismantled for storage and re-erection inline with any permit concitions Prior to cismanting all components shoul be careluly recorded and marked to enable accurate re-erecton ofthe prefabricated building, ‘The dsmanting is to be undertaken ina careful manner; by hand where possible. Each component should be marked and checked against ‘measured drawings to ensure a complete recor is obtained. A marking methodolagy is to be ceveloped to ensure the marking is undertaken in.a manner which will not deteriorate, and wil not cause camage tothe heritage fabric STORAGE ‘Where any tems of heritage sprficance are required to be removed for any aspect ofthe works, care isto be taken to ensure ne damage to the tem and signfant febr. Items may only be removed upon prior insiuction by the heritage consuttant and where appropriate recording and protection actions have been taken, Ata minimum, and subject to approval bythe Heritage Architect. the folowing is reccrnmencedt + Photopraphicaly record item in-situ prior to removal, and record any existing damage + Damage must be prevented to stated components, materials and surrouncing fabrie during removal ‘Clean off and make good jointing mater, + Prove drawings to record numbered locations Ensure one copy is provided to the Heritage Architect for review and comment. ‘The Store is to be stored off ste, lowing the required conservation and restoration works to be undertaken ina sutabe fay and by @ suitably experienced contractor. Secure the Store with method aparoved by the Heritage Architect. PORTER PREFABRICATED IRON STORE IMPACT ASSESSMENT & CONCLUSION CONDITION & CONSERVATION WORKS ‘While the Store remains in fair condition overal it in need of conservation works andthe works represent an opporturity te net only Undertake the works required but to improve the overall condition, and fully decument and record the building, The conservation works ‘outlined in ths Cocument focus on repairing the galvanised iron sheets and structure, with the ain of alin further rus ingress and degradation of historic fabri. The works, in accordance withthe Burra Charter, seek to do as much as necessary to preserve the exiting fabric, but as itl as possible. In general the bulding generally should be treated for rust and deteriorated timbers and repainted which wil improve its protection and Ifespan. Where deterioration is severe, sheets may require total replacement. Should ths be necessary, the works are to be undertaken on athe for lke’ bass, ensuring the proposal accords with Burra Charter principles, Likewise, where corroded elements are discovered curing the dsmanting ofthe structure, these willbe recorded, repaired where possible or re-fabricated ona ike fr lik’ basis with al cetas and materials to match ewsting, a8 condition perrits. The works azo seek to reconstruct the orginal south wal of the structure to secure the building and return it to an earler known condition, Where replacement materals are required and cannot be sourced from 2 Supplier a pattem for the casting of incvidual components should be created to fabricate the missing elements, The proposed conservation ‘works overall represent 2 major benefkial impact tothe structure, repairing and corserving it, as well as reconstructing the south wall to return {to an eavier known state RELOCATION OF THE STORE ‘The proposed relocation ofthe Store, in and of tse, will not have a detrimental impact onthe building abr and overal wll not adversely impact ts cultural heritage signieance. The Store has no known association with its current sie. and thus, relocation wil not impacts historical or architectural significance or assocations, Further, relocation allows forthe systematic documentation ef the structure and for all required conservation works to take place in conjunction wit ts relocation. Again, ths is considered beneficial tothe cultural hestage significance of te place, ensuing the fabric remain in good condition and enabing is longterm future asa storage shed. In terms ofthe physical impacts of dsmanting and re-erectng the structure itis noted tha t's a prefabricated buldng, designed to be \ransported and erected as component parts. To ensure damage to the structure ofthe building i limited, it wll be reviewed by an eninge ‘0 understand in greater depth the crucial load points ofthe buiding, and to manage its cngoing integrity throughout the process In section, and to further mitigate any the potential impact. an experienced cortractor (in discussion with Heritage Victoria) wil be engaged to uncertake ‘the works ensuring thatthe required expertise i avaiable forthe duration ofthe project It is proposed that a detailed methodology forthe
